B.4 SALIENT CHARACTERISTICS

Standard Warranty shall apply to all parts listed. Must meet all required federal mandates for medical use.

The Scope Drying Cabinets are designed to store and properly dry the procedure scopes that are currently being used in the GI department after being processed.

GENERAL REQUIREMENTS:

a. Specifications as set forth in this proposal are minimum specifications and shall not be construed as limiting the overall quality, quantity, or performance of the instrument.

b. The offeror shall meet or exceed the minimum requirements and shall be held responsible for the performance and overall quality of the requested instrument during the instrument’s warranty period.

c. The instruments, based upon the specifications requested, shall be the newest and the most current model. A refurbished is not acceptable.

MINIMUM SALIENT CHARACTERISTICS:

a. Cabinet shall be a freestanding cabinet that promotes efficient drying of internal lumens and external surfaces.

b. Cabinet must hold a minimum of 20 scopes.

c. Cabinet should plug into a 110V receptacle and not require any special power source.

d. Equipment when combined must be no wider than the established area for the scope cabinets – 58”W x 90”H

e. Equipment must not exceed 24” D x 85” H x 57” W in accordance with established area.

f. Must have a door lock function that limits access to authorized users only.

g. Must use HEPA filtration that removes 99.97% of particulates.

h. Cabinet shall provide a continuous flow of instrument-grade compressed air within the cabinet and chamber fans to re-circulate the air.

i. Cabinet shall provide circulation of instrument-grade compressed air through all channels/internal lumens of the flexible endoscopes and should have a pressure relief valve to prevent damage to the endoscopes.

j. Cabinet shall be equipped with an information system/control software, color touch screen display, and barcode scanner for tracking purposes of the endoscopes.

k. Scope hang times to be tracked by the model and time put in the cabinet for traceability and documentation.

l. Cabinet will notify users when the endoscope is nearing its expiration date for hang time.

m. Cabinet shall meet or exceed all current recommendations and guidelines from AAMI (ST91;2021), AORN (2018) and SGNA.

n. Cabinet shall provide vertical storage for scopes, minimizing contact between stored scopes.

o. Will have Olympus tubing sets that are configured to the endoscopes that we are currently using that correspond with line items 2 and 3 (see diagrams, attachments A and B).

p. Will be able to supply the necessary equipment to hook each scope up to the air port for our Olympus scopes

q. Cabinet can be either powder coated or stainless steel and easily cleanable.

r. Cabinet should have the capability to be expanded if necessary should the needs change for the facility.

INSTALLATION, INCLUDING VERIFICATION/VALIDATION, TRAINING:

a. The vendor/distributor and/or the manufacturer must provide all necessary procedure manuals, troubleshooting manuals and operator manuals.

b. Cabinets are to be delivered fully assembled.

DELIVERY:

a. All equipment deliveries must be coordinated with the Sterile Processing Service department and the Warehouse Staff prior to delivery.

b. Failure to do so may result in the return of the equipment at vendor cost.

c. Coordinate with POC for delivery time.

d. Location: Mann-Grandstaff VA Medical Center, 4815 N. Assembly, Spokane, WA 99205

REPAIR AND MAINTENANCE:

a. Manufacturer will provide troubleshooting manual.

b. The manufacturer should define maintenance requirements and indicate what maintenance is performed by the user to include any consumables that will be needed.

Delivery FOB Destination is preferred, 60-90 days after receipt of order. All deliveries will be coordinated with the Mann-Grandstaff VA Medical Center Point of Contact.

C.2 VAAR 852.203-70 COMMERCIAL ADVERTISING (MAY 2018)

The Contractor shall not make reference in its commercial advertising to Department of Veterans Affairs contracts in a manner that states or implies the Department of Veterans Affairs approves or endorses the Contractor’s products or services or considers the Contractor’s products or services superior to other products or services.

C.3 VAAR 852.211-70 EQUIPMENT OPERATION AND MAINTENANCE MANUALS (NOV 2018)

The Contractor shall follow standard commercial practices to furnish manual(s), handbook(s) or brochure(s) containing operation, installation, and maintenance instructions, including pictures or illustrations, schematics, and complete repair/test guides, as necessary, for technical medical equipment and devices, and/or other technical and mechanical equipment provided per CLIN(s) . The manuals, handbooks or brochures shall be provided in hard copy, soft copy or with electronic access instructions, consistent with standard industry practices for the equipment or device. Where applicable, the manuals, handbooks or brochures will include electrical data and connection diagrams for all utilities. The documentation shall also contain a complete list of all replaceable parts showing part number, name, and quantity required.

C.4 VAAR 852.211-72 TECHNICAL INDUSTRY STANDARDS (NOV 2018)

(a) The Contractor shall conform to the standards established by: AAMI (ST91;2021), AORN (2018) and SG.

(b) The Contractor shall submit proof of conformance to the standard. This proof may be a label or seal affixed to the equipment or supplies, warranting that the item(s) have been tested in accordance with the standards and meet the contract requirement. Proof may also be furnished by the organization listed above certifying that the item(s) furnished have been tested in accordance with and conform to the specified standards.

(d) The offeror shall contact the Contracting Officer if response is not received within two weeks of the request.

C.5 VAAR 852.212-71 GRAY MARKET AND COUNTERFEIT ITEMS (FEB 2023)

(a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory.

(b) No counterfeit supplies or equipment/ parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics.

(c) Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

(End of Clause) C.6 VAAR 852.219-76 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SUPPLIES AND PRODUCTS (NOV 2022)

(a) Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that—

(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:

(i) [x] In the case of a contract for supplies or products (other than from a nonmanufacturer of such supplies), it will not pay more than 50% of the amount paid by the government to it to firms that are not VIPlisted SDVOSBs as set forth in 852.219–73 or VOSBs as set forth in 852.219–74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.

(ii) [ ] In the case of a contract for supplies from a nonmanufacturer, it will supply the product of a domestic small business manufacturer or processor, unless a waiver as described in 13 CFR 121.406(b)(5) is granted. The offeror understands that, as provided in 13 CFR 121.406(b)(7), such a waiver has no effect on requirements external to the Small Business Act, such as the Buy American Act or the Trade Agreements Act.

C.7 VAAR 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (NOV 2018)

(a) Definitions. As used in this clause—

(1) Contract financing payment has the meaning given in FAR 32.001;

(2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment;

(3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests;

(4) Invoice payment has the meaning given in FAR 32.001; and

(5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract.

(b) Electronic payment requests. Except as provided in paragraph (e) of this clause, the contractor shall submit payment requests in electronic form. E.2 52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021) The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it ‘‘does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument’’ in paragraph (c)(1) in the provision at 52.204–26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212–3, Offeror Representations and Certifications–Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it ‘‘does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services’’ in paragraph (c)(2) of the provision at 52.204–26, or in paragraph (v)(2)(ii) of the provision at 52.212–3.

(a) Definitions. As used in this provision— Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204–25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115–232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
