Solicitation is amended as per following pages to provide schedule change, correction to design submissions, RFI answers, project data in the form of available drawings of the project space, and other items. An updated wage rate is provided. The bid due date has been extended to Monday, August 27, 2018, at 2:00 p.m. local time. - end-
Susan Pentz Contracting Officer
Solicitation is amended as follows:
Schedule changes –
1. Design submittal schedule – the first submittal due (35% i.e., Schematics/Part A) performance period is changed from 14 calendar days after notice to proceed (NTP) to 14 calendar days after equipment submittal approval.
2. The equipment submittal is due 14 calendar days after the NTP. VA review will take 14 calendar days.
3. Total contract period is changed to 178 calendars days comprised of the following:
a. Preconstruction period (126 calendar days), which includes equipment lead time and 63 calendar days for design per design submittal schedule in the scope of work. This anticipates time for issues that may come up during design that would necessitate additional VA design questions, review, and/or approval. Contractor will provide VA at least 30 calendar days notice prior to anticipated start of construction for VA approval. OR scheduling will be anticipating the 126 calendar day schedule and changes might not be approved. A construction schedule is also due at this time.
b. Construction period (52 calendar days), which includes 3 calendar days between phases for VA to use for project handling and room preparation.
Design submission changes – There are three design submissions as indicated in the design submittal schedule. Page 6 of the scope of work is changed from:
“Attend site walks necessary to provide 30%, 60%, 90%, and 100% drawing packages.”, and “Attend meetings for 30%, 60%, 90%, and 100% drawing reviews.”
to now read:
“Attend site walks necessary to provide 35%, 65%, and 100% drawing packages.”, and “Attend meetings for 35%, 65%, and 100% drawing reviews.”
Personal Protective Equipment – Contractor shall provide their own personal protective equipment (PPE) (e.g., coveralls) to access the OR area. The PPE shall comply with the VA standards for use inside the OR sterile area, including but not limited to “bunny suits”, shoe covers, and hair covers. If the contractor’s or their subcontractors’ employees exit the OR sterile areas, they shall have to put on fresh/new PPE before coming back into the OR sterile area.
Sterile areas – Contractor and subcontractors shall deliver all materials and tools, and perform any work that causes noise, smell, and/or vibration after-hours (usually from 7:00 p.m. until 5:00 a.m. on weekdays and all day on Saturday, Sunday, and federal holidays). All efforts shall be made to ensure that foot traffic through the area is minimized during the OR working hours. The contractor should plan so their impact on the OR areas are minimized. The sterile areas will be respected at all times and interference with patient care is not allowed. The VA reserves the right to suspend work in case of emergency and/or when contractor’s or subcontractors’ work impacts patient care operations.
Wage Rate – an updated wage rate is attached and replaces the one previously provided.
