About this file

This document contains an amendment to a solicitation for emergency power supply system services. The amendment provides responses to questions from offerors regarding the required scope of work. Services include weekly, monthly, and annual inspections and testing of generators and automatic transfer switches. Generators 1, 6, and 7 require backup power sources for servicing. Annual load bank testing is required for portable generators. The customer will perform annual time tests of automatic transfer switches according to a provided schedule listing units and dates in 2022, some requiring Saturday service. Offerors should review all documents carefully and request clarifications as needed. The solicitation for these emergency power supply system services is scheduled for release on August 11, 2021 by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21. Quotes will be due by August 25, 2021 at 3:00 PM Pacific Time.

Rico Johnson Contracting Officer Questions and Answers

Note: Questions in black and answers are in red.

For the Triannual loadbanks Which year did they want us to include the pricing in? Year one or the option year? Right now I have it in option year 1.

Schedule of Tri-Annual testing:

1= 3/31/2023 2= 5/1/2023 4= 3/18/2023 5= 4/21/2023 6= 5/1/2023 7= 5/14/2023 (requires Annual each year) same day each year 8= 3/3/2023 9= 3/12/2024 10= 3/16/2022 11= 12/10/21

Annual testing:

7= 5/14/2022 15 KW portable- 4/8/2022 (4 hour testing) 45KW portable- 4/82022 (4 hour testing)

Will any of the generator weekly, monthly or annuals need to be performed on Weekends? If so what units?

Weekly inspections are performed on each Friday of the month. If Friday is a Holiday it will be performed on the prior day. Monthly testing is performed on the 3rd Friday of each month. Testing begins at 5:00 am on that day. Annual service of Generators may be performed during regular business hours. Generator 1 and 6 will require a back-up generator to perform this service.

For Weekly and monthly inspection for generators. Is it possible to perform the monthly inspections (12) each unit with the weekly inspections for the generators or do they have to be completed on separate days?

Per NFPA 110, annex, the Monthly inspection will satisfy the weekly inspection. See above days for inspections and testing. ATS’s are required to be tested monthly as well. These units will be tested as part of the Monthly generator testing on the 3rd Friday of each month.

For Portable units, Scope shows 4 hours per year on annual is this assumption correct? Yes. Run 4 hour test of each annually.

Customer stated the use of their loadbank to test unit #7. Can you confirm the size of the loadbank?

Comment made was that Customer is in the process of purchasing and installing a load bank of Gen #7. At this point the contractor should plan on providing a 125KW load bank for 120/208 volt. Power for an external fan can be provided if necessary.

Will the ATS weekly and monthly BLT’s need to be completed at the same time the corresponding generator weekly and monthlies or just when the BLT’s are completed? If so the need for some of the generators would need to be completed on the weekend is necessary. Can they provide a list of the units they want Saturday testing completed on?

The Saturday testing (days and hours) are located on pages 10-14 in the Performance Work Statement). This also includes before hours (0530-0730).

The VA will perform Annual time test of each ATS. The contractor shall be schedule their service as needed per that schedule. The following is the FY2022 Schedule of Saturday testing and service.

All other service can be performed at the contractor’s discretion with the Annual target date being me. Past practice has been for ATS’s to be serviced during the months of March and April. With the exception of the above Saturday events, all ATS can be serviced during regular business hours.
