About this file
This document contains responses to follow up questions on a solicitation for construction services. The solicitation is for a project to construct a new radiology suite with a CT scanner and x-ray rooms in the emergency department at a Veterans Affairs medical center. The responses provide clarification on asbestos abatement, material colors and grades, commissioning requirements, existing IT infrastructure, radiation shielding reports, and delivery schedules. Offerors are encouraged to register on beta.sam.gov for amendment notifications. The construction work must be completed within 180 calendar days of receiving the notice to proceed. The project value is estimated between $1 million to $2 million, and offerors must meet small business size standards and SDVOSB goals.

RFI – 36C25821B0002
Follow up Questions and Approved by CO to Answer
1. The VA response to RFI Q#1 was: “ANSWER: Currently the area within the scope of work has been previously abated. The VA cannot completely confirm that there is zero presence of asbestos in the area, but the facility can provide the latest asbestos report upon award which provides the most up to date areas of known asbestos in the region and abated areas in the construction boundaries. Upon award should the contactor locate any unforeseen asbestos the findings will be reported to the COR for a corrective action plan to proceed.”
FOLLOW UP QUESTION: The VA did not supply the mentioned Asbestos Report nor clarify if any discovered asbestos will be treated as a differing condition. Will the VA provide the referenced Hazardous Material Survey for the area of the project and confirm that any discovered ACM will be dealt with via contract modification?
ANSWER TO FOLLOW UP QUESTION #1: Lead and Asbestos areas are shown in the attached two drawings.
Most of these areas were previously abated, but do not assume this to be fully completed. These areas may require abatement and a prudent, prospective bidder should incorporate some abatement costs. Any other areas, not shown on these drawings, will be considered unforeseen site conditions. Unforeseen site conditions need to be addressed during construction through an RFI to the Contracting Officer to decide how we will proceed.
2. The VA response to RFI Q#3 (and Q#13 & Q#24) was “ANSWER: The colors for all of the finished materials shall be selected once the contract is awarded and the material submittals are made by the contractor.”
FOLLOW UP QUESTION: The color grades of materials impact the price of those materials. If the VA does not wish to select material grades and colors, for bidding purposes, will the VA acknowledge that all material grades and colors are “Group 1” for bidding purposes and any upgrades will be handled as a modification?
ANSWER TO FOLLOW UP QUESTIONS #3, #13, AND #24: Paint finishes are specified in specs section 09 91 00. In addition, see screenshot from VALL interior finishes schedule:
3. The VA response to RFI Q#11 states: “ANSWER: All commissioning related items will be conducted as noted by the contract documents. Testing laboratory services are not relevant to this project. All equipment, materials, and items should however be in accordance with the governing body of that said item.”
FOLLOW UP QUESTION: A) Specification Section 01 91 00 – General Commissioning was not provided, although it is referenced in several other Sections. If Commissioning is required, will the VA A/E provide Section 01 91 00? B) The VA states Material Testing is not required for this project. However, Drawing Sheet S100 and Specification Section 01 45 29 both require Material Testing or Special Inspections for anchors, structural steel, reinforcing, and concrete. Will the VA confirm that they are cancelling the Structural Engineers requirements for this type of Quality Control and Testing?
ANSWER TO FOLLOW UP QUESTION #11: Commissioning spec 01 91 00 attached.
No, VA will not confirm portion B of this question. Structural engineer requirement is not cancelled.
4. The VA response to RFI Q# 15 states: “ANSWER: The VA shall clarify the capacity of the communications racks and cabinets.”
FOLLOW UP QUESTION: This does not answer the original question of whether the existing communications racks and cabinets will suffice or whether any new racks or cabinets will be required? How would the VA like us to bid this issue?
ANSWER TO FOLLOW UP QUESTION FOR #15: Bid this issue based on the site visit, drawings, and specifications. Plan to provide one new standard, two pole rack with patch panel and no cabinet.
Provide patch panels conforming to EIA/ECA 310-E dimensions and suitable for mounting in standard equipment racks, with 48 RJ45 jacks aligned in two horizontal rows per panel. Provide RJ45 jacks of modular design and capable of accepting and functioning with other modular (i.e. RJ11) plugs without damaging jack.
5. The VA response to RFI Q#25 states “ANSWER: Refer to Item 13 above.”
FOLLOW UP QUESTION: Question #13 has to do with the VA providing all finishes upon award and not whether the referenced flooring needs to be lead-lined for radiation protection. Will the VA re-visit this question and provide a response?
ANSWER TO FOLLOW UP QUESTION #25: If the drawings do not show it as lead lined, then submit all proposals based on that consideration.
Refer to the physicist’s report that has been issued for the project.
6. The VA response to RFI Q#26 regarding the roof warranty was: “ANSWER: The VA shall provide any available information on the existing roof warranty and contact information once the contract has been awarded.”
FOLLOW UP QUESTION: This response makes it nearly impossible for a prime contractor to provide a responsible price for the roof work portion of the project without knowing what company or group holds the warranty. Will the VA provide this requested information or establish a budget allowance for the roofing work?
ANSWER TO FOLLOW UP QUESTION #26: Assume no warranty.
7. The VA response to RFI Q#27, which requested Specifications for the Nurse Call, Fire Alarm, and PA System was answered with: “ANSWER: These will be provided upon award.”
FOLLOW UP QUESTION: This response will not afford the VA with a fair and equitable bidding process and could result in major contract modifications after award. Will the VA either provide the requested Specifications or possibly remove this work and award it in a subsequent contract?
ANSWER TO FOLLOW UP QUESTION #27: Nurse call is to be installed through TRL Systems. Fire Alarm is to be installed by Apple Valley. PA System can be installed by any low voltage subcontractor if required.
Otherwise, all installation will be in accordance with contract drawings and specifications.
8. The VA response to RFI Q#29 was: “ANSWER: The VA shall provide the shielding report to the bidders.”
FOLLOW UP QUESTION: The Physicists Report was not provided and is necessary for an accurate bid. Will the VA provide the Physicists Shielding Report in a subsequent Amendment?
FOLLOW UP TO QUESTION #29: See Attached
9. FOLLOW UP QUESTION: RFI response nos. 1, 13, 24, 26, and 27 posted on 3/11/2021 say that the information will be provided upon award.
· But the requested information may affect estimate of the project cost.
· Please provide the information in order for contractors to make correct estimates.
ANSWER TO FOLLOW UP QUESTION: See above for follow up answers for 1, 13, 24, 26, and 27.
