About this file
This is Amendment 0002 to a federal solicitation issued by the Department of Veterans Affairs Veterans Health Administration (VHA) Network Contracting Office for the demo, removal, and replacement of flooring at the 8N Mental Health unit of the Oklahoma City VA Medical Center. The amendment provides responses to sixteen vendor questions and includes attached architectural floor plans and flooring photographs to support contractor proposal development.
Key project requirements include removal of existing flooring, substrate preparation through adhesive removal, and installation of resinous epoxy mortar flooring with a brown woodgrain finish matching the nurses' station color. The flooring must meet VA Master Specification 09 67 23.30 with an anti-slip finish achieving a Dynamic COF of 0.42 (wet or dry) per ANSI A326.3 standards, have an overall thickness of 0.079 inches (2mm), and provide a minimum service life of five years. The VA will relocate furniture within the work area and provide dumpster placement location, material staging space within a secured designated work area, and controlled access to the site with a VA facility representative present at all times. After-hours work is not permitted. All terms and conditions from the original solicitation and Amendment 0001 remain in effect, with contractors required to acknowledge receipt of this amendment prior to the solicitation deadline or submit changes via letter or electronic communication referencing the solicitation and amendment numbers.

Demo, Remove, Replace Flooring Vendor Questions and VA’s Answers in Red Question #1: Is it possible to obtain architectural floor plans of the area being remodeled? If so, when can you send them to me?
Answer #1: Yes, see the attached document 8N Arch.
Question #2: What is the manufacturer, style, and colors of the material that will replace the current flooring?
Answer #2: The color will need to closely match the flooring at the nurses’ station. I believe it is a brown wood‑grain finish. Please refer to the attached specification.
Question #3: Will the furniture be removed or is that the installer's responsibility?
Answer #3: The furniture will be moved by VA. It must remain within the work area and be repositioned as the project progresses.
Question #4: Will there be an area available on site for a roll off dumpster to remove the existing floor?
Answer #4: Yes, VA COR will advise the contractor on where to place the dumpster.
Question #5: Will different colors be used to show walk lanes and sitting areas?
Answer #5: No, the flooring will be a single color throughout. However, the ramp area will require a lighter or darker shade to provide clear visual distinction.
Question #6: To ensure our proposal is accurate and to properly evaluate the flash cove installation, please provide a complete set of project layout plans, architectural drawings, or any available floor maps associated with this requirement.
Answer #6: Please refer to the specification and 8N Arch documents attached.
Question #7: What is the wear layer thickness and expected service life?
Answer #7: Overall thickness: 0.079 in (U.S.) / 2 mm (Metric). The expected service life is a minimum of 5 years.
Question #8: What slip-resistance rating are you looking to achieve?
Answer #8: The VA Master Specification 09 67 23.30 (Resinous Epoxy Mortar Flooring) requires all such flooring—used in corridors, labs, pharmacies, mental health units, etc.—to have an anti-slip finish with a Dynamic COF ≥ 0.42 (wet or dry), measured according to ANSI A326.3 Question #9: What substrate preparation is required before installation?
Answer #9: Removal of existing adhesive and flooring.
Question #10: What moisture testing procedures will be performed on the subfloor?
Answer #10: None.
Question #11: Are there any anticipated challenges with the existing substrate?
Answer #11: No, the floor is only two years old Question #12: Will we be provided with material specs or will we need to meet with a point of contact to go over options? Since pricing varies widely, will there be a window for revisions if we have to bid before having exact material specs?
Answer #12: Yes, the specifications were provided as an attachment in Amendment 0001. See document within Amendment 0001 labeled “8N Sheetgood Spec Sheet”.
Question #13: Will a diagram and measurements be provided.
Answer #13: Yes, the floor plan with measurements was included as an attachment to Amendment 0001. See document within Amendment 0001 labeled “8N Arch”.
Question #14: Will there be controlled access to the work area and is after-hours work allowed?
Answer #14: Yes, controlled access to the work area will be provided. A VA facility representative will accompany the contractor at all times. No, after‑hours work is not permitted, as the entire area will be closed to both patients and hospital staff.
Question #15: Will there be space to stage materials or do we need to provide our own Connex?
Answer #15: Yes. All staging activities shall occur within the designated work area. A separate Connex is not required, as the designated area will remain secured and locked at all times.
Question #16: Will there be an area for a roll off dumpster for Demo?
Answer #16: The facility will identify a location for a short‑term dumpster.
