About this file

This document contains questions and answers related to a federal contract opportunity to replace the roof on the Lawton Outpatient Clinic (LOPC) in Oklahoma City, Oklahoma. The contract opportunity, Solicitation Number 36C25924R0003, is for the Department of Veterans Affairs, Veterans Health Administration (VHA) to replace the entire 29,043 square foot roof on the main LOPC facility, including repairing and removing skylights, addressing the lightning protection system, and caulking windows. The contractor will need to coordinate with the facility to minimize disruptions during the 150-day period of performance. Key details include that this is a tax-free project, the contractor can store materials outside but secured, and the project can be completed during normal working hours. The contractor will need to follow the design specifications and replace the roof membrane, decking, and insulation due to water damage and mold.

1. This will be where they can put materials and equipment.

2. Phase One

3. Phase two

4. Phase three

5. Belongs to the Hospital will need permission to access this road for any reason.

1. Is this a tax-free project? This is a Tax-free project.

2. Can you show a map of where the laydown area is? (dumpster placement, etc.) Dumpster will move with each phase.

3. As for the gravel ballast on the existing roof. Is that for aesthetic purposes only or is it truly ballast to hold down the roof? N/A

4. Can materials be stored outside or are they required to be in a container? Can be stored outside but needs to be secured.

5. We noticed in sections 01 35 26 and 01 45 35 that two special inspectors are required to be hired by us. Will this be enforced since this project is relatively small and we will have a QCM and SSHO on the project already? See below for reference: As long as you have your own QCM and SSHO you will be good.

6. Also the specifications mention a structural inspector must be there and hired by the DOR. Wanted to be sure we are not expected to have a structural inspector on site full-time. Please advise. The project does need a Structural Inspector but not for the whole project.

7. It is unclear how any work can be done during the day to permit access to rooms in the corridor, maintain infection control concerns, and minimize any staff/patient safety issues. Will the VA reconsider and revise this answer to include all scopes of work? Project will be completed during normal working hours.
