About this file
This is a Request for Information (RFI) and Answers document for an Imaging System Removal, Floor Restoration, and Electrical Work project at a VA (Department of Veterans Affairs) facility located in room D3-208 (referenced as ERCP 2).
The scope of work includes removal of existing imaging equipment, floor restoration using welded seam sheet flooring in three Armstrong colors (Medintone Powder Chocolate H8316, Meditech Sand Light H8319, and Medintone Natural Tone H8313), and electrical work. Key project parameters include working hours from 7–4 PM MST with the room available for the full week required for completion once the imaging system is removed. The electrical panel (03-CH31) is located in room D3-204 and supplies 480/277V, 3-phase power with an A.I.C. rating of 35,000. The contractor must furnish all Level III infection control containment materials, including negative air machines with HEPA exhaust and continuous monitoring equipment. Electrical permits are to be obtained through the State of Colorado at the contractor's expense per FAR 52.236-7. The new mobile imaging unit will require electrical specifications to be provided by the VA, with potential power options ranging from 100V/110V @ 20A to 200V/220V/230V/240V @ 10A. LED lining exists in walls and ceiling striker plates require removal. The contractor must create an appropriate pathway for DisplayPort cables from the unit to the imaging room, as no current pathway exists. Work is preferred during weekdays with no cost adjustments permitted for weekend work if needed.

RFI’s: Imaging System Removal Floor Restoration and Electrical Work
1. Can the owner please provide any existing electrical as-built drawings to show where existing equipment is being fed from?
N/A - unavailable
2. Can the owner please provide Panel 03-CH31 location and panel schedule?
Panel is located in D3-204.
3. Can the owner please provide new equipment submittals and associated layout drawings?
The new equipment going into the room is portable so it is unnecessary.
4. What are the working hours for this project and what times/days can electrical shutdowns be performed?
Working hours are from 7-4PM MST. Once the room goes down it is available for the week it should take to perform the work. There will be no cases or personnel in the room so the electrical can be shutdown as needed.
5. Are there any special shutdown requirements needed at this facility? Would a standard MOP be sufficient?
Should be sufficient but ensure LOTO procedures are followed.
6. We are assuming the electrical permit be pulled through the State of Colorado. Is this correct?
Correct.
7. Will all wall mounted bracket systems and wall duct be removed?
Currently, the wall duct is remaining but will need to be filled and closed up as needed.
8. Is there led lining in the walls?
Yes
9. Will the ceiling striker plates be removed?
Yes
10. Can the owner provide the sheet vinyl manufacturer style & color?
11. Can the owner confirm if we are installing 3 colors with the same
Contractor to match existing.
12. Infection control: The ICRA Requirements document specifies Level III containment (full barrier construction, 24/7 negative air pressurization with HEPA exhaust, continuous monitoring). Please confirm whether the negative air machine(s), barrier materials, and monitoring equipment are
VA-furnished or contractor-furnished for this scope.
Contractor furnished
13. New equipment specifications: SOW Sections 6.4 and 13.0 indicate that the VA will provide specifications for the new mobile imaging unit. Could these be provided prior to quote submission so we can confirm receptacle/circuit sizing and cable requirements?
14. Panel capacity: SOW Section 6.4 identifies panel 03-CH31 for the new 120V/20A circuit if existing wiring is unsuitable. Can you confirm available breaker space/capacity, or provide a panel schedule for verification?
Panel here:
15. Low-voltage routing: SOW Section 6.5 calls for two DisplayPort cables from the unit to the imaging room. What is the approximate cable run/routing path (ceiling plenum, surface raceway, existing pathway), so we can price accordingly?
There is no current pathway. An appropriate one will need to be created by the contractor and meet requirements.
16. Floor finish: For the floor patching described in Section 6.6, what is the existing floor finish type in the affected area (VCT, sheet vinyl, conductive/static-dissipative, epoxy, etc.), so patch material can be matched?
17. Scope of the wall-unit disconnect (Section 6.3): Does "disconnect the existing imaging equipment from the wall" include unbolting floor anchors/mounts, or is that out of scope since equipment removal itself is excluded? If floor anchors stay in place, the patch scope shrinks; if they come out, you're patching bolt holes too.
Awarded contractor will have the room post removal of the main system; only responsible for leftover finishings from the removal process that still need to be accomplished such as the floor anchors possibly being left or not removed completely.
18. Permits: Section 8.0 excludes permitting costs/time "unless later determined to be required," while FAR clause 52.236-7 (Permits and Responsibilities) places responsibility for permits on the
Contractor at no additional cost. Please clarify which governs if a permit is determined necessary for this scope.
FAR clause takes precedence:
FAR 52.236-7 requires contractors to obtain all necessary permits and comply with applicable laws at their own expense, while assuming responsibility for damages and work until final acceptance.
19. Work hours and site status: Is the imaging suite currently active or already offline, and are there work-hour restrictions (business hours only vs. nights/weekends) given the clinical setting?
Once removal of the system occurs the room will be down and unavailable for patient care until the SOW for this contract is completed. Contractors will have full access to the room on weekdays. Preferably accomplish work during weekday but if weekends are needed and no cost adjustments are required than that is permitted.
