About this file

This document is a Performance Management and Quality Assurance section outlining the performance standards and surveillance methods for preventive and corrective maintenance services for ice machines under a federal contract.

The contractor must meet 12 key performance objectives with specified acceptable quality levels and surveillance methods monitored by the Contracting Officer's Representative (COR). Critical deadlines include submitting a PM schedule within 7 calendar days of award and achieving full mobilization within 14 calendar days. Initial preventive maintenance must be completed on all accessible covered units within 45 calendar days of award at a 100% acceptable quality level. Quarterly PM completion requires 98% of scheduled preventive maintenance tasks to be finished within the assigned quarter, including recorded pressures, amp draws, production readings, water quality results, and written condition assessments. Emergency response for units affecting patient care requires on-site arrival within 4 hours (100% compliance), priority response within 24 hours (95% compliance), and routine response within 72 hours (95% compliance). Unit repairs must be completed and restored to full operation within 5 business days of initial response or an approved parts-delay notice submitted, with 95% compliance required. Documentation standards require 98% of reports submitted in PDF format by email to the COR, M&O Chief, and Chief Engineer with service stickers applied at every visit. Additional performance requirements include quarterly tracking of cumulative repair parts costs with COR notification at 75% of the annual not-to-exceed limit, 100% compliance on inventory reporting of unlisted Government-owned ice machines within 5 business days of discovery, zero findings for sanitation and safety violations, and 95% monthly fleet uptime for equipment availability. The contractor must maintain a Quality Control Plan available upon COR request describing how these standards will be met.
