Questions and Answers

Question 1: Is a suitable teaming agreement required for this submittal if using subcontractors?

Government Response: A sub-Contracting plan is only required if the awardee ends up being a large business.

Question 2: Is there a price cap, such as GSA per diem daily amount, for each room/night?

Government Response: There is no price cap such as GSA per diem as GSA per diem is for Federal Employees. However, the price will need to be determined fair and reasonable.

Question 3: Three-mile radius from OKC VAMC Campus per google maps: does this mean the drive is 3 miles or less or that the lodging is three miles or less geographically which can cause the drive to be longer than 3 miles? Would you be willing to extend the 3- mile radius in order to provide the best lodging option?

Government Response: The drive must be 3 miles or less radius of OKC VAMC Campus per Google Maps. We will be willing to extend it to 5 miles.

Question 4: Will the contracting office be able to provide a tax-exempt certificate during the solicitation process?

Government Response: Tax exempt certification will be provided to the awardee at time of award.

Question 5: What is a 3-star Class rating from an independent organization, Giata? Will AAA 3-star be accepted?

Government Response: Giata is a universal global rating company. They send their data to other platforms such as Google, Hotels. Com, etc., so we will continue to use Giata.

Question 6: Would it be possible for each guest to provide their own credit card at check-in to cover any potential incidentals? If not how will incidentals be covered?

Government Response: No, Guest will not be providing credit card at check-in. If any potential incidents occur, the Contractor will work with the hotel to determine the total value of the damages. The Contractor will then invoice separately for those damages.

Question 7: Approximately how many nights will the 5 rooms be used monthly?

Government Response: The number of rooms per month with vary throughout the life of the BPA. It is not guaranteed that all five rooms will be occupied. In the past few months, all 5 rooms have been utilized.

Question 8: Is this a new requirement or a follow-on to an existing contract? If this is a renewal, who is the incumbent contractor, and what is the current award number?

Government Response: The incumbent contractor is BLUEWATER MANAGEMENT GROUP LLC under BPA 36C25922A0015.

Question 9: Can we submit more than one hotel to be considered for the BPA?

Government Response: Yes, multiple hotels can be submitted for consideration to be included in the BPA.

Question 10: Is there a Past Performance questionnaire form to be submitted with proposals? If not, what type of past performance documentation is needed for consideration?

Government Response: There is not a past performance questionnaire. Past performance documentation can be CPARS ratings or Contractors can create their own past performance questionnaires if CPARS is not available.

Question 11: Period of performance: Under period of performance, it is stated: The period of performance of the Blanket Purchase agreement (BPA) shall be for five-years and orders will be placed as needed. However, under item 6.4 it is stated: No gap in hotel room access/use shall occur for the duration of the BPA. Will the VA pay for all 5 rooms, each day, 365 days a year, or will people check-in and check-out?

Government Response: The VA will only be paying for rooms while an authorized individual is staying at the hotel. Section 6.4 is refereeing to that the hotel is to be available at all times, meaning that reservations can be made when needed throughout they whole BPA without exceptions such as holidays or summers.

Question 12: Laundry: Under facility requirements it states: 6.6. The daily room rate offered shall include all other charges, (e.g., to include but not limited to parking, laundry, state, and local taxes). Based upon OKC VAMC requirements the contract may be modified to add additional rooms at the contract rate. The Government reserves the right to cancel at any time if lodging is no longer required at no additional cost to the Government. Can you clarify what you need for laundry? Are you looking for a hotel with guest laundry on site and have the guests pays for laundry or would you like us to include the cost of laundry in the rate? For example: The average person would wash 2 loads per week. Do you want the cost to wash and dry (plus detergent) to be included in our pricing or do you simply want your people to have access to paid laundry?

Government Response: The request is to have guest laundry on site but the individuals will be paying for there own laundry if they choose to utilize it.

Question 13: Pricing Under VI you state: Description and Pricing Schedule: All interested Contractors shall provide quotations on the Pricing Schedule below IAW the attached Statement of Work (SOW). Please identify the name and address associated with each price. Multiple hotel’s locations can be submitted per location.

Under VIII it states: FAR 52.212-2 Evaluation-Commercial Items (NOV 2021) applies to this acquisition. In (c) (2) it states: Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum. Can you clarify that you are looking for pricing for all 5 years? Are you only looking for a daily rate that includes guestroom rate, parking, laundry and all taxes per year?

Government Response: FAR 52.212-2 Evaluation-Commercial Items is standard FAR language for all solicitations. Price will be evaluated based on the price provided per room.
