IR Lab Replacement Project Seattle VA Hospital – Building 100, 2nd Floor 1660 South Columbian Way
Seattle, Washington 98108 Atlas Project No.: 282BS00579
Dear Mr. Moran:
Atlas Technical Consultants (Atlas) is pleased to submit this limited survey letter report for asbestos-containing materials (ACMs) and lead-containing paints (LCPs), which was conducted at Seattle VA Hospital, located at 1660
South Columbian Way in Seattle, Washington (Project Area). This limited ACM and LCP survey was conducted in preparation for the IR Lab Replacement Project located on the second floor of Building 100, as identified by Spees
Design Build (Client). Atlas conducted the survey on January 4, 2022. As detailed below, no ACMs or LCPs were identified in the Project Area.
Limited Bulk Asbestos Survey
Mr. Joseph Teresi and Mr. Greg McCormick, accredited Asbestos Hazard Emergency Response Act (AHERA) Building
Inspectors with lead-awareness training, in accordance with federal, state and local regulations, conducted the bulk asbestos sampling on January 4, 2022. The building inspectors collected bulk samples of suspect building materials that were identified as being potentially affected by the planned interior renovation. Atlas’s asbestos survey was performed generally following a modified sampling protocol as outlined under AHERA, 40 Code of Federal Regulations
(CFR) 763; Puget Sound Clean Air Agency’s (PSCAA) Regulation III, Article 4; Section 4.02, and Washington State
Department of Labor and Industries (L&I) asbestos hazard communication requirements, found in Washington
Administrative Code (WAC) 296-62-07721. Approximate quantities of suspect materials were estimated by field measurements.
The condition (e.g., good, fair, poor) and friability (i.e., able to be readily crumbled, pulverized, or reduced to powder by hand pressure) of suspect ACM was noted for each work area. Friability of each sampled material was determined by hand-touch.
Bulk samples were collected of suspect building materials (as directed by the Client), other than glass and bare wood or metal, in the building on January 4, 2022 by assessing the condition of the material and removing a small piece that was then placed in a sample bag, sealed and uniquely labeled. The sample locations were noted and the samples were delivered to an EMSL Analytical Inc. (EMSL) Laboratory analysis using Polarized Light Microscopy (PLM) in accordance with the United States Environmental Protection Agency (EPA) “Method for the Determination of Asbestos in Bulk Building Materials” (EPA/600/R-93/116, July 1993). The laboratory is located in Seattle, Washington and is registered as an American Industrial Hygiene Association (AIHA)-accredited laboratory and participates in the National
Voluntary Lab Accreditation Participation (NVLAP) (Lab #200613-0).

Limited Bulk Lead-Containing Paint Survey
One (1) paint chip samples and the associated chain-of-custody form were delivered to EMSL for total lead content analysis. EMSL is located in Cinnaminson, New Jersey and participates in the Environmental Lead Proficiency
Analytical Testing (ELPAT) program administered by the AIHA. The sample was analyzed for total lead content using flame atomic absorption spectroscopy, in accordance with EPA Method SW 846-3050B/7420B. The limit of detection for this method varies by the volume of the sample, but in general, is approximately 0.010 percent by weight. Materials coated with paint identified to have detectable concentrations of lead are regulated by L&I (WAC 296-155-176).
A summary of Atlas’s paint chip sample results, including analytical result, sample number, material description, sample location and quantity is provided in Table 2. Sample location is shown on Figure 1. Supporting documentation for the sample analyses, including copies of laboratory analytical reports, chain-of-custody documents and laboratory certifications are provided in Attachment C.

Notes:
% = Percent lead as determined by flame atomic absorption spectroscopy (EPA Method SW 846-7420).
< = Less than the Lower Detection Limit of flame atomic absorption spectroscopy (EPA Method SW 846-7420).
WAC 296-155-17609, paragraph 2(a) states that L&I’s regulations are in force where lead is present. A demolition/renovation project must include compliance with the worker protection standards for lead referenced in WAC-296-155-17609.
Painted materials encountered during demolition (that were not accessible for sampling during this survey) should be assumed to contain detectable concentrations of lead and are, therefore, regulated.
The analytical results for this survey indicate that no LCPs were identified at the Project Area.
Contractors should use caution during construction-related activities as concealed lead-containing paints that were not previously analyzed may be encountered. If materials not sampled during this investigation are later identified to contain regulated quantities of lead concentrations, then they should be removed, controlled and/or disposed in accordance with federal, state and local regulations, prior to disturbance. Work activities involving exposure to lead-containing paint also require personnel training and monitoring
Conclusions
Atlas’s findings and conclusions are based upon visual site observations and interpretations of laboratory analyses, as described in this report. This limited survey was performed to evaluate the potential presence of ACMs and LCPs in building materials in the project area (space that may be impacted by the referenced CT Replacement Project). Based on the sample analytical results for the January 4, 2022 sampling event, Atlas did not identify any ACMs or LCPs during the sampling event.
Contractors should use caution during construction-related activities as concealed asbestos-containing materials that were not previously analyzed may be encountered. There is also the possibility of ACM and LCP outside of the project area, since this was a limited survey. If materials not sampled during this investigation are later identified to contain regulated quantities of asbestos, then they should be removed, controlled and/or disposed in accordance with federal, state and local regulations, prior to disturbance. Work activities involving exposure to asbestos-containing materials also require personnel training and monitoring.
Limitations
Atlas’s survey was limited to the observation, minimal destructive sampling and analysis of suspect ACMs and LCPs in accessible portions of the Project Area. The survey completed by Atlas on January 4, 2022, was limited to sampling materials that will be impacted during the scheduled CT Replacement Project, as described by the Client personnel.
Atlas did not collect samples from exterior, roofing or fire-rated doors. In addition, common construction techniques render portions of any building inaccessible. As a result, additional suspect ACMs and/or lead-containing painted surfaces may be present in inaccessible areas (i.e., between walls, enclosed ceiling spaces, interior of metal fire doors, behind mirrors, etc.) and other portions of the building that were not inspected during the survey.
This report should not be utilized as a bidding document or as a project specification document since it does not have all the components required to serve an as Asbestos Abatement Project Design document or an Abatement Work Plan.
The opinions presented within this report apply to the site conditions existing at the time of Atlas’s investigation and interpretation of current regulations pertaining to ACMs and lead-containing paints. Therefore, Atlas’ opinions and recommendations may not apply to future conditions that may exist at the site that we have not had the opportunity to evaluate. All applicable federal, state and local regulations should always be verified prior to any work that will disturb materials potentially containing regulated quantities of asbestos. Additionally, other hazardous building materials may exist in the Project Area, including PCB-containing light ballasts and mercury-containing light tubes.

1449.
Sincerely, Atlas Technical Consultant’s, LLC

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
