Number Question / Answer

11. What will the award of the project be based on? Will it be based on Attachment 5, CLIN 1 only? Or will it be based on the total of all IT closets as shown on Solicitation, B1, page 6 of 42?

a. The award of the project will be based on the instructions listed in the IFB solicitation. Additionally, basis of award will be dependent on the amount of funds available for the project. Bids will be evaluated on Grand Total amount and Additive Alternatives per VAAR 836.580. For instance, if the bids received exceed the availability of funds then the individual CLINS, beginning with CLIN 01, will be added until the Offer with the lowest aggregate amount for the first or base line item, plus (in the order stated in the list of priorities in the bid schedule).

12. Will the VA be performing any of the inspections? In particular, if the GC is using 3rd party inspections, then if the 3rd party approves, then can the VA override the 3rd party approval?

a. The VA will not be performing third-party inspections. VA will not be responsible for inspections but has the option to override 3rd party inspector in certain cases.

VA- IT Department will be present during inspection and VA COR will be notified on inspection dates & times to be present and coordinate with VA-IT.

13. After third party inspection approval, if the VA requires reinspection or retesting, will this work be compensated as additional work to the contract?

a. All inspections shall be approved by the VA. Contractor shall ensure all work meets VA requirements. Any re-inspections, re-testing and work performed to correct deficiencies to the satisfaction of the VA shall be part of the Base Bid. If the third party believes they have tested per required testing in accordance with the guidelines stipulated by the governing agencies and the VA specification requirements there should be no need for the VA to request anything additional but if the Third party deems a reinspection etc. this cost will not be added to the contract.

14. When is the anticipated award of the project?

a. Prior to end of Fiscal Year. Once an apparent low bidder is determined responsible and the price is reasonable.

a. Yes

16. Sheet IN-101 Detail D7 please provide the location of the electric strike.

a. Install electric strike on inactive leaf.

17. The drawings call for comprehensive third-party inspections, testing, and written reports.

18. For piping that we are tying into, can we figure when there is asbestos wrapped pipes that glove-bag processes are to be utilized?

a. This statement certifies no Lead/ACM materials were included in the design. The existing buildings contain ACM that must be abated where it occurs in the Area of Work for this contract. See Specification Section 01 00 00 Appendix B for estimated ACM quantities and locations.

Warranty shall begin at the time of VA's written acceptance of commissioning reports for the entire project. Contractor shall comply with Specification Section 01 91 00 including all Warranty Phase commissioning requirements.

26. Specification 06 20 00 Paragraph 1.1A.1. The plans call for plywood to be installed in the IT closets as 3/4" thickness. The referenced spec paragraph call out the plywood to be 1". 1" fire retardant plywood is not readily available. Please clarify if 3/4" plywood will be acceptable.

36. According to Drawings G-001 A. PROJECT SCOPE OF WORK for each building “ Scope will include re-pulling data drops associated with relocated equipment racks and the termination of optical fiber and all wire management is included in the scope of work” The question is; If the rack is relocated does that mean that all cabling within that rack will need to be re-pulled regardless of if the existing cables are long enough to be relocated.

a. Existing cabling and drop locations will remain. Contractor shall retain and intercept existing cabling and route to the new location indicated. This response applies to all Buildings where the IT Closet is being moved from its existing location.

37. Will the replacement of cable be reinstalled at the existing classification such as if is an existing Category 5e cable is to be replaced will it be replaced with a Category 5e cable or will these cables be required to be replaced with a category 6 or 6A cable in order to bring the cabling up to the current standard?

All TCOs shall utilize 6 ports (Data 1, Data 2, Data 3, Phone 1, future LC optical fiber and future F coax). I do not see this requirement being called for anywhere on the drawings. Please clarify in what building(s) and how many in each building of this outlet type will be installed?

a. New telecom outlets are being provided inside TR spaces as shown on the drawings. Telecom outlets serving other spaces in each building shall remain and be reused.

41. In the Memorandum dated July 14, 2020 under the Telephone and Data System considerations third paragraph it states Telecommunication outlet data cabling within this project area will be served from an existing TR located on the second floor and fourth paragraph it states Telecommunication outlet voice cabling within the project area will be served from the existing Telecommunications closed located on the ground floor. I do not see this requirement being called for anywhere on the drawings. Please clarify in what building(s) this is applicable?

a. This requirement is not applicable to this project.

42. Since the cable pathways in each building were not assessed it is unclear at this time if cables have slack loops on them to relocate. How many new telecommunications outlets per building and IT closet are we to factor in our pricing if the cabling is not long enough to be relocated to new equipment racks?

a. Cables shall be intercepted, spliced and extended to the new location. Existing cabling will remain. They shall not be re-pulled. New telecom outlets and drops are only provided within each respective TR as shown on the drawings. New outlets shall not be provided in any other locations.

43. Due to the complexity of the telecommunications scope it is recommended that the VA contracts the communications scope of work to a contractor who has a licensed RCDD on staff. This will ensure that all VA standards are adhered to. In addition, an RCDD will ensure that the layout of all the equipment in each IT closet will facilitate present and future needs and will also coordinate with the appropriate disciplines during the build out and reconfiguration of each closet.

a. Licensed BICSI certified RCDD shall be provided by the Contractor and shall be on-site throughout the life of the project to oversee all telecommunications and security scope. Provide resumes for review. Per Specification 28 05 00 Part 1.4.C “Cable installer must have on staff a Registered Communication Distribution Designer (RCDD) certified by Building Industry Consulting Service International. The staff member shall provide consistent oversight of the project cabling throughout design, layout, installation, termination and testing.” Per Specification 01 00 00 Part 1.2 “Contractor shall execute electrical, communications and security systems installations in accordance with BICSI installation standards.”

44. In buildings where the IT closet is changing to a different room, if the fiber and copper backbone feed cables are not long enough to be relocated, can we splice the cables and extend them to the new locations or will they need to be re-pulled back to the feed rack/IT Room? If the cables will need to be repulled, can we please get a as-built diagram of the VA campus copper and fiber backbone system?

a. Where required, cables shall be intercepted, spliced, and extended to the new location. Existing cabling will remain. They shall not be re-pulled.

45. It is unclear from the site visit what cables are active and what cables are no longer in service. Please provide an average amount of category 3/5/5e cables per IT closet and building that we are to remove.

a. Contractor shall remove legacy bix blocks and cat 3 cable, typical each closet.

46. Will the wall mounted recorders for the VA’s cameras system have to be moved from the backboard into the new racks?

a. Yes.

47. In Signal Closet 1076, there is a very large Dukane PA equipment cabinet that may or may not be in use. Can we confirm if this cabinet is active so it can be removed during the project?

a. Equipment shall remain.

48. In the Electrical Room 142 in Building 41 there are approximately 5-6 wall mounted fiber termination boxes on. Do these need to be relocated to the Comm Room next door or will these remain in place?

a. Fiber termination boxes shall remain in place.
