About this file

This is an Amendment to Solicitation (Standard Form 30) for solicitation number 36C26027Q0088, issued by the NCO 20 Network Contracting Office at Ft. Vancouver, Washington. The amendment extends the response deadline to November 6, 2026, at 10:00 a.m. PST and provides forty-four Questions and Answers (Q&A) addressing clarifications on contract scope, equipment inventory, pricing, and service requirements.

The solicitation concerns preventive maintenance and repair services for commercial kitchen equipment at a VA facility. Services are priced under four Contract Line Item Numbers: CLIN 0001 provides fixed-price preventive maintenance covering quarterly PM for refrigeration, cooking, warming, and dishwashing equipment, three Gaylord Pacific ventilator hoods, and a Crane National snack machine; CLINs 0002, 0003, and 0004 provide time-and-materials corrective maintenance, emergency response, and parts pricing with fixed cost ceilings ($12,000 corrective, $10,000 emergency) and hourly rates across seven labor categories. Key clarifications from the Q&A include: the True T-23DT with serial number 7608527 is a duplicate listing (only one unit); preventive maintenance for hoods includes quarterly PM only and does not cover hood/duct cleaning per NFPA 96 standards, with additional cleaning services ordered under T&M CLINs; invoicing is bi-monthly (twice monthly, approximately on the 1st and 15th); material costs must be itemized by description, quantity, supplier, and cost with markups shown separately; proposed subcontractor past performance may be evaluated; trip charges and travel time are not reimbursable; no insurance requirements apply; and there is no incumbent contractor. The facility is located at 1601 E. Fourth Plain Blvd, Building 17, Suite B428, Vancouver, WA 98661, with available site photos provided showing kitchen equipment and appliances. Quotes are submitted by email to danielle.carrico@va.gov with a 40 MB maximum message size, approximately 40 MB total email size.

1. The purpose of this Amendment is to provide Questions and Answers (Q&A) received in response to the solicitation, provide available site photos and extend the response deadline.

2. See Q&A 1-44 below.

3. See available site photos provided after Q&A.

4. Response deadline is extended to November 6th, 2026 at 10:00am PT.

5. There are no other changes as a result of this modification. All other terms and conditions remain unchanged.

Questions and Answers

Q1. The True T-23DT / T-23-DT with serial number 7608527 appears twice in Appendix B on page 41 and twice in the service list. Is this one unit listed twice, or two separate units? If there are two, please provide the second serial number so we can price the right count.

A1. The Government verifies that this is a duplicate entry.

Q2. Is there an incumbent contractor? If so, please provide the incumbent's name, current contract number and prior-year award value.

A2. There is not an incumbent contractor; this is a new opportunity.

Q3. Is a site visit planned? If not, may offerors schedule one before the question deadline?

A3. No site visits are planned and cannot be scheduled separately. The facility has provided some available site photos, see below after Q&A.

Q4. CLIN 0001 (PM): should pricing assume every unit in Appendix B receives monthly, quarterly, semi-annual and annual service, or will the VA confirm per-unit frequencies? Are the 3 Gaylord grease hoods to be cleaned (hood & duct) or only inspected under the PM?

A4. Contractors shall comply with applicable NFPA 96 requirements and perform preventive maintenance in accordance with OEM recommendations, NFPA 96 requirements, and the SOW, Section 8. Where hood-specific maintenance differs from refrigeration-equipment maintenance tasks, contractors shall apply industry-standard procedures appropriate to the equipment being serviced. Preventive maintenance tasks of the hoods is included in the SOW Section 8. and shall be priced via line item 0001, while additional hood and duct cleaning services requests above the stated PMs and/or repairs may be ordered as required under applicable T&M line items 0002-0004. The Government has updated the SOW Section 8. hood tasks by removing monthly, semi-annual and annual requirements as these are no longer required, only quarterly PMs are required. All other

PMs for other equipment has not changed.

Q5. Several items lack serial numbers (Beverage-Air UCR34Y, Manitowoc QM45A, Gaylord canteen hoods). Will the VA verify the inventory, and how will added or removed units be priced?

A5. The inventory currently lists the Beverage-Air UCR34Y and Manitowoc QM45A without serial numbers and identifies two Gaylord Pacific hoods as “Not identifiable.”

Offerors shall use the inventory in Appendix B for pricing. Any future additions or deletions would constitute a scope change and would be handled through the Contracting Officer in accordance with contract modification procedures.

Q6. Is the Crane National 167D snack machine in scope?

A6. Yes, this is included in the scope of work.

Q7. For CLINs 0002-0004 (corrective, emergency, parts NTE), will hourly rates be evaluated against an estimated number of hours? Is the parts markup to be shown?

A7. Contractor will fill in information on CLINs 0002-0004, including material markups.

The VA intends to evaluate these line using two historical example repairs.

Q8. May an offeror rely on the past performance of a proposed subcontractor that will perform the work?

A8. Proposed subcontractor past performance may be evaluated.

Q9. Are any trip charges or travel time billable under the T&M CLINs?

A9. No, trip and travel is not reimbursable. See PWS section 3.viii.c.v.4.

Q10. Please confirm quotes are submitted by email to danielle.carrico@va.gov and state any file size limit.

A10. This is correct. Total email size (including email contents and attachments) is approximately 40 MB. While 40MB is the maximum message size, things like encryption can add overhead to a message and increase its size, so there are times when a message may need to be under 40MB to be sent successfully to account for this overhead.

Q11. Can you please let me know if you have an equipment list?

A11. The available equipment list is located in Appendix B within the RFQ.

Q12. We are performing independent research on the Combined Synopsis/Solicitation

(36C26027Q0088). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

A12. See A2.

Q13. Proposed subcontractor qualifications and past performance: {removed} may serve as the prime contractor with a Spokane-area commercial kitchen equipment service company performing the maintenance and repairs. The SOW acknowledges subcontractors. May

{removed} include the proposed performing subcontractor’s relevant commercial/government contracts, technician certifications, experience and references in

Parts III and IV, while clearly identifying the subcontractor as the performing company? If

{removed} itself has no similar completed contracts, how will that be assessed under the past-performance factor?

A13. Yes, subcontractors information may be submitted in Parts III and IV. The Agency may review and evaluate submitted subcontractor information for Part IV, if included.

Q14. Equipment inventory discrepancy: The True refrigerator/freezer combo model T-23DT, serial 7608527, appears twice in the equipment-specific maintenance requirements and in

Appendix B. Is this one physical unit listed twice or are there two separate units? Please confirm the actual count for pricing.

A14. The Government verifies that this is a duplicate entry. There is only one T-23-DT.

Q15. Invoicing frequency: Section B.2 says invoices may be submitted in arrears “Up to bi-monthly, upon service completion.” Does “bi-monthly” mean twice per month or once every two months? May separately authorized and completed corrective/emergency repairs and parts be invoiced after each service call, or must those charges wait until the next periodic invoice?

A15. Bi-monthly means twice per month, approximately every two weeks (for example

1st and 15th of each month). This is intended to assist Contractors with receiving payment for calls quickly, while also taking into consideration Agency certifier’s workload.

Q16. Materials and approved repair charges: For the time-and-materials line items, may the contractor invoice the COR-approved actual supplier cost for parts purchased by its performing subcontractor, supported by the subcontractor’s underlying third-party vendor receipts and the offered material markup? Is there any alternative provision for unusually expensive authorized replacement parts that must be ordered before installation, or are all materials reimbursable only after completed and accepted work?

A16. Contractor-provided and subcontractor-provided materials may be invoiced when supported by detailed breakdowns and receipts. Material costs shall identify the description, quantity, supplier, and cost. Material and subcontractor markups must be shown separately in accordance with the pricing submitted for award. Lump-sum pricing is not acceptable.

Q17. Insurance: Please confirm any minimum commercial general liability, automobile liability, professional liability or workers’ compensation insurance requirements the VA expects of the prime contractor and the performing subcontractor for this commercial service agreement. We did not identify a schedule specifying minimum limits in the RFQ.

A17. There are no insurance requirements per RFQ.

Q18. Will the past performance of a proposed subcontractor be considered for a prime that subcontracts the work?

A18. See A8.

Q19. Please confirm the equipment count: the duplicate serial number 7608527 appears on both a T-23DT and a T-23-DT, the GDM-23-HC appears in Appendix B but not in SOW Section

8, and two Gaylord hoods have no serial number listed. Also, is the Crane National snack

(vending) machine in scope?

A19. The Crane National 167D snack machine is included in the SOW inventory and scope of work. The True GDM-23-HC-TSL01, serial number 10273, and True GDM-26-LD, serial number 8400560, are included in the preventive-maintenance inventory and scope. The

Gaylord Pacific canteen hoods are also included in the scope, even though their serial numbers are listed as unidentified.

Q20. Does PM CLIN x001 include grease hood/duct cleaning (NFPA 96), or is that work billed under T&M?

A20. See A4.

Q21. Is there an incumbent contractor on this requirement? If so, could you provide the current contract number?

A21. See A2.

Q22. Are there minimum insurance requirements (e.g., general liability, workers' compensation) for this solicitation?

A22. See A17.

Q23. Can a site visit or walkthrough of the facility be arranged before quotes are due?

A23. See A3.

Q24. Will the Government consider the past performance of a proposed subcontractor that will perform the work, if the offeror identifies it in Part IV? How will an offeror with no relevant past performance of its own be rated under Factor 2?

A24. See A8.

Q25. For the three Gaylord grease hoods, is NFPA 96 hood and duct cleaning part of the fixed-price PM (CLIN 0001), or ordered only under the T&M "Hood & Duct Cleaning Crew" rate? If it is part of PM, what cleaning frequency is required?

A25. See A20.

Q26. True T-23DT SN 7608527 appears twice in SOW section 8 and Appendix B. Is this one unit? Please confirm the total number of units under PM, and the serial numbers for the

Beverage-Air UCR34Y and Manitowoc QM45A.

A26. The inventory identifies the Beverage-Air UCR34Y without a serial number, the

Manitowoc QM45A without a serial number, two Gaylord Pacific canteen hoods with serial numbers listed as “Not identifiable,” and two T-23DT/T-23-DT entries using serial number

7608527. Offerors shall use the provided inventory for pricing purposes. For Q36C, the

Government does not have additional model or serial-number information beyond what is included in Appendix B of the SOW.

Q27. Is the monthly, quarterly, semi-annual and annual PM schedule required on every listed item, including the snack machine and the three hoods?

A27. See A4. for update on hoods. There are no other changes to the PM schedule and please reference SOW section 8.

Q28. Will a site visit or walk-through be offered before the quote deadline?

A28. See A3.

Q29. If an offeror does not expect to use a labor category (for example Steam/Boiler

Technician), may it enter "N/A", or must every category be priced?

A29. N/A may be entered but a brief explanation for the N/A should be included in the

Price Schedule details and if another labor category takes its place or not.

Q30. Should the CLIN x002 and x003 hourly rates be identical? Please confirm that no after-hours or weekend response is required, given the next-business-day emergency standard and the no-overtime rule.

A30. The CLIN 0002 and CLIN 0003 rates may or may not be identical at the

Contractor’s business decision, and offerors shall provide proposed rates for each CLIN. In general, emergency response require a sooner response time (24 hours) while standard response time allows for a delayed response of 72 hours, both within business hours.

Q31. Are any listed units (for example the Rational combi ovens) under a manufacturer warranty that requires factory-authorized service?

A31. Government has no information indicating that any listed equipment is currently under manufacturer warranty. Contractors shall provide qualified technicians who meet the certification requirements in Section 6.

Q32. Past Performance (Section E.2, Part IV): Will the Government consider the past performance of proposed subcontractors who will perform a significant portion of the work, in addition to the prime contractor's past performance?

A32. See A8.

Q33. Ventilator Hoods (SOW Section 8, items xxviii–xxx): Does the hood preventive maintenance include inspection or service of the hood fire-suppression systems, or is fire suppression covered under a separate contract?

A33. The SOW does not include inspection, testing, certification, or maintenance of hood fire-suppression systems; this is a separate contract. The scope addresses the listed kitchen equipment and ventilator hoods.

Q34. Hood & Duct Cleaning: The price schedule includes a "Hood & Duct Cleaning Crew" labor category under the T&M line items. Does the Government anticipate scheduled NFPA 96 hood and exhaust duct cleaning under this contract? If so, at what frequency, and should it be priced under the PM line items (x001) or ordered as needed under the T&M line items?

A34. See A4.

Q35. Hood PM Tasks: The PM tasks listed for the three ventilator hoods match those listed for refrigeration equipment (e.g., "clean coils"). May offerors price hood PM to the manufacturer's recommended maintenance and NFPA 96 requirements instead?

A35. See A4.

Q36. Equipment Inventory: Please confirm the number of units to be maintained. We noted the following:

a. True T-23DT, SN 7608527, appears twice in both Section 8 and Appendix B. Is this one unit or two?

A36a. See A26.

b. True GDM-23-HC-TSL01 (SN 10273) and True GDM-26-LD (SN 8400560) appear in

Section 8 without item numbers. Are both in scope?

A36b. True GDM-23-HC-TSL01, serial number 10273, and True GDM-26-LD, serial number 8400560, are included in the PM inventory and scope of work.

c. Can the Government provide model or serial information for the items listed without it (two canteen Gaylord "Pacific" hoods, Beverage Air UCR34Y, and Manitowoc QM45A)?

A36c. The Government does not have additional model or serial-number information beyond what is included in Appendix A of the SOW. Some serial number are no longer readable.

Q37. After-Hours Emergencies: Normal work hours are Monday through Friday, 7:00 a.m. to

3:30 p.m., and overtime rates are not permitted. Will the Government require any emergency response outside normal work hours? If so, how will that labor be billed?

A37. Not at this time and there are no after hours response (non-business hours).

However, emergency (Critical Equipment)/ High Priority is next business day, within 24 hour time period or by 8:00am the next open business day if the next day is a weekend day or holiday. These hours are priced in line item 0003.

Q38. Labor Categories: May offerors leave a T&M labor category blank or mark it "N/A" if that trade is not expected to be needed (e.g., Steam/Boiler Technician), or must every category be priced?

A38. See A29.

Q39. Preventive Maintenance Pricing (CLINs x001): Should the annual PM price be submitted as a single amount, or does the Government want a per-equipment breakdown?

A39. Please submit in accordance with B.2 Cost/Price Schedule for the “Year.” If you would like to provide further explanation of the per-equipment breakdown you may offer supplemental information/explanation. The PM CLIN 0001 covers all equipment included in the inventory and the preventive-maintenance requirements described in Section 8.

Q40. Incumbent Contract: Is this a new requirement or a follow-on? If a follow-on, please provide the current contract number and incumbent contractor.

A40. See A2.

Q41. Site Visit: No site visit is scheduled. Would the Government allow prospective offerors to view the equipment, particularly the three ventilator hoods, before the quote due date?

A41. See A3.

Q42. B.2 Price/Cost Schedule, line items 0002 and 0003 (and the matching option-year lines) set fixed ceilings ($12,000 corrective and $10,000 emergency) and ask for hourly rates for seven labor categories. How will these hourly rates be evaluated? Can the Government provide estimated annual hours per labor category, or historical corrective and emergency call volume?

A42. See A7. The Government cannot provide estimated annual hours per labor category or the historical information at this time.

Q43. Appendix B (Full Equipment Inventory) leaves some serial numbers blank (Beverage Air

UCR34Y, Manitowoc QM45A), lists the two Gaylord canteen hoods as "Not identifiable," and shows serial 7608527 for two different True units (T-23DT and T-23-DT). Can you confirm the final equipment count for line 0001 PM pricing? Also, is hood and duct cleaning for the three grease hoods (SOW 8.xxviii-xxx) included in the 0001 firm-fixed PM price, or ordered only under the T&M lines?

A43. The equipment inventory provided in Appendix A shall be used for pricing. It includes the three hoods, the Crane National snack machine, and the listed refrigeration, cooking, warming, and dishwashing equipment. Preventive maintenance for the hoods is included in the PM inventory. Additional repair or cleaning services beyond routine PM may be ordered under the applicable T&M CLINs as required.

Q44. Will there be a site visit or equipment walkthrough before quotes are due? Is there a current or incumbent contract for this requirement, and if so, what is the contract number?

A44. See A3.
