CONTRACTOR Q&A’s
EHRM Data Center Upgrade for JSA and FDS - Electrical Conduit Project # 575-23-710
Q&A No 1: Bidding contractor has an existing temfacil/laydown yard at the VA hospital vicinity. Please advise if this location can be retained by the main contractor after award. This will allow contractor to use existing parking location as well.
Answer No.1: Contractors may use existing laydown space if they have space provided through other projects. All laydown space must be relinquished upon the end of the project. If a contractor does not have a dedicated laydown space, they will be able to use the fenced portion of building 33 for their conduit, etc.
Parking space will be provided for one vehicle in the vicinity of building 33 to facilitate the project.
Q&A No 2: The RFP calls out 3 spare 1" conduits from the breaker panel to the West rack location. Page 7, Task 3.
Answer No.2: Yes, the contractor will only be required to run conduit from the proposed west rack location to the circuit breaker panel. The purpose of these conduits is to facilitate future IT power requirements that have not been identified at this time.
The second intended rack locations to the east will require wire, receptacles, circuit breakers, etc.
Q&A No 3: Please confirm/ clarify if night work will be required. The panel may need to be shut down for installation of the breakers.
Answer No.3: Work during normal workday hours will be authorized if the contractor can complete the work with infrequent and brief interruptions in power. Basically minimize time to install circuit breakers and stab wire or accomplish this part of the project before 7 AM or after 4:30 PM.
Q&A No 4: Does VA have information on possible timeframe for award and construction of this project? Please advise.
Answer No.4: Expected award is date shall be sometime shortly following the close date of 08/02/24. PoP is 120 days. I do not expect the work to take more than 2 full workdays.
Q&A No 5: Is there a color requirement for the new conduits?
Answer No.5: No.
Q&A No 6: I am requesting the floor plans for an accurate bid on the conduit runs needed.
Answer No.6: See attached.
Q&A No 7: What size neutral is needed for this project?
Answer No.7: See the attached JSA and FDS Zone Power Distribution, sheet 18. Upsized. One gauge larger than the PDU neutral which can be determined onsite.
Q&A No 8: Since this is being evaluated for past performance first do we have to have past performance under this specific NAICS code?
Answer No.8: Yes
Q&A No 9: Or can our teaming partner have the past performance on commercial projects?
Answer No.9: If you are using your teaming partner as your sub we can consider their past performance but will not be graded as highly as the prime.
