663-CSI-020 RFIs

1. Please clarify the specific controls system that is presently being utilized at this location.

Or is it the VA’s intent to utilize other systems as well? Please review your specification and clarify your intent so that we may utilize the specific system.

Response: Please coordinate with existing physical access control system.

Existing system is Schneider Andover Continuum.

2. I was reviewing this project and noticed that spec section 09 67 was missing for the resinous/epoxy flooring. If you have it, could you please send it over so I can bid the correct product for it.

Response: AE will provide section with updated documents per RFI

3. Sheet E-402 depicts the replacement of ATS C-B-1 & CDPB along with associated conduit and wiring. Will the VA clarify if the Contractor will be responsible for installing temporary power during this scope of work?

Response: Yes, contractor shall provide temporary power as required. Please reference sheet E-601, general note #2.

4. Will the VA clarify the conduit routing for the work involved with the replacement of ATS C-B-1? Will the conduit be routed through the tunnel below or will the Contractor need to sawcut the existing SOG? This could create a significant impact on this pricing.

Response: Reference key note #1 on sheet E-402 and key note #3 on sheet

E-601. Installation of the new conduits shall take the same general route as the existing.

5. Statement of Work, Page 4, Item #14 states that the work hours for this project will be 4:30 p.m. to 1:30 a.m., Monday through Friday. Will the VA confirm that all construction work must occur during this time frame?

Yes, all work must occur during this time, unless given written approval of the COR.

6. The project is depicted to have 2-phases. Will the VA clarify the time required for the VA to occupy Phase 1, before Phase 2 may begin?

The period of time required for VA to occupy Phase 1 will depend on construction progress, CT manufacturer scheduling, and communication with COR, with 2 weeks being the minimum amount of time to accomplish.

7. Will the VA confirm that an adequate staging area, with room for material storage, will be made available on-campus for this project?

Staging space is anticipated to be available for this purpose.

8. Will the VA clarify if the Contractor’s Site Superintendent, if duly qualified, may also serve as SSHO and CQC, or will the VA require a separate individual for either of those 2 roles?

VA prefers a separate individual perform this function.

9. Specification Section 02 82 11 – Traditional Asbestos Abatement, Part 1.1-B2 is left blank as to the quantities of ACM or LBP to be abated. Will the VA provide those quantities for bidding purposes? Will the VA provide a current Hazardous Materials Survey for the areas of this project or will the Contractor be expected to perform a HAZMAT Survey prior to the start of construction? If a new HAZMAT Survey is required, will the VA consider any quantities of ACM as a differing condition since no quantities were provided? If a new HAZMAT Survey is required, will the VA increase the Period of Performance by 30 days?

A separate environmental report exists to document this information.

10. Specification Section 01 00 00, Part 1.5-C requires the Contractor to provide unarmed guards at this project 24 hours a day, 7 days a week. Will the VA clarify if this is a requirement for this project? If so, will the VA clarify the specifics of the communication devices required and the specifics for the equipment required to record guards’ rounds?

No arm guards will be needed. This will be removed from the specs.

11. Specification Section 01 00 00, Part 1.22 mentions the Contractor installing electric meters and paying the prevailing rate for electricity used. Will the VA clarify if the Contractor will be charged for electricity and if so, provide the prevailing rate paid by the Govt.?

Contractor will not be charged for electricity use. Section will be removed.

12. Specification Section 01 00 00, Part 1.28 requires the Contractor to complete 50 sf of space for the VA to store materials. Will the VA clarify if this is a requirement for this project and if so, provide requisite drawings including location, architectural details, electrical and HVAC requirements?

Response: This will be removed from contract requirements

13. Specification Section 01 32 16.15, Part 1.3 requires the Contractor to hire an outside consultant to develop and maintain the CPM Schedule. Will the VA clarify if an employee of the Contractor may fill this role in-house?

14. Specification Section 01 45 00, Part 3.4-A & D requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual’s specific area of responsibility. For this project, this requirement would mean the Contractor must retain an Architect (or Const. Professional with 5 years experience), a Mechanical Engineer, an Electrical Engineer, a Structural Engineer, and an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility. Since hiring all of these Architects/Engineers will add significant costs to this project, will the VA clarify whether this will be a requirement for this project?

Response: This will be removed from specifications – AE is performing construction period services. AE will not be present and onsite during construction but will be available to fill in gaps.

15. Specification Section 01 45 29, Part 1.1 states that the Testing Laboratory will be hired by the VA. Will the VA confirm that the Testing Lab is being hired by the VA by separate contract and that this will not be a cost to the Contractor?

a. 1 Electric Unlatch Strike - E09321 (FAIL-SECURE)

b. 1 Power Supply - Regulated, Filtered, 24VDC, Amperage as required
