VAPAHCS, Integrated Wayfinding Planning and Implementation Master Plan
General
The following changes, additions or deletions shall be made to the following documents.
All other conditions shall remain the same.
1. OFFEROR QUESTION AND ANSWERS/CLARIFICATION:
a. Question: Interested parties are advised that in keeping with the Veterans
First Contracting program under 38 U.S.C. 8127-8128, as implemented under VA Acquisition Regulation (VAAR) subpart 819.70 and VA Procurement Policy Memorandum 2016-05 – Implementation of the Veterans First Contracting Program, the Contracting Officer has determined a reasonable expectation exists that two or more small business concerns owned and controlled by Service-disabled veteran-owned small business (SDVOSB) concerns will submit responses to the solicitation and that award can be made at a fair and reasonable price that offers the best value to the United States, therefore, the requirement will be set-aside for SDVOSB concerns. Does this mean only small business certified with the Veterans First Contracting program can bid on this project?
b. Response: Please refer to the fourth paragraph in the Call for SF-330s request: This procurement is a total Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside under the Veterans First Contracting program as required by 38 U.S.C. 8127-8128, as implemented under VA Acquisition Regulation (VAAR) subpart 819.70.
c. Question: Can you clarify the design disciplines to be represented by our team? While much of the document focuses on Wayfinding, there are other Architectural and Engineering disciplines listed. Are there any Master Planning design needs outside of the Wayfinding SOW?
d. Response: The other disciplines are listed in the Call for SF-330s with the statement will ‘include but are not limited to’ in order to accomplish a master plan project. The intent is to give any A/E firm the latitude to assemble the best team that they think necessary to accomplish an integrated wayfinding planning and implementation master plan.
e. Question: Due to the current demands and heightened needs related to the COVID pandemic across the country, providing new PPQs has proven challenging for those working directly within healthcare facilities. Can you allow previously completed PPQs to be submitted with our SF330, to comply with the Past Performance References requirement (page 6)?
f. Response: No, for Past Performance Questionnaires (PPQ), please follow the process as outlined in the Call for SF-330 requests.
g. Question: Can we get the square footage of the hospitals, clinics, research campus and administrative campus?
h. Response: The Palo Alto Division (PAD) is 93 acres and the Menlo Park
Division (MPD) is 96 acres. The key buildings at PAD, requiring Interior
Sign Location Plans and Message Schedules, total close to 1,580,000 GSF. Building 334 at MPD also requires Interior Sign Location Plans and Message Schedules and is approximately 157,000 GSF. Square footage for other VAPAHCS buildings and sites can be provided as needed at the commencement of the project.
