This document is an amendment to Solicitation 36C26024R0066 for the project "Z1LZ--692-24-103 Improve Campus Parking Lots and Roadways". The purpose of this amendment is to provide additional details, clarify questions, and make changes to the original solicitation. Key details include:
The amendment provides a copy of the site visit agenda and sign-in sheet, and answers 17 questions related to the project scope. The questions cover topics such as handicap parking spaces, irrigation lines, lead paint abatement, surveying requirements, pavement thickness, parking curbs, tax exemption, personnel requirements, and applicable specification sections. The VA provides detailed responses to each question, clarifying requirements and making changes as necessary.
The solicitation is for a construction project to improve parking lots and roadways on the VA campus. The project does not appear to have any set-aside requirements. X X X x The purpose of this amendment is to provide a copy of the site visit agenda and sign in sheet, and answer questions.
1. Could we get clarification on the handicap spots located in parking lots (PL) O and G? Currently, there are several spaces that just have the handicap paint on the pavement but no signs. Could we get specific details on exactly which spaces are going to be designated for handicap?
Repaint all existing and blackened/masked handicap marks regardless of any post signs present or not.
1. The drip irrigation line that is running from PL K under Avenue N. Can we confirm the line is 2 3/4 inches? Also, our plan is to drill under the road for the irrigation line. Is the VA ok with us doing that?
A.2.
The existing shutoff valve box, 1.0”, PVC for new irrigation is shown above in red, the new irrigation line continues to the lot K & I islands, and add a drip system with a manual open/close valve type at the island K.
1. There is yellow paint around the curbs around most of the PLs, do we need to worry about lead paint abatement? Do we need to repaint all of this? If so, can you provide the paint specs?
A.3.
Curb painting is not included unless curb removal & replacement is required as means and methods. No asbestos presence at/near the curbs for ADA wheelchair ramps installation locations.
1. 1.12 PROFESSIONAL SURVEYING SERVICES
1. A registered professional land surveyor or registered civil engineer whose services are retained and paid for by the Contractor shall perform services specified herein and in other specification sections. The Contractor shall certify that the land surveyor or civil engineer is not one who is a regular employee of the Contractor, and that the land surveyor or civil engineer has no financial interest in this contract.
Will we need to provide for a surveyor paid by the contractor to complete this portion of the project?
A.4.
It is non-restrictive for the contractor(s) to establish grades by their own means and methods.
1. Adjacent to building 228, there are several spots marked "GV Motor Pool Parking Only". What would you prefer the new markings to be?
A.5.
Mask existing “GV Motor Pool Parking Only” and paint as shown below, flat white, center justified, 8 inches tall letter, tail-end per stall;
GOV.
Parking Only
1. According to the specs, 3" asphalt is sufficient for the thickness of the pavement, but the specifications are unclear for the subgrade. Could you clarify the size and subgrade type under the new asphalt particularly PL O and G?
A.6.
The parking lots O and G require resealing, not repaving. See Section 31 20 00 Earthwork, for sub-grade requirements.
1. The plastic parking curbs in parking lot M were identified on the site walk to be removed and replaced with concrete parking curbs. We have not been able to identify a spec to remove the plastic curbs and replace with concrete curbs.
A.7.
Replace the plastic wheel stops with single continuous concrete wheel stop (6” H X 6’ L) per stall and use 2 X 9/16” X 15” L hold down bolts to secure onto the pavement.
1. Is this project tax-exempt?
At this time, the VA does not anticipate this project to be tax-exempt, but will update via subsequent amendment if notified otherwise.
1. Please confirm one person onsite can act as the superintendent, QCM, and safety officer.
