About this file
This document is a Request for Quote (RFQ) for laundry services at the Puget Sound Veterans Affairs Healthcare System (VAHCS). The contract covers a base period and four option years from April 2026 to March 2031, with services including laundering VA-owned linen, contractor-owned linen, and Nursing Home occupants' personal clothing. The solicitation involves seven scrub vaults and requires laundry services for multiple categories of linens, with total estimated annual quantities ranging from 36,400 to 728,000 pounds across different line items.
Key details include pickup and delivery windows (Seattle: Monday-Saturday 7:00am-3:30pm; American Lake: Monday-Friday 6:00am-2:30pm), an emergency 8-hour turnaround requirement limited to 12 instances per year, and specific provisions for linen ownership and damage. The incumbent contract was held by REPAUL TEXTILES LLC with a value of $5,372,172.32. The solicitation requires contractors to provide fully contractor-owned RFID infrastructure for the scrub vaults, maintain certified weight scales, and be prepared to support full contract volume in backup facilities within a 75-mile radius.

Q&A 1-31
Q1. Is this a new opportunity or is there an incumbent? If there's a current contractor, what is the contract number?
A1. Provided incumbent information:
Contract: 36C26021P0002, Contractor Name: REPAUL TEXTILES LLC, Current
Value: $5,372,172.32.
Note: this contract was solely for VA provided linen.
Q2. Are the linens leased and serviced by weight, or can it be per piece?
A2. Linens are part of a rental pool and should be priced and serviced by weight
(see line item 0002, 1002, etc.).
Q3. I notice some items will need to be leased/rented however in the CLIN 0002 it states
728,000 pounds. How should we price that? Because if it needs to be leased wouldn't the vendor need to know how many items needs to be rented?
A3. It should be priced based on weight to provide and launder contractor own linen. For estimates on how many articles to provide for contractor owned linen, VA has provided a current list with available items in circulation/inventory (see attachment 2.
Current Inventory). However, actual future contractor owned linen counts may vary depending on facility need and this is an estimation for planning purposes.
Q4. Also is there a current vendor if so what is the contract value?
A4. See A1.
Q5. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?
A5. See A1.
Q6. Can you kindly confirm the specific daily pickup and delivery time windows for each location?
A6. Seattle: Monday through Saturday between 7:00am and 3:30pm.
American Lake: Monday through Friday between 6:00am and 2:30pm.
See updated PWS.
Q7. Do you have a breakdown of laundered items per month?
A7. See A3.
Q8. Emergency, Surge, and Turnaround Requirements: 8-Hour Turnaround Scope. Please clarify whether the 8-hour turnaround requirement applies to:
• All linen categories, or only critical items (e.g., OR, ICU, scrub vault)?
• All quantities requested, or a defined maximum weight per occurrence?
A8. This requirement can be in any linen quantity and any linen category as requested by the VA. If a full linen order is received, an emergency turnaround is not typically needed. All linen available based on critical or emergent need.
Q9. Emergency, Surge, and Turnaround Requirements: Frequency and Timing of 8-Hour
Requests. Are the anticipated 12 emergency 8-hour turnaround instances per year:
• Limited to normal pickup days (Monday–Saturday)?
• Restricted to standard business hours, or may they occur after hours?
A9. If a full linen order is received, an emergency turnaround is not typically needed. Yes, the 12 emergency 8-hour turnaround instances are per year.
Limited to normal pickup days (Seattle Monday-Saturday and American Lake
Monday-Friday). Available during standard business hours and outside standard hours. If the order is filled and completed at time of delivery an emergent need is unlikely outside of a natural disaster.
Q10. Emergency, Surge, and Turnaround Requirements: Emergency Definition. Please define what constitutes an “emergency situation” versus routine operational urgency for purposes of emergency response and accelerated processing.
A10. Linen shortage (Patient waiting).
Q11. Emergency, Surge, and Turnaround Requirements: Emergency Services During Holidays.
Do emergency turnaround requirements apply on federal holidays when facility access may be restricted?
A11. If a full linen order is received, an emergency turnaround is not typically needed. However, if the need exists, yes, delivery request should be filled on a holiday.
Q12. Volume, Weight, and Historical Usage: Historical Volume Data. Please provide actual historical annual poundage for each line item (VA-owned linen, contractor-owned linen, personal clothing) for the previous three contract years, if available.
A12. See A3. Only current inventory is provided.
Q13. Volume, Weight, and Historical Usage: Peak Volume Expectations. Are there known seasonal or operational peak periods that materially exceed the stated estimated annual volumes?
A13. There are no seasonal or peak periods.
Q14. Volume, Weight, and Historical Usage: Daily Maximums. Is there a historical or anticipated maximum daily pickup volume per location?
A14. There is no anticipated daily maximum.
Q15. Weight Verification and Billing: Governing Weight for Invoicing. In the event of a discrepancy between contractor scale weights and VA-verified weights, which measurement governs invoicing and payment?
A15. Weight scales must be certified by weights and measures minimal once a year. Invoicing weight will still be used by the contractor.
Q16. Weight Verification and Billing: Scale Certification Frequency. Is there a required frequency for scale certification, or is certification provided upon request sufficient?
A16. Yes, scale must be certified at least one time per year.
Q17. Weight Verification and Billing: Weight Dispute Resolution. Is there an established tolerance or reconciliation process for minor weight variances prior to invoice rejection?
A17. Any invoice submitted shall be accurate and match daily delivery tickets.
Q18. Linen Ownership, Damage, and Replacement: Normal Wear vs. Contractor Damage.
Please clarify how “normal wear and tear” is distinguished from contractor-caused damage for
VA-owned linen.
A18. Normal wear and tear in employee uniforms i. e. button replacements, fraying, wear marks. Contractor damage: Chemical damage, mechanical damage, lost articles and bacterial damage once the item is in contractor possession after pickup and before delivery.
Q19. Linen Ownership, Damage, and Replacement: Replacement Valuation. When replacement of VA-owned linen is required, is replacement at:
• New replacement cost, or
• Depreciated value based on remaining useful life?
A19. VA own linen is government property the contractor does not replace.
Exception gross negligence by the contractor and should be at replacement cost.
Q20. Linen Ownership, Damage, and Replacement: Baseline Inventory. Will a joint inventory baseline of VA-owned linen be established at contract start?
A20. See A19.
Q21. Scrub Vault Program Requirements: Initial Vault Quantity. Please confirm the number of scrub vault units required at contract start and the locations where they will be installed.
A21. Seven (7) scrub vaults. See updated PWS.
Q22. Scrub Vault Program Requirements: Future Expansion. Should offerors anticipate additional scrub vault units during the contract period?
A22. None at this time.
Q23. Scrub Vault Program Requirements: RFID Infrastructure. Is all RFID hardware, software, connectivity, and system support to be fully contractor-provided, or does VA currently maintain any compatible infrastructure?
A23. Fully contractor provided.
Q24. Scrub Vault Program Requirements: Pricing Structure. May scrub vault services be priced as a discrete cost component within the per-pound rates, or is a separate pricing breakout acceptable?
A24. Additional line items 0004, 1004, 2004, 3004 and 4004 are incorporated for the pricing of the install, monitoring, maintenance, software upgrade etc. of the seven vaults.
However, the pricing of the laundry of scrubs shall be included in line item 0002, 1002, 2002, 3002 and 4002.
Q25. Facility, Compliance, and Inspections: Pre-Award Site Inspection. Will VA conduct pre-award site inspections of contractor laundry facilities?
A25. No.
Q26. Facility, Compliance, and Inspections: Certification Sufficiency. Are current TRSA /
Hygienically Clean or equivalent certifications sufficient to demonstrate compliance with aseptic design and sanitation requirements, or will VA conduct independent validation?
A26. No, TRSA / Hygienically Clean or equivalent certifications are not sufficient to demonstrate requirements with aseptic design and sanitation requirements.
Q27. Facility, Compliance, and Inspections: Documentation Acceptance. Will photographs, schematics, and airflow documentation be accepted as evidence of “design for asepsis” compliance?
A27. Yes.
Q28. Backup and Continuity of Operations: Backup Facility Location. Must backup processing facilities also be within the 75-mile radius requirement?
A28. Yes.
Q29. Backup and Continuity of Operations: Backup Capacity Level. Is the backup plan required to support full contract volume or only emergency/partial operations?
A29. Full contract volume.
Q30. Contract Administration and Options: Option Year Volume Adjustments. Are estimated volumes expected to remain consistent across option years, or should offerors anticipate growth or reduction?
A30. If volumes are estimated to increase throughout the contract lifespan, the VA will entertain a mutually agreed upon modification to increase the quantities.
Q31. Contract Administration and Options: Surge During Option Extensions. During exercised extensions under FAR 52.217-8, will service levels and emergency requirements remain unchanged?
A31. Yes.
