RFP Section B - Statement of Work, first paragraph state that “cleanup, demolition, and abatement and removal shall strip floors bare an limited to areas identified by VA’s Industrial Hygienist & COR”. Will the VA provide the actual VA’s Industrial Hygienist’s report so that the bidders might quantify the actual scope of the demolition and replacement of materials and assemblies for the impacted areas?

mastic Abatement.

011 6 May 2019

In reviewing the documents issued with the RFP, it appears as if the government has issued the original B500 construction as built drawings. It also appears as if the government issued a “summary” level scope of work. Is the government going to issue drawings that actually show where the work is to take place and the extent of the actual demolition and renovation?

Accurate floor plans of where all of the work is to take place would allow all of the bidders to actually bid the same scope of work, or is the government expecting each

All work is in and adjacent to Chase-15 by stairwell #3.

See Drawing for work area.

Everything within the demarked areas is included in the contract and all to be replaced new.

There is floor asbestos mastic adhesive and lead ceramic wall tile.

Due to the sewer pipe spill the marked floor plan is the report and considered contaminated by sewage that must be replaced.

contractor to do their own detailed site investigation and guess at what the government actually wants them to reconstruct?

012 6 May 2019

Are the as built drawings issued the RFP actually most current as built drawings reflecting any number of the changes that have occurred since the drawings were issued in 1974? As an example I was under the impression that the 5th floor north wing was the operating suite, yet the drawings issued show it to be that of an inpatient medical suite

All materials and fixtures to be new in areas marked. See drawings: B500 North Tower Restoration Work 1.

013 6 May 2019

Is this a design build? If it is to be a design build will the government specify how many design submissions, they will want to see and what the governments review time will be for each submission?

This is a Design Bid Build project.

Shop drawing submittal needed before start.

018 6 May 2019

Statement of Work, 3rd paragraph mentions the metal structure’s fireproofing insulation. For bidding purposes, what is the extent of fireproofing removal and replacement on the various floors? Although the VA provided some as-built drawings, the structural drawings depicting the steel requiring fireproofing were not provided. Will the VA provide the as-built structural drawings to assist the Contractors in determining the full scope of the fireproofing work?

During the site visit it was mentioned a few times that the medical gas system piping replacement was to be an option.

I do not see a price schedule for any options. Is there a bid option?

If yes please provide a price schedule listing the bid option and provide a detailed scope describing the option work.

No, please read Statement of Work B.1 Introduction.

024 16 May 2019

During the site walk the COR spoke about floor plans that had been highlighted showing the limits of construction. The RFP package downloaded from FBO did not include any floor plans that show the limits of construction. The only plans issued via FBO are the original scanned copies of the "as built" drawings of Building 500. Please

Please see drawings: B500 North Tower Restoration Work 1 issue the drawings that actually show the limits of construction and the work that we are to bid on.

025 16 May 2019

Par. B.1 says the contractor is to "eliminate subsequent contamination. Cleanup, demolition, abatement and removal shall strip floors bare and limited to areas identified by VA’s Industrial Hygienist (IH) & COR" this statement appears to indicate that there is a detailed 026 report that clearly identifies the actual scope of work. In reviewing the RFP we don't find anything that details the scope of work. Can the government please provide some documentation that tells us what to bid. We need a floor plan of each area that shows the work to be performed or a report that tells us what and how much needs to be replaced in each room on each floor. At minimum we need scalable floor plans that have the correct room numbers of the rooms we are to repair and renovate.

See Drawing for work area.

Everything within the demarked areas is included in the contract and all to be replaced new.

There is asbestos mastic adhesive and lead ceramic wall tile.

Due to the sewage spill the marked floor plan is the report and considered contaminated.

026 16 May 2019

Par. B.1 says the contractor is to "Provide and install patient’s lockers to replace existing Quad-metal units 12” W x 72” H x24” D per division". During the site walk we were not shown where these lockers go and the RFP does not include a plan that shows where they go and the RFP does not include a specification describing what/how the lockers are to be constructed. Can the VA provide a plan showing where the lockers are to be installed and provide a specification or a basis of design for the lockers?

Room 4061, 3040

027 16 May 2019

Par. B.5 says that the "Contractor shall preset an acceptable schedule and phased solution prior to start of work" in order to provide a schedule and to accurately bid the job, we need to know if we are going to be allowed to shut of all utilizes in the pipe basement, demo out all of the system and then work all of the systems from top to bottom or are we going to be limited to returning each utility to fully functioning after every shift, or are we going to have to run all new systems and only shut the systems down long enough to tie in each floor and then demo out all of the old systems? In other words we need to know how the VA expects the contractor to perform the work.

Some of the utility work will be scheduled off hours and weekends to minimize impact of patient’s services.

It is required to have systems up during Construction. It will require removal of un-used 8” Sprinkler Riser before installing other piping.

028 16 May 2019

During the site visit it was mentioned that we are not to replace the blue drain pipe, will the VA please confirm that we are to replace all utility piping in the utility chase, except for the blue chemical resistant drain pipe?

Yes, Confirmed the blue sewer pipe will remain in place.

029 16 May 2019

Is there a hazardous material survey for all of the areas we will be working in, assuming there is one, will the VA please provide it?

If one is not available are we to test all materials and any hazardous materials found will be treated as a change condition and handled via a modification?

It’s considered all hazardous materials because of the pipe break within the outlined areas Please see drawing There is asbestos mastic adhesive and lead ceramic wall tile.

030 16 May 2019

Considering there is not any actual plans, can the VA provide a list of rooms that we will be performing work within?

Yes, Please see drawings: B500

031 16 May 2019 What is the fire rating of the existing fire proofing that our new

It’s a Two (2) hour fire rating which the contractor is to match.

fire proofing is to meet/match. Is it 1 hour or 2 hour or something different?

(See Fire safety Study of Building 500)

032 16 May 2019

During the site visit we noticed that some rooms had all of the walls stripped down to the stud, and it appeared as if there were rough in for plumbing fixtures but the fixtures were missing. For plumbing situation where the fixtures have been removed or will need to be removed are we going to reinstall the existing or provide new fixtures? If we are to provide new will the VA please provide a specification of manufacture and model for each plumbing fixture that is to be installed?

drawings: B500 North Tower Restoration Work 1

033 16 May 2019

When you have a room that has ceramic tile on the walls left untouch and only one wall has been removed, are we to replace all of the walls tile or just the wall that has been removed? Will the VA please provide a plan or schedule that shows exactly what finishes will be installed in each room covered by the scope of work? We need to know by what is to be installed on the floors, walls and ceilings for each room we are to working? We need this because many rooms either have no finishes on them or no walls at all.
