Acq-Plan 36C259-23-AP-0371 (NRM) Roche Lab Project (FTH) Questions
1. Please clarify PoP and consider extending if appropriate. 14 days seems tight even for construction alone. If submittals, lead times, punch list, and closeout are included in the PoP, it might not be achievable. We recommend a longer PoP and a separate Administrative PoP for submittals and material ordering, and then an NTP with the Construction PoP, even then we recommend a longer PoP than 14 days to keep costs lower. CONCUR – ADMIN PoP will be determined by the lead time and discussions will be held with all appropriate parties. Construction PoP to be 30 days from start of project.
2. Please provide scaled PDF floor plan of each floor affected by construction. If key rooms are marked that would help as well. See attached.
3. Please clarify type and quantities of utilities to remove from the half wall. If lines must be removed to the source, please provide estimated lengths for each utility. Photos show a line of receptacles that need to be terminated back to the junctions in the ceiling, as well as the airline which is currently not pressurized since the compressor was removed. Estimated length of the half wall is 18’ plus 6’ vertical (24’ total)
4. In the half wall there appears to be some sort of air, is that the pneumatic line to be demolished coming from the maintenance room in the hallway? See attached.
5. Please clarify HVAC scope in section k. There was discussion on the job walk calculations would not be required. More detail on the scope will be needed to provide accurate pricing. There was some discussion on potentially eliminating the HVAC scope all together as well. See Revised SOW
6. Please specify if after hours work will be required or an estimate on amount of afterhours work. VA prefers that work inside the Lab itself be done after hours and/or weekends to minimize impact and possible danger to the staff; this can be scheduled with the VA COR Lab Manager to ensure Safety & ICRA guidelines are being adhered to. VA COR will have to coordinate with VA Facilities Maintenance team to execute shutdowns (i.e. for the water line installation). Work that occurs in Mechanical or Electrical rooms can be scheduled for M-F normal business time.
7. Please clarify if the pneumatics copper line is still connected and active referenced in section i. Can anyone demo the line (if it was abandoned), or will it have to be someone qualified in pneumatics / plumber if still connected. Piping can be demolished by anyone; the line was previously supplied by a dedicated air compressor that was removed by Siemens Field Engineers
8. Please provide a picture or more details of the rubberized cover and floor drain assembly referenced in section h. Photo provided to Contracting
9. Would the government consider extending the bid date based on the information from the RFIs will be needed to properly price project? With Thanksgiving coming up, possibly the 2nd or 9th of December would be appreciated if acceptable for VA schedule. Bid date has been extended to 12/9/22 at 10:00 AM (MT)
10. Please clarify and specify if there are any specific VA or Roche testing (electrical, plumbing, or HVAC) that will be required for this scope of work. Negative – utilities to be delivered by the Project; Roche will follow up with commissioning of the automation line and rearranging of the existing analyzers
11. Please clarify if there are any insulation requirements for the plumbing scope. If there are please specify the requirement. Pipe insulation should be adequate to ensure that condensation (sweating) does not occur
12. Current bid date is the day before Thanksgiving? Can this date be changed to after holiday? SEE ANSWER TO QUESTION 9
13. Please confirm VA is responsible to remove existing equipment in the work area? YES
14. Please confirm VA is responsible for installing new equipment into new locations. YES
15. Please provide ICRA requirements. Will hard barriers be required? Please define ICRA limits. ICRA Provided to Contracting Officer, no hard barrier needed, but close coordination with the VA COR and Lab Manager must be followed to ensure that sensitive Lab equipment gets shut down and/or encapsulated prior to any localized work
16. Please confirm that the VA is providing the PowerVAR 3300 Series UPS, battery cabinet and PDCU(s)? Confirmed – Roche labs to deliver the system during the Project when appropriate
17. Also please confirm that the VA is providing the (2) Roche cobas pro analyzers and (1) cobas c8100 automation system? Confirmed – Roche labs to deliver the c8100 automation during the Project when appropriate; the Cobas Pro analyzers are already in place (one of those will be moved to the current half-wall location)
18. Will Roche be responsible for final connections to units and start up? YES
19. SOW (9.k) Indicates to contractor to modify existing exhaust ductwork. Please provide HVAC layout for this area. SOW also indicates that contractor to evaluate heat loads for existing space. Please provide this data to along with size of existing exhaust fan etc. See Revised SOW.
20. Please define locations of new exhaust and whether exhaust is to be directly connected to units or ceiling grille only. Confirmed – Roche labs to deliver the system during the Project when appropriate
21. Please confirm the VA will provide the appropriate personnel for startup of equipment? Roche will execute commissioning of the automation line, UPS, etc. This project is to provide utilities and demo previous as requested in the SOW
22. Will the VA provide the appropriate personnel to do the pre-startup checklist from the equipment manufacturer? YES – That document will be completed by the VA COR and was provided for reference only
23. Can the new conduits be floor/surface mounted in the lab area? Or will electrical contractor need to provide a Unistrut rake to support electrical and data outlets? VA prefers circuits to be either in the ceiling and dropped down to individual systems on Unistrut similar to existing power for the analyzers, OR located in the ceiling space below the lab and individually drilled up to each location; feasibility of each TBD by Electrical Contractor
24. You provide the TIL in the solicitation. Is this a design-build project? If, so how many drawings are required? Are we required to create specs? The Project is only to deliver utilities as described in the Roche technical documents and the SOW; utility follow up and drawings will be generated by VA CM Services following completion of the Project
25. Does the VA have an asbestos survey for this area? VA does not have a survey for asbestos abatement in the Lab, but the Lab does not look to have anything between the rubber flooring and the concrete slab. Best Practice for the water line penetration, which will require an ICRA boundary during the drilling procedure, would be to wear appropriate PPE and utilize localized filtration
26. Please confirm if the work in the lab can be completed during normal business hours.
27. Does the VA have extra flooring to patch any holes from demolition? Will floor patching be acceptable or do we need to replace full sheets? Please define flooring scope. Flooring scope would be to fill in the space under the half wall with similar material; VA COR is checking to see if we have it in stock, if not then it will be acquired by VA COR to fill in that area
28. Will the first-floor work be able to be completed during normal work hours? YES, the first-floor work in Outpatient Behavioral Health is primarily plumbing inside a Mechanical Room. The line will need to be isolated and this will impact water to the area, so the shutdown must be coordinated with the VA COR to ensure proper notification to customers.
29. Can you provide a panel schedule for 154-2-LABNP? Need information to coordinate the appropriate temporary power during shutdown. See photo below, and please refer to the answer to Question # 31. VA COR will coordinate shutdowns with the Lab Manager to ensure overlap and continued delivery of services
30. Please provide existing floor plan for the work area. See answer to Question 2 and attachment.
31. Current lead time on a 150A Square D Breaker is 50+ weeks. Does the VA have a breaker available in its “stockpile”? Does this lead time effect the VA’s projected schedule? SCOPE REVISION: Panel 154-2-LABNP – Siemens Analyzer temporary power wiring will be migrated to the panel 154-LAB1(2) which is in the adjacent Electrical Room 221L. That panel is currently full of spare breakers (see photo below). The power for the exhaust fan will also be migrated to that panel. Panel 154-2-LABNP will then be removed, and a 150A disconnect installed to supply the PowerVAR 3300 UPS. The PowerVAR 3300 would then feed into the Lab to the MLB panel, which in turn would be distributed as per the Roche technical information.
32. SOW (9.a) indicates the intent of work is to utilize existing material to expedite the project. What existing material is required to be used. Have the materials been inspected by the VA? Please clarify what material if any is to be used for project. Please bid the Project with the assumption that VA does not have any useful material on hand; the awarded Contractor can then survey what we do have, and if utilized, can reflect this in invoicing. The other option is to perform an additional Site Visit to review what is in stock (material is stored in one of our out-buildings on station).
33. For bidding purposes, what is the distance that should be used for length of circuits extending from the new UPS panel to the locations of the equipment drawn? Approximately 150 feet from the UPS Room to the area of the Lab in question
34. For bidding purposes, what is the distance that should be used for length of feeders from “facility” power to the location of the UPS, and from the UPS to the location of the Output panel? Please see answer to Question # 31, which eliminates the need for a new circuit to be run from the MER below the Lab
35. Does the VA intend on using a “recommended emergency bypass switch” as shown on drawing 4 of 4? YES
Schedule of Panel 154-2-LABNP Locations 2-4-6 and 8-10-12 currently supply the Siemens Analyzers’ temporary power setups; The UPS circuit is to be eliminated, the air compressor has been removed and that circuit is to be eliminated, and the window fan is the only load that will remain for heat rejection purposes. The remainder of panel 154-2-LABNP is spare
Panel 154-LAB1 (2) – All breakers in this panel are spares – migrate both Siemens analyzer temporary supply wiring, 50A breakers, and exhaust fan circuit wiring and breaker here. This will free up 154-2-LABNP panel for elimination and replacement with a 150A disconnect that feeds the 3300 PowerVAR UPS image1.jpeg image2.jpeg
