About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a construction project by the Department of Veterans Affairs Veterans Health Administration. The amendment (Number 0003) extends the offer receipt deadline to April 25, 2025, at 12:00 PDT for solicitation 36C26025R0004, which involves relocating B232 ITOPS in White City, OR.

Key updates include revised specifications and drawings, answers to industry questions, a second organized site visit scheduled for April 10, 2025, at Building 229, and implementation of Executive Order changes removing several standard FAR clauses. The project allows a single contractor personnel member to fulfill multiple roles (Quality Control Manager, Safety Officer, and Superintendent) and involves electrical, fiber, and security infrastructure modifications. The solicitation is a full and open unrestricted competitive procurement, with all official communications to be conducted through SAM.gov.

1- The following attachment supersede previously issued specifications and drawings for the subject project:

Attachment 5 - 692-24-102 Relocate B232 ITOPS - Specs Rev 1 Attachment 6 - 692-24-102 Relocate B232 ITOPS - Drawings Rev 1

2- Provide answers to questions and answers from industry, as follows. Government answers are in italics.

· Can a single Prime Contractor personnel member fulfill the roles of Quality Control Manager (QCM), Safety Officer, and Superintendent, or are separate individuals required for each position?

Yes, one person can hold the role of all three (3) positions, as long as the person is not holding any position on any current contracts.

· What would you like to do with the fiber that goes to Building 234 and 231 for the generator?

See revised drawings dated 04/02/2025. Existing fiber will all remain, and new fiber will be installed.

· On drawing 4, it does not show S/R on the exterior of the (new) room. For fire rating, it will require it. Is this room required to be fire-rated?

See revised drawings dated 04/02/2025.

· On the drawings, it calls for a security door on drawing 3, detail 3. It does not specify whether the door is metal or wood.

The revised specifications further clarify.

· The specs have multiple hardware sets. Which package would be the correct one? Which door frame is required for this location?

See revised specifications, which include door hardware.

· Is painting of the (new) room needed on the interior, exterior, and if so, what color?

See revised drawings and specifications which further clarifies.

· There is a callout in the specs for pretesting the electrical. Is that not applicable?

See revised specifications, noting that overcurrent protective device coordination is required.

· The specs have multiple areas that seem not to be part of this project. Can you clarify which areas are included?

The specifications and drawings have been revised and are attached to this amendment.

· In Building 232 ITOS, how many data drops and locations are there in Building 232?

See revised drawings dated 04/02/2025.

3- A second organized site visit has been determined best interest by the Government, in consideration of the revised drawings and specifications.

An organized site visit will be conducted on Thursday, April 10th, 2025, at 1100 Pacific.

Participants shall meet at Building 229, 8495 Crater Lake Highway, White City, OR, 97503.

The Government currently does not anticipate offering any further organized site visits after this date and time.

4- The following changes are made to implement Executive Orders

The following are removed in full:

FAR 52.222-9 Apprentices and Trainees (JULY 2005) FAR 52.222-21 Prohibition of Segregated Facilities (APR 2015) FAR 52.222-22 Previous Contracts and Compliance Reports (FEB 1999) FAR 52.222-23 Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity for Construction (FEB 1999) FAR 52.222-25 Affirmative Action Compliance (APR 1984) FAR 52.222-26 Equal Opportunity (SEP 2016) FAR 52.222-27 Affirmative Action Compliance Requirements for Construction (APR 2015)

The following deviations are hereby included, with deviation as indicated herein:

· Removes (c)(1)(xi) and (c)(1)(xii) and marks these sections as reserved.

NOTE: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
