Pre-Bid RFI Responses Project: Fire Alarm Upgrade Construction Project #: 459-19-002 Solicitation #: 36C26123R0012

RFI 1:

On pages AE201 and AE202, keynote 1 states to “clean and prep for new EIFS acrylic finish coat over all existing-colored surfaces.” The area pointed out by this keynote is kind of vague and just points to the side of the building. I currently assume that this means that the entire exterior of the parking structure is to get EIFS. Is this correct?

Response:

Revise Color Key on AE201 and AE202 as noted below. All areas noted on elevations as P-1 and P-2 that are previously painted are to receive EIFS refinishing.

RFI 2:

Will substitute products (for example the coating on the floors) be requested by the manufacturer or the contractors?

Response:

Contractor to submit substitution request to COR for consideration. Contractor shall certify that substitution meets contract requirements. Request shall include certificates showing material of equivalency or better.

RFI 3:

Scope of work call for cleaning by pressure washing. Please confirm the VA to provide water and connection point as near as possible at the Parking Structure free of charge to the Contractor.

Response:

Contractor to coordinate use of parking structure hose bib with COR.

RFI 4:

Plans show the replacement of 6 doors (P2-Stair 3), (P3-Stair 1), (P3-Stair 2), (P4-Stair 1), (P4-Stair 2), (P4-Stair 3), but the door schedule lists 5 doors (P2-Stair 2), (P2-Stair 3), (P3-Stair 2), (P4-Stair 1), (P4-Stair 3). Please verify the quantity and openings in the scope of work.

Response:

Please see revised Sheets A-602 and AE103 dated 02/22/2023.

RFI 5:

Door hardware schedule HW-E2 call out for continuous hinge, the existing doors are butt hinges. Please confirm Response:

Per TIL, HW-E2 group includes continuous hinges.

RFI 6:

Vendor is request substituting Henry’s Pumadeq (vehicular traffic version) for the Tremco Puma system that is called out in SECTION 07 18 00 – TRAFFIC COATINGS.

The Pumadeq brochure is attached along with technical data for your review and approval Response:

The submitted attachments do not appear to indicate product system intended for substitution. Contractor to submit substitution request to COR for review. Contractor shall certify that substitution meets contract requirements. Request shall include certificates showing material of equivalency or better.

RFI 7:

Please confirm wash water generated from cleaning via pressure washing can be disposed thru existing drainage or ground around and in the parking structure without filtration other than best management practices such as biosocks around the drain and/ or drain guard.

Response:

Contractor to follow manufacturer’s instructions and must adhere to applicable EPA and NPDES construction waste regulations.

RFI 8:

Plans call out for the Parking Lot shall remain active during working hours. Please confirm work to be performed on the deck will require no vehicular access to perform demo, surface preparation and traffic coating. Please confirm the VA will allow Contractor to block parking stalls to area where construction activities are being performed. Please confirm if this has been considered.

Response:

Contractor to coordinate closure of portions of parking structure with COR. The intent of this note is to notify the Contractor that the Parking Structure and its parking services may not be closed entirely during construction.

RFI 9:

Please provide latest photos and As-Built drawings of the roof to be replaced since there was no access to look at existing condition during the site visit.

Response:

See Prebid RFI 009 Photos attached.

RFI 10:

Please confirm if the SSHO can perform other duties other than safety such as being Superintendent and/ or QC Manager if this personnel meet all qualification of these position.

Response:

CQC Manager is permitted to serve in a dual role capacity as the Contractor’s Superintendent. All requirements for both positions must be met. This person cannot cover more than one building location at a time. Site Safety & Health Officer (SSHO) role shall be a separate person.

RFI 11:

Scope of Work require to remove and reinstall 72 pcs of corner guards, please advise minimum thickness of the corner guard required and type of material since there are 2 types of existing corner guard currently installed in the parking structure.

Response:

Contractor shall furnish per product description indicated in the SOW.

RFI 12:

Traffic Coating subcontractor is confirming project cost range of $1M to $2M only. Base on previous project the material cost alone for a Traffic Coating PUMA system is about $45 to $50 per sqft range. Considering deck demo and labor for PUMA coating and other scope of work such as exterior Bldg re-painting and door replacements, this will exceed significantly the maximum range of the project cost. Will the VA still make award of the project even if it exceed the project cost range?

Response:

The price proposal (which may or may not be awarded) will be evaluated to determine the reasonableness, best value to the VA and availability of funds. Please review Specification Section 071800-4 Traffic Coating for Basis of Design Product.

RFI 13:

Spec section 09 06 00 Schedule of Finishes call out for P-1 to be manufactured by Dow Corning with color Tripler Pink #9556 and P-2 to be manufactured by BM (Benjamin Moore) with color Tripler Off White Butter Pecan #2165-70. Dow Corning manufacture paint that is ALLGUARD SILICON ELASTOMERIC COATING, please confirm if this is the type of paint that is required and confirm minimum mil thickness required. Benjamin Moore manufacture different type of paint, please advise what is required for exterior paint such as acrylic, water base,,etc..In previous project ALLGUARD SILICON ELASTOMERIC COATING was used for P-2, Dow Corning match the color of Tripler Off White Butter Pecan #2165-70. Please clarify.

Response:

Listed manufacturers in the paint finish schedule are only the manufacturer to whom the color number is related to (i.e. #2165-70 “Butter Pecan” is a Benjamin Moore color number). P-1 and P-2 are colors for EIFS refinishing (Section 07 24 00 2.3) and P-3 is the color for metal railing repainting (Section 09 91 00).

RFI 14:

Please advise the R rating for the Roof Insulation underneath the PVC Roof.

Response:

No specific R-value is required as spaces are unconditioned. Slope insulation for positive drainage to existing roof drains.

RFI 15:

Response:

Contractor to coordinate closure of portions of parking structure with COR.

RFI 23:

Sheet AD102 Key Note 1 does VA prefer to use DensGlass for the soffit repair due to durability?

Response:

Any manufacturer or product meeting the Section 09 29 00 Gypsum Board specification may be used.

RFI 24:
