About this file
This file is a Questions and Answers (Q&A) document addressing 26 clarifications submitted by potential offerors regarding a Pharmacy Cache HVAC repair project at the Mann-Grandstaff VA Medical Center in Spokane, Washington (Solicitation 36C26026R0102).
The project requires repair of the HVAC system in Room 109 (Pharmacy Cache, 393 SF) to meet specified humidity, temperature control, and ventilation requirements while integrating with the Building Management System. Key scope clarifications include: the contractor is responsible for load calculations based on Performance Work Statement requirements; one individual may serve as Superintendent, SSHO, and QC Manager; the period of performance may be negotiated and extended post-award based on material lead times; and phasing and temporary heating/cooling requirements will be coordinated with the Contracting Officer Representative upon project start. No lead or asbestos testing has been conducted by the Government. The project is tax-exempt (VA does not pay sales tax), and there is no incumbent contractor. The Government will not provide detailed design drawings; the contractor is responsible for complete engineering design, calculations, and installation means and methods, stamped by a Washington-licensed professional engineer. Permitting, third-party inspections, and ICRA/PCRA requirements are addressed in specifications. The existing main electrical panel has 300A capacity with measured loads of 71A, 56A, and 58A on three phases; the new 100A 3-phase subpanel will be tied in, with conduit routing and fault current coordination to be determined by the contractor post-award. Control System Integration is the contractor's responsibility; the current DDC maintenance contractor is Control Solutions Northwest, though the VA holds no preference. All electrical work must comply with Washington State licensing requirements for journeymen and master electricians.

668-26-103S Pharmacy Cache HVAC Repair RFI Questions and Answers
1. What are the design load criteria (BTU/tonnage/CFM) the government expects the HVAC system to be sized to, or is load calculation entirely the contractor's responsibility based on the stated temperature, humidity, and air change requirements?
Answer: Load calculations to be responsibility of contractor based on requirements provided in Performance of Work Statement.
2. Can one person "triple hat" as Superintendent, SSHO and QC Manager?
Answer: This is acceptable.
3. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Answer: Based on proof of long lead times, the period of performance can be negotiated/extended, if necessary, after award.
4. Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?
Answer: Phasing to be coordinated/concurred with by COR upon project start. Temporary heating/cooling requirements are the same as Performance of Work Statement space outcomes.
5. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.
Answer: Testing for lead and/or asbestos has not been conducted.
6. Is this project tax exempt?
Answer: The VA does not pay sales tax.
7. When do you anticipate on site work starting?
Answer: Determined by contracting and material availability.
8. Are third party inspections required?
Answer: See specifications.
9. Is permitting required?
Answer: See specifications.
10. Are partitioning, dust containment, and/or negative air machines required for this project?
Answer: See ICRA attachment.
11. Does the government have a preferred Direct Digital Control for HVAC company? If so please provide the contact information.
Answer: The VA holds no preference. The current Direct Digital Control maintenance contract is with Control Solutions Northwest.
12. Please confirm which room number on the attached drawing (Attachment 2) constitutes the "Pharmacy Cache" referenced in the PWS.
Answer: Pharmacy Cache is room 109 on drawing (Attachment 2).
13. Please confirm the available capacity at the existing main electrical panel to support the new 100A 3-phase subpanel tie-in.
Answer: Main panel has a 300A breaker. 30 day load study at main panel shows Max Demand: A Phase=71A, B Phase=56A, C Phase=58A
14. Is there an incumbent contractor for this requirement? If so, please provide their name.
Answer: There is no incumbent contractor for this project.
15. The PWS lists environmental and ventilation targets but includes no Basis of Design, load calculations, or equipment schedule. Please provide the Basis of Design or confirm the PWS narrative is the sole governing design criteria.
Answer: Performance of Work Statement defines required outcomes for space.
16. The drawing shows Room 109, Existing Cache, at 393 SF and Room 106, Cache, at 1,303 SF noted as under construction. Please confirm Room 109 is the Pharmacy Cache in the PWS scope and that Room 106 is excluded.
Answer: Room 109 on drawing (Attachment 2) is the Pharmacy Cache included in this project. Room 106 shown on drawing is excluded.
17. The new 100-amp, 3-phase subpanel is shown near Room 110 while the existing main panel is near Room 104. Please confirm the intended conduit routing path (ceiling, floor, or exterior) and provide the available fault current at the main panel connection point.
Answer: Intended conduit path is ceiling of building, to be coordinated/concurred with COR after contract award. Available fault current to be determined by contractor as part of electrical coordination study.
18. Section 26 05 73 describes a facility-wide short-circuit, coordination, and arc flash study. For this project’s single new subpanel, is the study limited to the new panel and its point of connection, or is a full facility study required?
Answer: Study will include from new panel to utility connection.
19. Section 23 09 23 allows several approaches: full ECC replacement, gateway-based interoperability, or a standalone BACnet system with the existing ECC left intact. Please confirm which applies to this project.
Answer: See specification.
20. Section 23 09 23 requires the General Contractor to directly hire the campus’s preselected Control System Integrator under a separate contract. Please identify that entity or the process for engaging them.
Answer: The VA holds no preference. The current Direct Digital Control maintenance contract is with Control Solutions Northwest.
21. Please confirm whether line-voltage power feeds to control panels and any fire alarm interlock wiring for the new DDC system fall under Division 26 or under the Control System Integrator’s separate agreement.
Answer: All integration is contractor’s responsibility.
22. Section 01 35 26 references ICRA and PCRA documents as included with the solicitation, but they were not in the package. Please provide the current ICRA and PCRA for this project, including the required containment class.
Answer: Included in solicitation amendment.
23. The PWS allows adjacent bathroom plumbing to be accessed or modified for the humidifier installation. Please confirm the location and condition of the nearest water supply and drain connection relative to the Pharmacy Cache.
Answer: See drawing.
24. The wall opening left by removal of the through-wall AC unit must be patched to match existing finishes inside and out. Please confirm the exterior wall finish material at this location, such as masonry, siding, or a panel system.
Answer: Exterior wall finish is painted concrete.
25. Attachment 2 is a single architectural floor plan with no mechanical, electrical, or plumbing design content, no equipment schedules, no duct or piping layouts, and no electrical one-line. Please confirm whether the Government will issue detailed design drawings for this work, or whether the contractor is responsible for the engineering design, including drawings and calculations stamped by a Washington-licensed professional engineer.
Answer: Detailed design drawings will not be provided. Installation is as per means and methods of contractor.
26. The PWS requires electrical work by journeymen licensed in the State of Washington, and Section 01 35 26 requires licensed journeyman or master electricians. The solicitation does not address company-level licensing. Please confirm whether the electrical subcontractor must also hold Washington contractor registration under RCW 18.27 and a Washington electrical contractor license under RCW 19.28 with a designated electrical administrator.
Answer: Comply with Specifications.
