About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the Department of Veterans Affairs, specifically for the Major William Edward Adam Clinic in Craig, Colorado. The amendment (number 0003) is for solicitation 36C25925Q0700, issued on 08-08-2025 with an effective date of 08-27-2025. The amendment serves two primary purposes: (1) to post answers to vendor questions and (2) to verify the NAICS code for the project as 236220.
The amendment includes two key vendor questions and answers: (1) addressing installation concerns for a mini split unit in a new Telecom room, where both steel equipment stands and ballasted/non-penetrating rooftop support systems are acceptable installation methods that preserve the roofing system's integrity, and (2) clarifying that the Craig VA Hospital does not use Johnson Controls' Metasys platform, but instead uses the Temptrak remote temperature control system for monitoring refrigerators and medical equipment. The project will not tie the HVAC system into any monitoring systems. All other terms and conditions remain unchanged.

CONTRACTOR Q&A’S
Question No. 1:
Design concern regarding the proposed installation of the mini split unit for the new Telecom room: the current plan calls for placing the condensing unit on a concrete pad on the existing flat TPO or EPDM roof, which may pose a significant risk to the integrity and warranty of the roofing system. Will the government accept a steel equipment stand with proper flashing and waterproofing? Or a ballasted or non-penetrating rooftop support systems specifically designed for these applications, which distribute weight and preserve membrane integrity.
Answer No. 1:
Both the steel equipment stand and the ballasted or non-penetrating rooftop support system are suitable options that fulfill the project's requirements. It is essential to avoid compromising the integrity and warranty of the existing roofing system.
Question No. 2: Are the controls at the Craig VA Hospital Johnson Controls’ Metasys platform?
Answer No. 2: The Craig CBOC does not utilize the JCI or Metasys systems. Instead, it employs the Temptrak remote temperature control system, which is specifically designed for monitoring refrigerators and medical equipment and not HVAC systems. The HVAC system associated with this project will not be tied into any monitoring systems.
