About this file
This document is Amendment 0001 to Solicitation 36C25726Q0376, issued by the Department of Veterans Affairs Network Contracting Office 17 on April 7, 2026. The amendment provides responses to 51 vendor questions regarding HVAC maintenance services at three VA locations (Dallas, Herzog, and Grand Prairie) and incorporates the site visit sign-in sheet.
The solicitation requires preventive maintenance (PM) services for air handler units (AHUs) at three separate facilities. Site visits were conducted on April 14-15, 2026, covering all locations. The contract is for services only and includes a base year with option years. Corrective and emergency repairs are established as a single annual not-to-exceed (NTE) amount of $200,000 per contract year, with the Contracting Officer determining when parts fall outside PM scope. The contractor must provide all maintenance materials, filters, and consumables; develop a new PM program/process; maintain detailed maintenance logs submitted within three working days of completion; and ensure crew leads are NATE certified for PM work while all technicians require NATE certification for troubleshooting and repairs. Badging will be provided for facility access, and coil cleaning is typically performed after-hours to minimize disruption. The project is tax-exempt, not subject to Davis-Bacon Act rates, and governed by Service Contract Labor Standards (SCA) wage determination 2015-5227. This is a service contract under VAAR 852.219-75, limiting non-SDVOSB subcontractor payments to no more than 50% of government-paid amounts. All other terms and conditions from the original solicitation remain unchanged.

Dallas, Herzog, Grand Prairie HVAC Maintenance Questions
1. The solicitation identifies three separate locations as the place of performance; however, only one site walkthrough was conducted. Please confirm whether services will be required at all three locations and whether additional walkthroughs will be scheduled for the Grand Prairie and Dallas sites, similar to the walkthrough conducted at the Herzog location.
Government Response: Site visits were conducted on April 14-15, 2026 and covered all locations identified in the SOW.
2. If additional walkthroughs are not scheduled for the Grand Prairie and Dallas sites, are contractors expected to bid with Herzog as a reference for the layout and requirements for the other 2 sites?
Government Response: Offerors shall refer to the SOW, as site visits were conducted for all locations.
3. Is there an incumbent contractor for this requirement? If so, please provide the previous award details, including scope and contract value if available.
Government Response: There is not an incumbent contractor.
4. In Exhibit A, the table includes redacted or blacked-out cells under “Unit ID,” while other fields such as “Filter Quantity,” “Filter Size,” and “Filter Type” remain visible. Please confirm whether the units associated with the redacted “Unit ID” fields are within scope and require servicing, and whether the listed filter quantities, sizes, and types should be included in our pricing.
Government Response: the blacked out boxes under “Unit ID” the information in the on the row associated with this box is referencing the Unit ID above.
Ex. All information on the second row applies to AHU 34.
5. During the walkthrough, chillers were mentioned; however, the solicitation does not reference chiller service or repair. Please confirm whether chillers are included in the scope of work and, if so, provide details on the required services.
Government Response: Chillers are not part of the requirement.
6. Equipment Scope & Accuracy - Can you confirm whether the equipment lists provided in the exhibits are complete and current, and that all listed assets are included within the base preventive maintenance scope?
Government Response: Confirmed.
7. Repair CLIN Administration ($200K Pool) - Can you clarify how the repair CLIN will be administered, including approval process, funding controls, and response expectations for work performed under this pool?
Government Response: If during the PM, or inspection, the contractor identifies a faulty unit, the contractor shall submit the recommendations to the COR along with a quote for approval. If approved, the amount will be deducted from $200k.
8. Reporting & Systems Requirements - What are the required service reporting and documentation standards? Are contractors expected to utilize any VA-specific systems or platforms?
Government Response: Maintenance Log- Contractor shall document all maintenance activities, including dates and tasks performed, to track the history of the air handler’s upkeep. The contractor shall provide maintenance log to the VA on all scheduled & unscheduled Preventive Maintenance. No later than 3 working days from completion of all work.
The Contractor will not have access to VA Systems.
9. On-Site Authority / Coordinator Expectations - Can you clarify expectations for contractor on-site authority, including whether continuous on-site presence is required or if an on-call / responsive model is acceptable?
Government Response: The contractor shall determine the means and method to which they accomplish the work outlined in the Statement of work. There is a portion of the contract for repairs and emergency repairs.
10. Access & Operational Constraints - Are there any site-specific access, badging, scheduling, or operational constraints that could impact service delivery across the three locations?
Government Response: Contractors will be issued badges to gain access to the facility.
This will not hinder the commencement of the contract.

13. Scope Clarification – Chillers vs. Air Handlers - Can you confirm whether the scope includes full responsibility for central plant systems (e.g., chillers), or is limited to downstream systems such as air handlers and associated equipment?
Government Response: This contract specified the Air Handler Units only.
14. Additional Expectations - Are there any performance expectations or operational requirements not explicitly outlined in the SOW that would be critical to successful execution of this contract?
Government Response: No, everything required for this requirement is in the SOW.
