About this file

This is a Questions and Answers document for federal contract solicitation 36C625726R0058, issued March 17, 2026, addressing Project 549A-SL-506 for the replacement of heat exchangers at a VA Bonham facility.

The project involves replacing heat exchangers in Buildings #1, #2, #24, and #29 to supply domestic hot water to bathrooms, showers, and kitchen facilities. Key technical requirements include: all new fittings and components must be cast steel or forged steel (per VHA Directive 1810) to comply with medium-pressure steam system standards at 15 psig; Bell & Gossett pumps operate at 30 psi; 120V electrical power is available at control valve locations; new control panels, sensors, and temperature controls must integrate with the Building Automation System (BAS) using BACnet communication with temperature point monitoring; and all new valves, including pressure reducing valve (PRV) assemblies, are required. Contractors must develop contract-specific Quality Assurance/Quality Control Plans and Safety Plans (including APP, AHAs, and JHAs), provide shop drawings for review, and perform commissioning and testing of control valves and system operation. Work must be coordinated with the Contracting Officer's Representative (COR) and Project Manager (PM), with shutdown windows to be determined collaboratively. Evening and weekend work is required to minimize disruptions to patient care operations; Buildings #24 and #29 require 24/7 hot water availability. Temporary hot water systems are required for inpatient facilities (DOM and CLC). A crane lift plan is required for Building #29 equipment installation. Hazardous material testing has not been completed. The Buy American Act (FAR 52.225-9) and liquidated damages (FAR 52.211.12) apply to the contract.
