About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Network Contracting Office 20 in Vancouver, Washington on January 23, 2026. The amendment addresses industry questions related to solicitation 36C26026Q0207, originally dated January 8, 2026. The contracting officer is Derek Crockett. The amendment clarifies maintenance requirements for generator equipment and does not extend the offer receipt deadline. Offerors must acknowledge receipt of this amendment prior to the specified hour and date by completing the form, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The government responses to seven industry questions address the following key clarifications: (1) radiator coolant replacement and system flush should occur every 3 years during the 1st and 4th years of the contract; (2) triannual requirements include a 4-hour load bank test, coolant change and flush, and annual maintenance; (3) Cummins units require 4-hour load bank testing annually because monthly testing does not exceed 30%; (4) Service Contract Labor Standards apply per clause 52.222-41, with wage determinations provided for Pierce County and King County, Washington; (5) work shall be performed Monday through Friday from 08:00 a.m. to 16:30 with prior Contracting Officer's Representative (COR) approval of the contractor's schedule; (6) maintenance logs will not be provided before solicitation close but may be available post-award; and (7) underground storage tanks (UST) are not part of the requirement scope.

All other terms and conditions remain the same.

Derek Crockett Contracting Officer

1.) Replace radiator coolant if needed and flush system: Every 3 years or 6,000 hours whichever comes first (1st, and 4th year). Is this correct?

Yes. Radiator coolant replacement and system flush should occur every 3 years. This applies during the 1st and 4th year of the contract.

2.) What does a Triannual entail? I see that it is the load bank test, but then there is more mentioned right after in the same section. Is it a combination of the coolant flush, annual and load bank test?

Triannual requirements include:

4-hour load bank test

Coolant change and flush

Annual maintenance

3.) There is no 4-hour load bank testing for the 30% monthly loaded units, correct? And those are the Cummins units?

Cummins units, 4-hour load bank testing is required annually because Cummins units monthly testing not above 30%.

4.) Will this be prevailing wage?

As outlined in the RFQ and clause 52.222-41, SERVICE CONTRACT LABOR STANDARDS apply. See the following attached documents:

See attached document- SCA WAGE DETERMINATIONS PIERCE COUNTY WA.

See attached document: SCA WAGE DETERMINATIONS KING COUNTY WA

5.) The solicitation mentions that maintenance should be done Monday through Friday.

On the site visit, it was mentioned that the work should be done on weekends for the American Lake campus. Can you clarify?

As outlined in the RFQ and Performance Work Statement, ‘Work shall be performed during regular business hours from 08:00 a.m. to 16:30 Monday through Friday and with prior COR approval of the contractor’s schedule submission that will include dates and times of performance.”

6.). Will the previous maintenance log be provided before the due date?

Maintenance logs will not be provided before the close of this solicitation. Any previous maintenance logs available may be provided to a contractor post award if available.

7.). NO UST was mentioned in the solicitation. Can we assume it is out of scope?

There is no underground storage tank (UST) as part of this requirement.
