About this file
This is Amendment 0002 to Solicitation/RFP 36C26026R0046 for the Boise VA Medical Center Project 531-22-103, Add Parking on Parade Grounds. The amendment publishes government responses to 34 questions received from prospective offerors, incorporates revised contract language and specifications, includes the required VA clause 852.219-75 (VA Notice of Limitations on Subcontracting-Certificate of Compliance for Services and Construction, JAN 2023), and provides the site walk sign-in sheet dated 2/24/2026. There is no change to the proposal due date or time. Key clarifications and specification modifications include: extending the past performance project lookback period from five to seven years; confirming work will occur during normal business hours (8:00 am - 4:30 pm) with no after-hours work without written approval; revising construction fence requirements from 4-foot orange plastic to six-foot minimum height metal chain-link with privacy screening; deleting requirements for tuberculosis screening, storage space construction, and certain specialized on-site engineers; clarifying that the Site Superintendent, Quality Control Manager, and Site Safety and Health Officer can be shared roles between a minimum of two individuals if properly qualified; confirming the contractor hires the testing agency; and deleting the two separate bid items (general construction and electrical) in favor of a single lump-sum price line. The amendment also addresses utility coordination, electrical routing clarification regarding pull box HH-8 and site lighting conduit installation, irrigation system isolation and restoration requirements to maintain parade grounds irrigation outside construction limits, CCTV conduit routing, and storm drainage system capacity confirmation. The VA anticipates contract award prior to April 30, 2026, with performance limited to March through November regardless of award date (182 days available). The contracting office is the VA Network Contracting Office 20 at 1601 E. Fourth Plain Boulevard, Building 17, Suite B428, Vancouver, WA 98661.

X X X X The purpose of this amendment is as follows:
1. Provide VA/government responses to questions received from prospective Offerors (pages 2 through 12).
2. Provide clause 852.219-75, VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction (JAN 2023) (Deviation), in full text (Form), as stated in VA Response to Question No. 2 herein (see pg. 2).
3. Publish the site walk sign in sheet from 2/24/2026. (See attached document: Second Site Walk Sign-In 531-22-103 Add Parking on Parade Grounds dated 2/24/26) There is no change to the proposals due date/time.
1. Question Reference RFP Page 8 of 49 Section 3.1.1 VOLUME I - Factor 1, Technical. Technical will be evaluated using the following criteria: states "Projects submitted shall be completed within the past five (5) years of the date of issuance of this RFP."
Will the government please extend the lookback period for past performance examples to ten (10) years, or at the least, seven (7)? This would provide an ample time frame to display similar work to that required for this project. Five years falls right in the middle of the COVID shut down and is not a sufficient window of time for a small business general contractor to properly display their past performance resume.
VA Response:
Pages 8 and 9 of the RFP are hereby amended, as follows:
1. Page 8, Section 3.1.1. VOLUME I – Factor 1 Technical, second paragraph, first sentence is changed to read “Projects submitted shall have been completed within the past seven (7) years of the date of issuance of this RFP.” in lieu of five (5) years.
1. Page 9, Section 3.1.2. VOLUME 1 – Factor 2 Past Performance, “Relevancy Rating” paragraph, second sentence is changed to read “To be considered relevant, the work performed must have been completed within the last 7-years.” in lieu of 5-years.
1. Question
| Reference RFP Page 6 of 49 |
| 5. Complete Price Proposal Volume 2 states "- Provide a completed VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (NOV 2022)." The required form was not included in the RFP packet for this project. The standard form on the acquisition.gov website does not specify the correct project type. "(i) □ Services, (ii) □ General construction, or (iii) □ Special trade construction contractors" |
Will the government please provide the correct form for offerors to complete or, specify the correct project type when completing the copy on the acquisition.gov site?
VA Response:
Page 6 of the RFP, paragraph 5 – Complete Price Proposal Volume 2, is hereby amended to update the following clause to read:
“852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION)” and the full text (Form), attached hereto, is hereby incorporated and made a part of the Solicitation/RFP as “Attachment 6”, and is required to be completed, sign and submitted as a part of your proposal.
Spec Section 01 00 00, Part 1.34 states the work will be performed during normal working hours. Since earthwork and paving equipment cost significantly more for after-hours work, and since this project will be performed outside of patient care / administrative spaces, will the VA confirm that for bidding purposes the work for this project will take place during normal business hours?
VA Response:
The work for this project will take place during normal business hours (8:00 am - 4:30 pm). Requests to work other than normal duty hours must be submitted in writing to the COR or Contracting Officer for approval. Approval or rejection of such requests will depend on convenience to the government.
1. Question Will the VA provide as-built drawings in AutoCAD format prior to the offer due date?
VA Response:
VA will provide any digital drawings (AutoCAD format) that are available after contract award upon request. Available digital drawings may not show current conditions. AutoCAD format of the published construction drawings will NOT be provided prior to the offer due date.
1. Question SOW, page 2, Testing states that the Contractor is responsible for hiring the Testing Agency. Will the VA confirm that the Testing Agency for this project will be engaged by the Contractor?
VA Response:
Confirmed
1. Question Will the VA clarify whether the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of CQC and SSHO, or will a separate individual be required for either the CQC and/or the SSHO?
VA Response:
The three required management positions can be all separate roles between three individuals. At a minimum, there must be two separate individuals with the Superintendent being one dedicated role, and a Quality Control Manager and Site Safety and Health Officer being a shared role, if they meet the contract specifications for both positions. These requests must be submitted for approval by the COR or Contracting Officer.
Statement of Work, page 4, Period of Performance states that regardless of the date of award, this project can only take place between the months of March and November, regardless of the award date. The RFP, SF 1442, Block 13-d shows that the VA has up to 90 days to announce any award. Does the VA anticipate making this award later than April 30th? If the award for this solicitation is made after May 30th or at any time where the Contractor does not have the 182 period of performance days to work within, will the VA consider a contract modification if the material costs or prevailing wage costs have increases that were beyond the Contractor’s control?
VA Response:
The Statement of Work requirements are confirmed and the VA anticipates contract award prior to April 30, 2026. Contract Modifications are in accordance with contract terms and conditions.
1. Question Specification Section 01 00 00, part 1.3 Statement of Bid Items shows (2) bid items, general construction and electrical. The RFP, SF 1442, Block 17 shows one lump sum price line. Does the VA require two bid items as per the specifications or will one lump sum offer suffice? If two bid item price lines are required, will the VA provide a Price Schedule that clearly shows the description of each line item?
VA Response:
This contract has only one Line Item for all work. Technical Specifications, Section 01 00 00, Paragraph 1.3 “Statement of Bid Items” and all sub-paragraphs is hereby deleted in its entirety.
1. Question Specification Section 01 00 00, part 1.6-I calls out an orange plastic fence, 4’ in height, to surround the construction area. Will the VA confirm that a 4’ plastic construction fence will suffice instead of a 6’ temporary chain link fence?
VA Response:
Specification Section 01 00 00, paragraph 1.6.I, is hereby replaced in its entirety, as follows:
Construction Fence: Before construction operations begin, Contractor shall provide a temporary metal chain-link construction fence with privacy screening fabric, six feet minimum height, around the construction area indicated on the drawings. Install per manufacturer’s instructions. The fence must be properly secured, either anchored to the ground or adequately weighted, to prevent tipping or displacement caused by wind or other forces. Provide gates as required for access with necessary hardware, including hasps and padlocks. Remove the fence when directed by COR.
1. Question Specification Section 01 00 00, part 1.33 – Historic Preservation: Does the VA expect that any archaeological items of interest might be uncovered during the excavations required for this project? Does the VA require any archaeologist observations for ground disturbing activities? If so, will the VA provide the specifics and requirements for any archaeological observations and reporting?
VA Response:
Boise VAMC does not anticipate any archaeological items of interest to be uncovered during the excavations required for this project. No archaeological monitoring is required by contract. Boise VAMC, or a representative from the Idaho State Historical Preservation Office, will provide the contractor with a short cultural resource awareness training prior to any ground disturbing activities. Any requirements related to this question are only as currently written in the contract documents and any changes will be handled through contract modifications.
1. Question Specification Section 01 00 00, part 1.23 refers to coordinating installation of new telephone equipment by others. Will the VA confirm this section does not apply to this project?
VA Response:
This Section does apply. Refer to drawing ES100 key notes 8 & 9 for additional information.
1. Question Specification Section 01 00 00, part 1.28 requires the Contractor to complete a space with light, ventilation, fire suppression, and heat for use by the VA for storage purposes. Will the VA confirm that this will not be a requirement for this project? If not, will the VA provide designed drawings for the construction of this storage space?
VA Response:
Specification Section 01 00 00, part 1.28 STORAGE SPACE FOR DEPARTMENT OF VETERANS AFFAIRS EQUIPMENT is hereby deleted in its entirety.
1. Question Specification Section 01 00 00, part 1.38, Unknown Asbestos states that unknown asbestos could be encountered. Does the VA expect the discovery of any HAZMAT materials during the performance of this project? Does the VA have a current HAZMAT Survey that covers the area of this project? If any hazardous materials are encountered during the performance of this project, will the VA consider the discovery a “Differing Condition”?
VA Response:
VA does not expect the discovery of any HAZMAT materials during the performance of this project. Any requirements are as currently written in the contract documents and any changes will be handled through contract modification.
1. Question Specification Section 01 35 26, part 1.13 requires pre-placement tuberculin testing for all employees who will be working on this project. With this being an “outdoors” project, will the VA clarify if this will be a requirement for this project?
VA Response:
Specification Section 01 35 26, part 1.13 TUBERCULOSIS SCREENING is hereby deleted in its entirety.
1. Question Specification Section 01 45 00, Part 3.4-A & C requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual’s specific area of responsibility. For this project, this requirement would mean the Contractor must retain a Civil Engineer, an Electrical Engineer, and possibly an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility. Since the hiring all of these Engineers, and having them onsite during any work taking place in their respective areas of expertise, will add significantly high costs to this project, will the VA clarify whether this will be a requirement for this project?
VA Response:
Specification Section 01 45 00 Paragraph 3.4.C text is hereby deleted in its entirety and replaced as follows: Not Used
1. Question We are a local specialty contractor competing for a Subcontract on the above-mentioned Solicitation. We are hoping you could please provide a plan holder list for Prime Bidders (if available).
VA Response:
