Room 208: 8+2 port 802.3at POE network switch and 24-Port PoE Switch with 4 Combo SFP Slots

Q&A No. 6 Questions: In several access control door specifications, it calls for door strikes. The electrified hardware on the doors are ELR’s. Is the call for door strikes as a redundancy or a typo?

Answer: If strikes are not required, they can be disregarded.

Q&A No.7 Question: Is this a prevailing wage project?

Answer: We are under DOL Exemption 17C, read this exemption which will provide a detailed answer to your question above.

Answer: Storage retention up to 1 TB

Q&A No.9 Question: In the solicitation Wisestream II compression technology is referenced for multiple cameras indicating a specific manufacturer’s compression technology. Are similar manufacturer’s compression technology and cameras acceptable as like alternates?

Answer: Similar manufacturer’s compression technology and cameras is acceptable.

Q&A No. 10 Question: Is all the door hardware listed under each description listed under each specific door to be provided by the security contractor? (For example, the door pull hardware listed for the exterior side of some doors is listed… Is that hardware to be provided and installed by the security contractor?)

Answer: Door pulls are to be installed by the construction contractor.

Q&A No. 11 Question: 5.2.2 Mentions that all mag locks have been removed to be replaced by electrified panic bars as described in the: per level/per door breakdown but the provided plans/drawings reference mag locks throughout them. Can a complete door schedule be provided to ensure the desired door hardware is provided?

Answer: As stated in 5.2.2, All mag locks have been deleted from the construction contract. They have been replaced with the Electric Latch Retraction Panic Bar.

Q&A No. 12 Question: Bid Documents state there are 16 controlled doors. Our count shows there are 17, (Telecom Room #013 shows it needs a keypad reader but isn’t included in their count). Please confirm that the actual count for Controlled doors is 17?

Answer: There are 16 doors. Telecom Room #013 is not included in this solicitation and should be ignored. Security hardware is to be provided by others. It will not be part of this system.

Q&A No. 13 Question: Since this is an expansion of an existing Software House System, we asked during the job-walk and the VA did verify that they had the access licenses in the software, and they would provide them. However, please confirm that it is contractor's responsibility to provide any camera licenses?

Answer: It is the contractor’s responsibility to provide the camera licenses.

Q&A No.14 Question: The bid documents state that the doors would be added to existing panels. But then goes on to say that the “New Panels” will be located in room #107 and #208 respectively. It was verified during the site visit that contractor will need to provide the appropriate panels, power supplies etc. as shown on the documents, but that there are two big cabinets (with conduit) in each of those room for the electronics to be installed. Please confirm that the cabinets are for the access and that we can use them?

Answer: The cabinets in rooms 107 and 208 are the designated cabinets for the access control security system.

Q&A No.15 Question: During the site visit it has been pointed out to the VA representatives that they are behind in the version of Software House software they are running. Their current version is 2.3, and the newest version is 2.7. Please confirm that No upgrade of software will be done during this install?

Answer: The VA has pushed an upgrade to the access controls security system, and we are now using version 2.7. No upgrades are required with this solicitation.

Q&A No.16 Question: It appears conduit and junction boxes for locations of card access and video, where needed, were already installed. Please confirm that we do not need to include them in the bid proposal?

Answer: As stated in 5.2.2: All electrical boxes remain as indicated on the drawings. The installation may require installing electrical boxes and wiring in the walls or installing surface mount electrical boxes and cable track. Installation in the walls is the preferred method of installation where feasible.

Q&A No.17 Question: In Section 3.4 it states that the “VHA will furnish the ACS Computer (windows 10), ACSS Software (CCure 9000, Version 2.3) and the Software House iStar Ultra Control Panels”. During the site visit the VA stated that we will need to provide the electronics to fit into the cabinets (for access). Please confirm that the VA will NOT provide the panels, just the cabinets?

Answer: In this statement the word “panel” refers to the cabinets. The VA will only provide the cabinets.

Q&A No.18 Question: In Section 5.2.3.26: Electrical Room #107 NVR Location (20 cameras) it shows the NVR as a 16TB NVR. It also shows an External DVR. Not sure why VA needs an external DVR if they have an NVR.

And it doesn’t specify size of a DVR. Please clarify if VA will still require an external DVR. If so, what size?

Answer: Yes, external DVR is required. DVR storage size is 1TB.

Q&A No.19 Question: In the same section as above, the title states (20 cameras). Then in body of that section, it states (21) IP Camera Licenses. The total count of cameras is 29. We assume we should provide 29 licenses for cameras, please confirm.

Answer: The total count for cameras is 29. The 20 is a typo.

Q&A No.20 Question: Please clarify if the contractor will be responsible to provide additional cabinet(s) on each floor and any power supply that may not fit in the exiting cabinets if necessary?

Answer: If the existing cabinets will not accommodate the panels/power supplies/batteries, provide additional cabinets.

Q&A No.21 Question: Please clarify / confirm that all cameras and doors on the second floor need to be connected to room 107 on the first floor? There is IT closet 208 on the second floor the has controllers and POE switches called for. It would make sense to connect all equipment on the second floor to 208 instead of 107?

Answer: Equipment installed on the 2nd floor will connect in room 208.

Q&A No.22 Question: Can you please clarify if the contractor will be responsible to provide the locking hardware? If yes, please provide the model number.

Answer: The Exit Device Panic Bar is provided by the construction contractor, not through this solicitation.
