About this file

This document is a Question and Answer clarification issued by the Department of Veterans Affairs for Project 549A-SL-506, Replace Heat Exchanger Bonham. The clarifications address two original RFI questions and multiple follow-up questions regarding temporary hot water systems and work scheduling requirements for the heat exchanger replacement project across four buildings (Buildings 1, 2, 24, and 29).

Regarding temporary hot water systems, the VA confirms that temporary solutions are required for all four buildings during the replacement process. The VA will not provide temporary hot water systems; contractors must procure and install these independently. Mobile heat exchanger capacity requirements are 38 gallons per minute for Buildings 1, 2, and 29, and 75 gallons per minute for Building 24. Staging distances for mobile heat exchangers are approximately 30 feet of hose for Building 1 and approximately 100 feet for Buildings 2, 24, and 29. Contractors must provide temporary fencing around the staging areas to protect the temporary water heaters from vehicular and pedestrian traffic. Regarding tie-in requirements for connecting to building systems, the VA indicates that detailed information can be obtained through thorough attendance at a previously conducted site visit. For work scheduling, the VA clarifies that evening and weekend work should not be necessary with proper installation of temporary solutions, and work is expected to be performed during normal business hours as outlined in the original Statement of Work.

Answer: Yes, Required for all 4 buildings, 1, 2,24 and 29

Follow Up Questions

13a. The answer to this question is not clear on who is providing temporary hot water to each of the two buildings. Can the VA provide that?

Answer: VA will not provide temporary solutions. Thorough attendance at the previously provided site visit eliminates the exact question required to determine who would provide hot water.

Answer: 38gpm for buildings 1,2,29 and 75gpm for building 24.

13c. How far is the distance between where the mobile heat exchanger will be allowed to be staged and the building?

Answer: Building 1 approximately 30ft of hose from heat exchanger to connection area, approximately 100 ft of hosing for the remaining building, 2,24 and 29.

13d. What will the requirements be for tying into the building?

Answer: Thorough attendance at the previously provided site visit eliminates the exact question required to determine what the requirements would be for tying into the building.

13e. Will the staging area at each building need to have construction fencing to keep out vehicle or pedestrian traffic.

Answer: Temporary fencing will be required for the temporary water heaters.

Original Question
