QUESTIONS AND ANSWERS

October 3, 2018

1. Section 2.3.2.i.1 – Recent, Relevant Experience of the Firm – Construction Experience: This question pertains to Group 1 Proposals only. The “Construction Experience” requires 2 of the 5 Projects that are to be submitted as recent and relevant past performance be “New Construction”. It is unlikely that any project under the maximum ordering limit for this group ($250K) would be “New Construction”. Is it acceptable for Group 2 to submit (5) Projects that are Remodeling/Renovations?

Answer: Please see the attached revised language for Group 1 in section 2.3.2.i.1.

2. This question pertains to both groups: How will Projects that are above the maximum ordering limits for each group be evaluated? Will this have a positive, negative, or neutral effect on the evaluation?

Answer: The instructions state in section 2.3.2.i.1 that experience should be “recent relevant projects that are similar in size, scope, and complexity to the RFP.” The basis of evaluation is stated in section (ii):

The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing recent relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s recent relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP.

3. Please confirm that a previously completed PPQ, from another VA solicitation, can be submitted under Factor 2.

Answer: Factor 2 is Recent and Relevant Experience of the Firm which requires completion of Attachment A. A PPQ on another VA solicitation will probably not answer the same questions as what is on Attachment A.

If you are referring to Factor 3, the Past Performance Questionnaire (PPQ) is not mandatory. If you provide PPQs that are not identical to Attachment B in the solicitation, it may not help your firm. In addition, the solicitation states that PPQs should be submitted to the Government from the reference.

4. Section 00100, Para. C.1 – The Phase 1 Proposal includes both a Technical (Factors 1, 2, and 3) volume and an Administrative Volume, which are to be separately bound and tabbed. Please confirm that they are to be sealed envelope/package/box together and marked in the bottom right corner “PHASE I – TECHNICAL PROPOSAL SUBMITTED UNDER RFP 36C26118R0065 – DO NOT OPEN IN MAILROOM.”

Answer: Yes, confirmed.

5. Section 00100, Para. C.1 – Under Administrative Volume, it states “(4) Joint Venture Agreement (if applicable). See section D, “Joint Ventures (JV)”. Please confirm that such is to instead reference Section E.

Answer: Yes, the Section 00100, Para. C.1 section (4) should reference Section E vice Section D.

6. Section 00100, Para. I (letter i), Pre-Award Survey/Responsibility Determination – As it is not clear, please confirm if such information is only required upon request from the Contracting Officer.

Answer: Yes, confirmed. Nothing is required to be submitted for this section.

7. Section 00100, Para. D.5, Format – As Offerors are provided an MS Word template of Attachments A, B, C, and D, please advise that Offerors are able to utilize the formats within those templates and they do not need to adhere to the format requirements of 1.5 line spacing and text size no less than 11 points.

Answer: Yes, on the Attachments, you may utilize the formats within those templates.

8. Section 00110, Factor 4, Seed Project Technical Solution – While the RFP details the solicitation submittal requirements with regard to this factor, the RFP does not provide a detailed description of the basis of evaluation and how the technical solution narrative will be evaluated, only stating the following: The Government will award to the low-priced offeror. However, the Government reserves the right not to make award. Some or all of the content proposed in the Technical Solution may be incorporated into the resultant order and will become material and binding terms to the order. Therefore, please appreciate if a more detailed basis of evaluation would be provided, particularly as the narrative address not only project issues, but also key personnel experience/qualifications.

Answer: The non-priced information that is required for Factor 4, Seed Project, will not be evaluated but is being used for responsibility determination purposes and to possibly be included in the resultant task order to become a binding part of the task order. Factor 4 is price only.

9. Is additional information beyond the Volume I Technical and Administration Volume submission required to satisfy Item I. Pre-Award Survey/Responsibility Determination criteria on RFP Page 13 of 137? If so, please clarify what information should be provided and where it should be placed in the our response.

Answer: Nothing is required to be submitted for this section.

10. The Administration Volume references inclusion of “Any Small Business Administration (SBA) Certifications”. What certifications or documentation should be included in this section to satisfy this requirement?

Answer: This was included in error. The only SBA documentation that would be submitted is a JV agreement, if applicable.

11. Do I need to be a JV to propose on this solicitation?

Answer: You don’t have to be a JV to participate with this acquisition. The purpose of Group 1 is to give an opportunity to the less experienced SDVOSBs so that you have an opportunity to participate in the MATOC and grow as a result. As mentioned in the pre-proposal conference, to be all-inclusive and to include those SDVOSBs to those firms that do not have a lot of experience on large projects, NCO 21 set up 2 Groups for added participation vice just having no groups and only one pool of awardees. The majority of NCO 21 acquisitions are under the SAT so there is ample opportunity to participate in Group 1.

12. The SF1442 issued with the original solicitation and amendment 0001 states that a bid bond is required. Since a price proposal is not required until Phase 2 can you please confirm no bonding information/bid bond is required in phase 1?

Answer: No bid bond is required in Phase 1.
