About this file
This document is a Request for Information (RFI) for VA Solicitation 36C26026R0010, detailing a project to install outdoor pavilions at the VA Roseburg Healthcare System in Oregon. The project involves installing three pavilions (two 18'x35' and one 16'x24'), with specific requirements including power, lighting, and structural specifications. The VA seeks a contractor to provide supervision, labor, materials, and equipment for pavilion installation, with specific manufacturers referenced including Creative Gazebos and Smith Steelworks.
Key project details include an anticipated award date no later than 12/31/2025, a 180-day total project completion timeline, and a project magnitude estimated between $250,000-$500,000. The RFI addresses numerous technical questions about installation requirements, including electrical specifications, site superintendent roles, safety officer responsibilities, and specific construction details like conduit routing and roofing materials. The project requires on-site superintendent and safety health officer presence, with flexibility for these roles to be fulfilled by the same qualified individual.

36C26026R0010 RFI’s
a. Will (Contractor) be responsible for providing and engineering the stamped permit drawings for design?
i. Contractor is responsible for purchasing the pavilion kits, (which should include an Engineer stamped set of drawings), and installing the kits IAW the specs and drawings.
b. Were there amendments for this solicitation? If so, Is it possible to provide the amendments for this solicitation?
i. All amendments to this solicitation are available on SAM.gov.
c. Would the VA/USG consider increasing the magnitude of the project from $250,000 - $500,000 to $500,000 - $1,000,000?
i. FAR 36.204 requires us to disclose the magnitude of the requirement in terms of physical characteristics and estimated price range, but it is an estimate only and therefore, your proposal amount can be any amount you as the offeror deem reasonable. The magnitude does not need to change based on your cost analysis.
d. Please confirm if the site superintendent is working or none working?
i. The competent person (CP) who is assigned the position of superintendent must perform all duties that come with that position. Any additional work is up to the “contractor”.
e. Can the site superintendent also serve as the QA/QC and Safety officer?
i. Yes
f. Drawings show ceiling-mounted lighting in open beam pavilions but provide no raceway routing. Please confirm if surface mounted EMT conduit is acceptable?
i. Yes, that is acceptable.
g. If acceptable, will standard metallic (galvanized/gray EMT) conduit be acceptable as installed, or does the VA require conduit and boxes to be painted or color matched to the pavilion structure for aesthetics?
i. Standard EMT conduit is acceptable.
h. Lighting and control requirements for pavilions are not specified; please confirm if LED fixtures require manual switching, or if photocell/dusk-to-dawn or timer control is desired.
i. The power to the light fixtures is run from the bollard lighting. The bollard lighting is controlled by a photocell/dusk-to-dawn system mounted at a different location.
i. Please advise required gutter/downspout size (5″ vs 6″ K-style, 3×4 vs larger) to meet local rainfall amounts.
i. This information should be provided by the company who will design the pavilion.
j. Detail 1/Sheet 6 indicates new pavilion lighting to be fed from existing bollard lighting circuits. Please confirm existing bollard circuits have sufficient spare capacity and proper controls to support the new loads, or provide circuit/breaker information i.
k. On page 5 of 44, at the bottom there is a section to acknowledge amendments. Typically, that is done on the SF1442. Should we acknowledge on page 5 as well? See print screen below.
i. Either location is acceptable as long as all amendments are acknowledged.
l. Is a site Superintendent required for this project, and if so, do they need to be directly employed by the Prime Contractor? Must they be on site at all times?
i. Yes, a Superintendent is required for this project and on-site during construction. The Superintendent must be a competent person (CP) who meets the requirements in the contract.
m. Is a Site Safety Health Officer required for this project, and if so, do they need to be directly employed by the Prime Contractor? Must they be on site at all times?
i. Yes, a Site Safety Health Officer is required for this project and on-site during construction. The Superintendent must be a competent person (CP) who meets the requirements in the contract.
n. If both roles are required, can the Superintendent & SSHO be a dual-hatted individual assuming that individual is qualified for both roles?
i. Yes
o. Are there any other mandatory on-site roles required in this contract?
i. See specifications.
p. When does the VA expect to make an award for this project?
i. The VA would like to award this project no later than 12/31/2025.
q. When does the VA expect the project to start following the award?
i. All required contract submittals, (i.e. Insurance, Bond, OSHA certs, etc.), must be received and approved by the Government within 10 calendar days of award. Once all required submittals are received and approved, a Kickoff meeting will be held and a Notice to Proceed (NTP) will be issued within 10 days of the Kickoff meeting. From the date of NTP, the contractor will have a total of 180 days to complete the project (including submittals, material lead time and closeout documents).
r. Are there any concerns for Asbestos Containing Material or Lead in the areas being worked in?
i. No
s. The original drawing construction notes for the 18'x35' pavilions indicated we would need to core drill through existing 6” concrete for the concrete sonotube footings/foundation. The new set of drawings do not indicate core drilling or footings will be required. However, the pavilion manufacture will require concrete foundations in excess of the current 6” existing slab. Please confirm the concrete coring and footing/foundation requirements are still in the scope of work and required for the (2) 18’x35’ Wood Pavilions.
i. Footings will not be required in this project. Pavilions will be fastened to the concrete slab.
t. Smith Steelworks (spec’d manufacture for metal pavilion) stated their engineers will not stamp/approve the drawings or warranty the pavilion structure without either:
i. Pouring new footings per their engineer’s requirements (would require core drilling, removing spoils. Etc.), or
ii. Complete detail/info of existing concrete slab to include concrete strength (psi rating, rebar detail incl. rebar size, fill size and depth, compaction rating, etc.
· Manufacture stated there may be an option to widen the steel plate that will be attached to the concrete slab, but stated it would create a tripping hazard as the steel plate is 1” thick and will have metal stud bolts sticking up another 2”-4”
1. Project will not involve core drilling. See details on sheet 6 and question “u.”
below for further information.
u. Is the VA able to provide all of the required information on the existing concrete foundation prior to the bid due date, or should we plan to core drill & pour new footings?
i. No core drilling in this project. See details on sheet 6 of the plans for additional information on dimensions.
· Rebar: #3
· Concrete Pads PSI: Ave. 28 Day 5,214
· Foundation Compaction: 95%
v. Per the Drawing Set the basis of design is Creative Gazebos 18' x 35 and 16' x 24' yet does not list a model number or any other pertinent information. Can the owner please be more specific in the architectural design elements they are requesting?
i. See current drawings. Bases of Design: Creative Gazebos – (2) 18’x35’ Smith Steelworks – (1) 16’x24’ The drawings provide information under “Construction Notes” on what the pavilions need to include. The contractor is to find a company who works on pavilions to provide a pavilion with the design that includes the items listed.
w. The Steel Pavilion Manufacture (listed in the drawings) that I had to reach out to with the updated amendment just informed me late yesterday that they are unable to source the Douglas Fir Tongue and Groove roof decking. This is something I can source separately, but it will be at a higher cost as it won't come in a kit so it will require more labor/carpentry to install.
Is the VA okay with us using the Southern Yellow Pine Tongue and Groove roofing decking provided in the kit from the Steel Pavilion Manufacture listed in the drawings, or do we need to source the Douglas Fir separately and account for added labor costs for installation?
i. For the steel pavilion next to building 16, you can use Pressure Treated Southern Yellow Pine Tongue and Groove for the roof decking.
