About this file

This is a Consolidated Request for Information (RFI) containing 46 questions and answers regarding Project 674-23-255, an Improve RO-DI (Reverse Osmosis Deionization) Recirculation project at a Department of Veterans Affairs facility. The RFI clarifies technical, scheduling, contractual, and operational requirements for bidders.

Key project requirements include: all work must be performed during weekend and night hours (Friday 5:00 PM through Sunday 8:00 AM) with possible exceptions requiring Contracting Officer/Contracting Officer's Representative approval; temporary construction barriers must meet Class IV requirements per specifications and VA Infection Control and Risk Assessment (ICRA) Level 4 standards; each containment area requires negative air pressure with respect to non-work areas, with VA infection control determining exhaust routing; new finished flooring must match existing flooring in areas where flooring is demolished; the carbon fiber reinforcement basis of design has a dry thickness less than 0.5mm with negligible height differences; UV system specifications include 40 mJ/cm² at 7 GPM for loop 1 and 30 mJ/cm² at 146 GPM for loop 2, with duplex redundancy for loop 2 and simplex for loop 1; and independent testing demonstrating compliance with AAMI TIR34 water quality standards is required. The contractor is responsible for providing and paying for carbon fiber manufacturer inspection, commissioning agent services, testing and laboratory services, temporary office/trailer space, and all materials and labor associated with premium time, facility access coordination, and security requirements. Warranty requirements specify one-year labor and construction coverage commencing at government acceptance, with equipment and materials covered under manufacturer's warranty for three years. The contract is firm-fixed-price with no Economic Price Adjustment clause; the 180-day period of performance will not be extended; Texas sales tax exemption applies to materials incorporated into VA real property; and payment for materials is issued only after installation. Contractor badging will not require PIV access, and all submittals and project communications must be submitted via email as the VA blocks third-party platforms like Procore.

Consolidated Request for Information (RFI) for 674-23-255 M Improve RO-DI Recirculation

1Q.DO all of the temporary construction barriers have to be hard walls?
1A.Temporary construction barriers shall meet the requirements of Class IV as per Section 01 00 00, 01 00 01 and the VA ICRA form.
2Q.Will each phase have a place to install air scrubbers to achieve negative air pressure?
2A.Each containment area requires negative pressure with respect to the non-work area. VA infection control to advise if negative air must be routed to outside or can be exhausted into non-work area through HEPA filter
3Q.If there is no place to tie into for negative pressure, what will be acceptable for scrubbing the air?
3A.Each containment area requires negative pressure with respect to the non-work area. VA infection control to advise if negative air must be routed to outside or can be exhausted into non-work area through HEPA filter
4Q.If work is not complete before 8:00am Sunday, will the temporary construction barriers have to be removed and then reinstalled for work to finish on a different weekend?
4A.No, barriers are to remain in place for the duration of the period of work in the space.
5Q.Sheet AD112 shows to demo flooring as required and this appears to be a breakroom.
5QA.A. The floor plan sheets do not show any new flooring. If new flooring is required once the reinforcing is installed, this will change the height of on the slab in between the new and existing flooring. What will be the extent of flooring demo and new flooring installation?
5AA.In areas of demolished flooring, new finished flooring is to be installed to match existing. The basis of design for the high strength unidirectional carbon fiber fabric reinforcement has a dry thickness of less than 0.5mm so height difference of existing and new flooring will be negligible.
5QB.B. If new flooring is required, can the VA provide the product information and square footage?
5AB.VA can provide product information of existing flooring.
5QCC. Will the reinforcing product be capable per the manufacturer to receive flooring installation on top of it and what are those requirements?
5AC.The basis of design for the high strength unidirectional carbon fiber fabric reinforcement has a dry thickness of less than 0.5mm so height difference of existing and new flooring will be negligible.
6Q.The drawings call out to tie into the BAS but do not show where existing or new connections are located. Can the VA provide this information?
6A.Intent is for BACnet connection to RO/DI system controls for monitoring in BAS. There are existing BAS control panels in mech room 1C28
7Q.Sheet EP111 does not show where the existing fire alarm box is needed to relocate. Does the contractor need to find an acceptable place close to the air compressor or will the VA provide the new location?
7A.The contractor will need to coordinate with the manufacturer to find an acceptable location.
8Q.Sheet E-001 has general notes for lighting but there are no lighting plans and the reflected ceiling plans do not show any lighting as well. Is there any existing or new lighting changes required for this project?
8A.The lights are standard on sheet E-001. There are not lights in the project.
9Q.Sheet P-001 calls out to provide temporary heat detection and refers to the specs for requirements but there is no specific information on heat detection requirements. Can the VA provide what is expected?
9A.VA to provide site specs for temporary FA
10Q.Can the VA provide a list of each scope that requires shop drawings?
10A.New plumbing piping and equipment at a minimum require shop drawings coordinated with other trades in the layout area.
11Q.Once the new connections are made to each piece of equipment listed on PQ601, will it be required for the contractor to have each piece of equipment re-certified or will the VA do that? Will this also apply to the air compressors that relocate?
11A.Install and certify lab compressor system as a category 3 system per NFPA 99. VA to advise on SPS equipment.
