About this file
This is Amendment 0001 to solicitation 36C26026Q0297, issued by the Network Contracting Office 20 (VA) on March 25, 2026, with an effective date of March 25, 2026. The amendment adds Attachment B—Building 200 B and C POD Specifications and provides responses to nine industry questions submitted by potential offerors.
The solicitation involves roof and gutter repair services at a VA facility. Key scope elements include: installing new Thermoplastic Polyurethane (TPU) or Thermoplastic Polyolefin (TPO) roofing membranes per manufacturer specifications; removing and replacing roof insulation in a patch area approximately 40 feet long by 15 feet wide with proper drainage toward an existing roof drain; completing gutter repairs in a approximately 20-foot area involving removal of metal siding and coping cap, flashing modifications, and soldering as needed; and providing all equipment for safe work access including fall protection and warning line systems. No government-furnished equipment will be provided. The government does not have as-built drawings available. Offerors must submit technical data sheets for all roofing materials and gutters quoted. Unforeseen conditions discovered during demolition may warrant change orders. Past performance is an evaluation factor; offerors may submit projects where their firm served as contractor or subcontractor, but subcontractor past performance will not be evaluated. The amendment requires offerors to acknowledge receipt prior to the solicitation deadline or risk offer rejection.

1.) Page 4; 5. Scope of Services & Tasks, c. Install new Thermoplastic
Polyurethane (TPU) roofing according to manufacturer's instructions...
Q: Is it acceptable to use TPO (Thermoplastic Polyolefin) instead of TPU?
The government will consider either TPO or TPU for this requirement. As outlined in the solicitation offerors must submit technical data sheets for all roofing materials and gutters quoted.
2.) Does the VA have any as-built drawings showing how the gutter is connected to the wall? This may help greatly in our determination of how to make repairs and get proper drainage to the downspouts.
The government does not have any as-built drawings available for this requirement.
3.) Because the exact location of leaks is unknown, we will propose to remove, reslope insulation and replace TPO membrane from the existing access hatch to the roof drain, as shown on the Solicitation photos. If repairs are required beyond this extent, please confirm that this will be a PO MOD for added scope.
The Statement of Work (SOW) outlines the complete scope of work required and estimates of the sections requiring repairs. No additional work is currently being considered for this solicitation. The government is unable to predict or give guidance on any unforeseen conditions that may necessitate further repairs or scope increases at this time.
4.) Site Visit Scope Understanding - Roof Patch:
Roof Patch area is approximately 40 feet long by 15 feet wide. The patch work will consist of removing the roof iso insulation and adding tapped ISO roof insulation to drain towards the existing roof drain wall scupper. Install new roof membrane matching the existing, which includes any and all replacement of the copping cap
/ other roofing components for a complete roof patch assembly. Provide all equipment needed to access the work area safely, which includes fall protection measures and warning line system.
No government furnished or government owned equipment (GFE) will be provided to the contractor to accomplish the full scope of this requirement. See Attachment A - Gutter
Estimate and Roof Estimates for estimated dimensions.
5.) PPI – For fare bidding purposes, Per the Site Visit visual understanding, please confirm the scope of work / intent is “Roof Patch area is approximately 40 feet long by 15 feet wide. The patch work will consist of removing the roof iso insulation and adding tapped ISO roof insulation to drain towards the existing roof drain wall scupper. Install new roof membrane matching the existing, which includes any and all replacement of the copping cap / other roofing components for a complete roof patch assembly”. Provide all equipment needed to access the work area safely, which includes fall protection measures and warning line system. Please Confirm or advise.
PPI – Upon Demolition of the roof patch area of 40 ft x 15 ft, if there is new findings for reason of the roof leak, this would be considered unforeseen conditions and a request for change would be in order. Please confirm or advise.
See Attachment A - Gutter Estimate and Roof Estimates for estimated dimensions for both the gutter and roof repairs.
6.) PPI - There is no investigation requirement with the roof repair scope. Please confirm.
The statement of work (SOW) outlines the contractor’s responsibility for verifying site conditions, as well as the project phases and contractor reporting requirements to the
VA COR before and during performance.
7.) Site Visit Scope Understanding – Gutter Leak Repair: Gutter Repair area is approximately 20 feet long area. The repair work will consist of removing the metal siding, metal roof canopy/facia, coping cap to expose the Gutter Assembly
Installation. Make repairs which include flashing modifications and soldering of the gutter seam if needed within the area of work. Reinstall all metal siding and other components after the gutter repairs/modifications are completed. Provide all equipment needed to access the work area safely, which includes fall protection measures and warning line system.
The contractor must complete any flashing modification/soldering, and other technical skills if required to complete the gutter repairs and scope of work – as outlined in the
SOW. No government furnished or government owned equipment (GFE) will be provided to the contractor to accomplish the full scope of this requirement.
8.) PPI – With the gutter repair, upon removal of the metal components, if there are new findings for reason of the leak, this would be considered unforeseen conditions and a request for change would be in order. Please confirm or advise.
The Statement of Work (SOW) outlines the complete scope of work required and estimates the sections requiring repairs. No additional work is currently being considered under this solicitation. The government is unable to predict or give guidance on any unforeseen conditions that may necessitate further repairs or scope increases at this time.
9.) Our team will consist of an SDVOSB prime contractor with a key subcontractor under a formal teaming agreement. The subcontractor will have a substantial role in execution and provide bonding support? Will the Government consider the subcontractor’s past performance, provided that the teaming agreement is included and clearly defines the subcontractor’s significant responsibilities?
Past performance for this solicitation is one evaluation factor. Offerors may submit projects its firm was a contractor or subcontractor for evaluation. Past performance of offerors will be evaluated using an adjectival rating scale. Subcontractor’s past performance will not evaluated for this solicitation.
