Charee Harris Contracting Officer
RFI NO. Information Being Requested Response to RFI:
001 Solicitation Page 12 of 28, Item 10.
Qualifications:
First bullet regarding contractor bonding and licensing in California: Please clarify that licensing means a contractor’s license and also that this is a requirement for this task order and explain why.
- CA License: It has been our understanding for work within Federal facilities that specific state licensing is not a requirement. We are licensed in other states, will that suffice and if so, do you require proof to be submitted at bid time?
- Bonding -o If CA license is not required, will the associated CA bonding also not be required? See response regarding Miller Act.
o If CA license is required, is the CA bonding in addition to the task order performance and payment bond requirement? See response regarding Miller Act.
California Construction Contractor License is not required. Contractor License from another state will suffice.
This project is over $100,000 and is subject to the Miller Act which requires performance and payment bond.
002 Solicitation Page 19 of 28, VAAR 852.209-70- (b)
If there is no organizational conflict of interest is the Offeror required to so state in our bid response or is non-submission of a statement sufficient to indicate the Offeror does not have conflicts?
See VARR 852.209-70-(b) excerpt below.
(b) The Offeror shall provide a statement with its offer which describes, in a concise manner, all relevant facts concerning any past, present, or currently planned interest (financial, contractual, organizational, or otherwise) or actual or potential organizational conflicts of interest relating to the services to be provided under this solicitation. The Offeror shall also provide statements with its offer containing the same information for any consultants and subcontractors identified in its proposal and which will provide services under the solicitation. The Offeror may also provide relevant facts that show how its organizational and/or management system or other actions would avoid or mitigate any actual or potential organizational conflicts of interest.
The Offeror shall provide a statement when there are any actual or potential organizational conflict of interest. If there are no conflicts, a statement is not required. However, it is encouraged to provide relevant facts to show how there are organizational or management system to avoid or mitigate any organizational conflicts of interest.
003 The POP per RFP is 365 calendar days, with current delays in manufacturing and deliveries, will the VA consider issuance of an administrative NTP for submittals and procurement for long lead items such as doors, frames & hardware? Or increasing the POP to 545 calendar days.
No administrative NTP will be issued, just one NTP for all aspects of project. If more time is needed down the road we can certainly negotiate that as needed.
004 Phasing Plan- Please advise time frame for turnover of each phase after completion of phase. Will the transition to another phase take 15 days for VA to transition patients/occupant to another area before contractor can start work?
Allow 15 days for patients/occupant for patients/occupant movement.
005 Part 8 under Scheduling, Phasing and Working Hours noted that the contractor shall be required to perform construction operations during time frames approved by the hospital. Does this suggest that after work hours might be imposed during construction? Or will the contractor be allowed to work only on a certain time period during the day? Will this affect the period of performance?
Part 6.6 states the station operation is between 8AM to 4:30PM from Monday to Friday excluding Federal Holidays. Anytime outside the station operation shall require hospital approval.
006 Since the project site will remain active during construction, and the scope of work will require demolition, which will cause noise and disturbance to the surrounding areas, will the VA allow regular work hours or advise after hours works for contractors?
Building 7 is a 24/7 facility.
The impact is the same whether it’s regular hours or after hours.
Is contractor allowed to set Temfacil and laydown yard in the VA premises as well as power and water hookups? -Will the VA identify possible location of contractor office and laydown/storage area in the site map?
The area for laydown/storage area at Palo Alto campus is limited. A request for a project laydown/storage location and duration can be made to the facility prior to construction.
There are many on-going projects in Palo Alto and laydown/storage area cannot always be granted.
008 Room Mock-ups: Spec section 01 43 39 require room mock-ups (general and room) Please advise specific area for mockup, is there a particular room that the VA prefer for a mockup, any particular exterior mockup needed? Please advise how long is the approval process for the mock up.
Only refer to construction drawings or statement of work if mock-ups are needed. If mock-ups are required, referred to spec section 01 43 39.
009 Is contractor allowed to use VA toilet facilities and canteen? Also, please confirm contractor can tap in temp power to the building during construction without charge
See spec 01 00 00, section
1.21 for Temporary Toilets and section 1.22 for Availability and use of utility services.
010 The specifications did not allow for additional time for mock-ups, was this considered for the 365 cal days duration? Note that submittals need to be approved for different sections prior to stablishing a mock-up which include detailed drawings of the mock-up for approval. Please consider increasing the POP to 545 calendar days.
See response 1.
011 Please confirm there is no Lead paint or Asbestos remediation required in the scope of work. The RFP did not include any hazmat report.
Asbestos analysis performed in 2010 only found 20% Chrysotile Asbestos in the north roof drain. No asbestos were detected in wallboard, joint, paint, ceiling tiles, and floor tiles.
012 Are spare materials required for this project for Lighting (Lamps, LED drivers, Lenses, etc.). Are spare materials required for all other division?
(Floor/Ceiling tiles, etc.).
See architectural drawings for material requirements. See electrical drawings for how to handle electrical and lighting fixtures.
013 Depending on answers received for questions submitted more questions could possibly arise.
Could additional time to submit questions and RFIs be provided?
Additional time may be added for RFIs if determined to be in the best interest, CO will determine.
014 Are sign in sheets available from the site walk through?
See attachment.
015 Are as-built drawings available for reference?

023 The drawings show adding new and relocating existing Executone Nurse Call system in A, D, E, F wings. Executone Nurse call manufacture went out of business more than 10 years ago. System is obsolete.
There is already an existing adjacent project Upgrade Building 7 for Patient safety 640-18-101 with an Approved Submittal to install Jeron Provider 790 series Nurse Call System in a portion of D wing.
Is it acceptable to extend the Jeron Provider 790 Nurse call system into the balance of D wing under this project, this would put D wing on the same system?
VA confirms Jeron Provider 790 series Nurse Call System is used for project 640-18-101.
