About this file
This is Amendment 0002 to a Request for Quote (RFQ) for housekeeping services at the Northern Texas Fisher House operated by the Department of Veterans Affairs, Network Contracting Office 17, located at 4500 S. Lancaster Road, Dallas, TX 75216. The quote deadline is October 28, 2026, at 2:00 PM CDT, and the contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under VAAR 852.219-75. The amendment corrects administrative errors in the original solicitation, establishes a three-page limit for the Technical Capability Statement (with required forms, pricing, and certifications not counting toward the limit), incorporates the October 13, 2026 site visit sign-in sheet, and publishes consolidated government responses to 54 vendor questions. Electronic signatures are acceptable, and email submissions should not exceed 20MB.
The scope encompasses housekeeping services for 16,800 square feet across two buildings: the main Fisher House facility and a detached garage/media room (900 SF and 560 SF respectively), with an anticipated average length of stay of 3.0 days and 65% occupancy rate. The contractor must provide toilet paper, paper towels, facial tissue, liquid hand soap, and trash liners; furnish or replace light bulbs; perform daily housekeeping with two 7-hour shifts and no rotating staff requirements; complete room turnovers within 24–48 hours; conduct quarterly performance meetings (preferably via Teams); and correct deficiencies within 24 hours of written notification. Government-furnished property includes the Clorox Total 360 sprayer with disinfectant solution, keys, wall-mounted sanitizers, pest control, laundry services, and equipment such as HEPA vacuums and housekeeping carts. The contractor must perform background checks and provide photo ID badges for all employees but is not required to obtain DOD security clearances or PIV credentials. Wage Determination WD 2015-5227 (Dallas) applies, and cleaning supplies are classified as Other Direct Costs that do not count toward the 50% SDVOSB subcontracting limitation.
