CONTRACTOR Q&A’s

Carpet Replacement

Q&A No. 1: Bidding contractor has an existing temfacil/laydown yard at the VA hospital vicinity. Please advise if this location can be retained by the main contractor after award.

Answer No. 1: YES, Q&A No. 2: During site visit, we were informed that activity per work area needs to be accessible with all ICRA barriers taken out by the contractor before the daytime. This is possible for smaller work areas, how about the larger area (2,268 SF)? Is the VA planning to cut the large area in smaller sections?

Answer No. 2: ONCE THE CONTRACT IS AWARDED ADDITIONAL WORK AREA PHASING REQUESTS WILL NEED TO BE SUBMITTED BY THE CONTRACTOR TO VA COR FOR REVIEW AND APPROVAL.

Q&A No. 3: Please advise if there are no Asbestos on the existing flooring to be removed.

Answer No. 3: SEE THE ACM REPORT PROVIDED IN THE CONTRACT DOCUMENTS.

The ACM Report and a diagram of hot spots will be included as an attachment to the amendment Files:

Q&A No. 4: Are there any existing underlayment below the carpet? Are there existing vct tiles under the carpet that needs to be removed as well or is contractor only allowed to remove the carpet and adhesive for replacement of new.

Answer No. 4: THERE IS NO CARPET PAD IN THIS CONTRACT SCOPE. CONTRACTOR WILL NEED TO VERIFY IN FIELD THE SURFACE FOR ADHESIVE APPLICATION PRIOR TO INSTALLATION.

Q&A No. 5: Will the VA allow issuance of ADMIN NTP after award? this is for Leadtime of materials and submittals.

Answer No. 5: YES

Q&A No. 6: The RFP require moving of some furniture prior to replacement of carpet. Are there any fixed or mounted furnishings in the area? Will this be removed by the VA?

Answer No.6: REMOVAL OF FIXED OR MOUNTED FURNISHINGS WILL BE REMOVED BY VA.

Q&A No. 7: Prior to removal of existing furnishings, there might be some data cables that are connected to equipment from office tables. Will the VA assist in removing data/internet from the office equipment?

Answer No. 7: YES

Q&A No. 8: On the Primary Care Waiting area, the RFP noted to Paint Walls. What is the extent of painting? Is this just incidental painting when the baseboards are removed or is the intent to paint the whole walls in this area?

Answer No. 8: INCIDENTAL PAINTING.

Q&A No. 9: The RFP noted to remove existing base and reinstall. Note that this base maybe in poor condition already and may be damage during removal. Sine there is an option to install new base as required, please confirm that these bases can be replaced with a close match if damaged due to existing condition of the material.

Answer No. 9: CONFIRMED, PROVIDE MATCH TO EXISTING MATERIALS AS CLOSE AS POSSIBLE. CONTRACTOR IS TO PROVIDE A PHYSICAL COLOR SAMPLE TO COR FOR VA APPROVAL.

Q&A No. 10: Please confirm that floor prep, patching or leveling of uneven existing flooring is not required int his RFP.

Answer No. 10: VERIFY CONDITION OF SUBFLOOR WITH COR PRIOR TO NEW FLOORING INSTALLATION. SOME FLOOR PREP IS EXPECTED WITH THIS CONTRACT.

Q&A No. 11: Are the flooring transitions to be reinstalled as well or do we just consider replacing with new?

Answer No. 11: REPLACE WITH NEW.

Q&A No. 12: The Specifications require a mock-up, can this be installed on the work area or is there another area the VA prefer to install? Note that this adds up to the cost of the project- please confirm if this is still required.

Answer No. 12: INSTALL MOCK-UP IN WORK AREA.

Q&A No. 13: The Specifications noted under QA; ‘Engage a qualified independent inspector approved by COR is to examine carpet installation workmanship of mockup’- is this from the VA or do we need to add cost in the bid to hire an independent carpet inspector?

Answer No. 13: THIS WILL BE A VA INSPECTOR.

Q&A No. 14: There are 2 carpet types in the specification -Broadloom and Modular. Please confirm which is to be used on this project.

Answer No. 14: VERIFY IN FIELD THE BEST POSSIBLE MATCH TO EXISTING CONDITIONS PRIOR TO INSTALLATION WITH COR (I.E., All materials submittals shall be submitted to the COR for approval after award.)

Q&A No. 15: The Specification noted reference to section 09 06 00 schedule of finishes, 09 05 16,and 09 65 13. This are not included in the bid RFP documents. Please advise.

Answer No. 15: THESE SPECIFICATIONS APPLY TO THIS CONTRACT, SEE VA TIL; https://www.cfm.va.gov/til/spec.asp#09

Q&A No. 16: Confirming that if there are any hazardous material (lead and asbestos) encountered during construction will be evaluated as a differing site condition and a change order.

Answer No.16: CONFIRMED. Can not confirm situation which has not happened.

Q&A No. 17: Does VA have information on possible timeframe for award and construction of this project? Please advise.

Answer No. 17: The period of performance for this project 30 calendar days, any questions concerning NTP should be a answered by contracting officer.

Q&A No. 18: Please confirm if there are no Asbestos on the existing flooring to be removed nor part of the scope of work.

Answer No. 18: The latest asbestos survey of the Main building will be provided with the solicitation.

Q&A No. 19: The RFP require moving of some furniture prior to replacement of carpet. Are there any fixed or mounted furnishings in the area? If so please advise qty so we can price accordingly. Or will this be removed & put back by the VA?

Answer No. 19: For this project, we can see no affixed furniture needing to remove, however there is a vending Machine that will have to moved and put back in original spot. should the Contractor have any questions concerning furniture removal, they should contact the COR For Assistance in resolving the issue.

Q&A No. 20: Prior to removal of existing furnishings, there might be some data cables that are connected to equipment from office tables. Will the VA assist in removing and reconnecting data/internet from the office equipment?

Answer No. 20: YES

Q&A No. 21: Please provide exact CARPET product spec, with manufacturer and color.

Answer No. 21: Carpet specification are provided in a document the solicitation

Q&A No. 22: Please provide Cove base spec, with manufacturer and color.

Answer No. 22: Refer to https://www.cfm.va.gov/TIL/spec/090600.docx color will be selected through Submittals.

Q&A No. 23: Please provide Spec for transitions from the CPT to LVT. Or we can do zero transition to match existing. Provide manufacturer’s spec and color.

Answer No. 23: Transitions are required. VA does not provide manufacturer’s specs.

Q&A No. 24: In CARPET section 09 68 00, it referenced finish section 09 06 00 for these answers. However, it appears we don’t have section 09 06 00.-Please provide.

Q&A No. 25: There are office spaces included for carpet replacement (ex; Duty MSA 1663, Police 1667, ER check-in AOD, Police Armory 1603A, etc.) -Are these areas going to be empty / unused for a period prior to contractor work? Are employees going to be relocated until completion of their space? Note that demo and floor prep take time which require scarifying existing floor, application of leveling grout, drying of floor prep material/ leveling grout and sanding of surface before application of adhesives and carpet, each room may need to be inaccessible for at least 2 days at a minimum. Please advise.

Answer No. 25: The solicitation clearly states that work should be done After normal VA Business Hours (8:00am to 4:30 Pm M-F), and weekends. Contractor should coordinate with COR, on spaces that will require extended periods to complete.

Q&A No. 26: With the extent of work and schedule for night activity, the budget range of 100k may not be enough, is the RFP allowing award in excess of the budget range?

Answer No. 26: We will make that determination once we receive proposals to determine what is fair and reasonable.

Q&A No. 27: During our 2nd site walkthrough, our subs has recommended a different type of carpet for the lobby entrance which is more durable for heavy foot traffic entry ways. (Mannington or Mohawk products) Please advise if allowed.

Answer No. 27: Specifications Required in the SOW, should adhered to. The VA would be willing to discuss Alternate types that Meet requirement.

Q&A No. 28: Is there a specified manufacturer or style for new flooring? Assuming the existing flooring will be replaced with nylon carpet tiles, what other styles, manufacturers, etc. have been used in other areas of the hospital?

Answer No. 28: Contractor will submit proposed styles, manufacturers to COR for approval.

Q&A No. 29: There are a couple of places throughout the according areas where 2 different cove bases meet at a corner, standard installation calls for the base to end 6” from a corner, how would you like this to be handled?

Answer No. 29: Replace Cove base with same type and color, Coordinate cove base installation with COR.
