About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Department of Veterans Affairs project. The amendment covers the solicitation for project 660-23-101 to rehabilitate domestic water lines, with key changes including a proposal due date extension and clarification of site safety requirements.
The proposal due date has been extended six calendar days from January 8th, 2026, to January 14th, 2026, at 10:00 AM Mountain Standard Time. A critical clarification was made regarding site safety: the Superintendent cannot "dual-hat" the Site Safety and Health Officer (SSHO) position and must provide a full-time SSHO with professional safety certification and at least 3 years of construction safety experience. Additionally, the amendment specifies that existing water lines not currently in roadways must be relocated into roadways during the installation process.

Questions and Answers Previously answered
1. Can you please extend the due date as the Holidays are current, and most suppliers and subcontractors will not be available for responsible pricing?
Due to supplier and sub-contractor concerns the proposal due date will be extended six (6) calendar days from January 8th, 2026, at 10:00 AM Mountain Standard Time (MST) to January 14th, 2026, at 10:00 AM MST.
1. Please confirm that the Superintendent can “dual-hat” the SSHO position (assuming they are fully qualified for both positions).
Specification 01 35 26, section 1.9 Site Safety and Health Officer (SSHO) and Competent Person (CP), Part A states: The Prime Contractor shall provide a Safety oversight team that includes a minimum of one (1) person at each project site, for each shift, to function as the Site Safety and Health Officer (SSHO).
The Prime Contractor shall provide a minimum of one “Full-Time” SSHO at each project site, for each shift (with no other duties) that holds as current, a professional safety certification with at least 3 years of dedicated construction safety related experience.
The Superintendent cannot “dual-hat” the SSHO position.
Additional Question Received
3. During the pre-bid site visit, it was stated that any water lines not currently located in the roadway must be relocated into the roadway. Additionally, the general notes on the drawings indicate that water corridors should be placed within roads wherever possible.
However, the plans appear to show the new water lines being installed in the same locations as the existing lines.
Could you please clarify whether relocation of existing water lines (that are not currently in roadways) into roadways is required, or if the proposed installation may follow the existing alignments as shown on the plans?
Relocation of existing water lines (not currently in roadways) into the roadways is required.
