Project: 575-19-101 MRI Trailer Relocate Grand Junction, CO VAMC RFI’s

Solicitation: 36C25923R0021

1) Does the double door located just at the loading dock need to be replaced? If so, what are the specified requirements for those doors?

A: No – See Construction Plans

2) On the drawings S-101 note 18 it calls for “VESTIBULE (1) WALL MOUNTED A/C SPLIT UNIT” and then on drawing S-103 it shows the location for note 18 but there is no other information on the HVAC unit and if it is supplied by Owner or Contractor? Please provide additional information on this unit.

A: See revised construction plans sheet S-101 note #18. HVAC unit to be AMANA Packaged Terminal Air Conditioner: 14,700 BtuH, 208V AC or equal to.

3) The RFP period of performance is 180 calendar days. The solicitation (1st page) says 90 calendar days. Please confirm if it is 180 or 90 calendar days after receipt of NTP.

A: The Period of Performance for this solicitation is 180 calendar days from NTP

4) With the amount of work required per scope, and current condition with manufacturing and deliveries lead times, please advise if an ADMINISTRATIVE NTP can be issued for submittal/lead-time and procurement after award.

A: This is something that can be discussed with the Awardee, Contracting Officer, and COR.

5) With the number of questions/clarifications for this solicitation, please advise if the VA would consider extending the bid due date a couple weeks.

A: This has been extended per the amendment posted with these responses.

6) The specifications require an AISC certified erector. Please confirm if this requirement can be waived with the minimal scope of work for structural steel (4 tube columns and roof framing only). Note that there are only a few erectors in Colorado who are AISC certified and are very costly considering the size of the project.

A: No – see project specifications 05 12 00

7) The specification requires an SSHO on site to be a separate qualified individual form the Superintendent and QCM. Please confirm.

A: No – see specifications

8) The specification mentioned a requirement for a QC Manager on site, please confirm.

A: Yes – see specifications

9) Please advise if the structural steel drawings will require engineer stamped shop drawings. Note that additional information will be needed (ex; soil conditions, loads, etc.) that are not provided in this RFP.

A: Engineer stamped structural steel drawings are required, see specification REV 1, 05 12 00 PAR 1.4.B.2. Also see Geotech Report from 2019 as reference for soil conditions.

10) Drawing sheet S-101 shows construction bid items with requirement for Electrical wiring, Fire Sprinklers, Fire Alarms/Mass Notifications, Nurse call alerts and AC units. Please provide a separate MEPF plans/specs for contractor reference. Note that these drawings should be complete MEPF construction documents and also show connection/termination points to the building.

A: See plans and specifications. Plan Sheet S-101.1 Note #24 has been revised to add one (1) WIFI box near MRI trailer entrance and delete the one (1) nurse call equipment

11) The MRI will need new power source in its new location; however, the plans does not have electrical drawings to support this requirement. Please advise Electrical design drawings for this as it is a critical requirement for the relocation of the MRI.

A: Power for inside the MRI trailer is not part of this scope

12) The RFP require moving the existing MRI trailer to the new identified location. Does the VA have information on the previous truck/trailer company used by the facility when the MRI unit was delivered?

A: See addendum attachments for manufacture information

13) During site walkthrough, the possibility of using a crane to lift the MRI trailer in position (due to lack of maneuvering space in the new location) was discussed. Please confirm if there are lifting points on the existing MRI trailer and confirm that the MRI trailer is structurally designed to be lifted in position.

14) What is the weight of the existing MRI trailer that will be relocated? Please advise.

15) Please confirm that there is no requirement for new data outlets.

A: Confirmed – see construction plans

16) Please confirm if the existing MRI trailer will be decommissioned, unplugged by the VA ready for hauling and repositioning by the contractor.

A: Confirmed

17) Please confirm that ‘re-certification’ of the MRI trailer by the manufacturer after placement will be by the VA (cost, coordination, etc.).

18) The RFP specifically identified normal working hours, to have limited impact on the facility.

Please confirm that work hours will not change after contract award. No night work is anticipated for this work.- NOTE that any request for weekend and after hours will be by the contractor as needed. IF an activity is required by the VA to be performed on a weekend or after hours, this will be evaluated as a change order. Unless the VA can identify during bid which activities will be performed on nights and weekend so the contractor can properly price the proposal.

19) The specification allows contractor Temfacil, parking and laydown yard, dumpster in the area.

As an existing contractor in the facility, please confirm if we are allowed to use the existing location of our Temfacil and laydown yard (proximity to the work area).

20) There is expected noise generated during construction such as cutting, grinding, power tools.

please confirm that this does not imply that a possible change in hours from daytime to evening /weekend work is anticipated. Contractor is basing the proposal on regular 8-hour work hours.

21) Please advise if the VA will be enforcing weekend work after award for site demolition due to noise and dust. This needs to be determined now to provide accurate price proposal.

A: See specifications

22) The RFP drawings show about 2’-10” of excavation and prep for the new MRI pad. Please provide as-built drawings showing existing underground utilities in the new MRI pad area.

Please confirm that if unforeseen/unknown utilities are found during construction and earthwork, it will be evaluated as a change order.

A: See construction plans, “Site Utilities Plan” for reference only – contractor is responsible to locate all site utilities within the contract and scope and notify the VA COR if there are any conflicts, see 02 41 00 3.1.E.

23) The drawing on sheet S-501 shows footing pedestals for the new building addition. The detail did not show the depth of the foundations/pedestal. Please advise.

A: See construction plan sheet S-501 detail #1

24) Please confirm that the structural details shown on these drawings are already for construction documents that will be the basis of contractor proposal. Please confirm that these drawings were designed, reviewed, and stamped by an engineer from the VA.

A: See plans and specifications REV 1, 05 12 00 PAR 1.4.B.2.

25) Please provide complete structural details for the new HSS columns and roof framing such as connection details, rafter/purlin spacings, etc.

A: Contractor is to provide engineer stamped shop drawings, see specifications REV 1, 05 12 00

26) Please advise if the CMU wall can be replaced by a continuous concrete stem wall.

A: The CMU wall can be replaced with a continuous concrete stem wall.

27) The power for the temporary kitchen is still located in the courtyard for the new MRI trailer is going. Would it be acceptable to use that power for the trailer and also for the lighting?

A: No, power inside the trailer is by the Grand Junction VA. Power to MRI vestibule will come from BLDG 1 electrical closet room 1206, see plan sheet S-101.1 Note #19.

28) My prints are showing nurse call. Is it required?

A: Nurse call is not required
