STX Move and Storage Questions
1. We are currently reviewing the solicitation and had a quick question regarding CLIN 0002.
Could you please provide a bit more insight into what a typical “job” looks like under this item?
For example, are most jobs expected to be a few hours or closer to a full workday, what kind of crew size is typically needed, and whether the majority of the work consists of smaller relocations or larger moves.
Any general guidance would be helpful so we can make sure we’re pricing this appropriately.
Government Response: Please see the estimated workload provided in the solicitation.
2. What problem is this contract primarily designed to solve, beyond what's stated in the draft PWS?
Government Response: The contract addresses the need for consistent, reliable movement, storage, and installation support for furnishings and equipment across STVHCS facilities. All objectives are stated in the Statement of Objectives (SOO).
3. Is there a previous incumbent for this requirement? What were the most significant performance issues with the incumbent (if applicable)?
Government Response: There is no current incumbent. This is a new contract requirement.
4. Are there any local vendors or preferred businesses that may be considered or recommended?
Government Response: All eligible vendors are considered equally. There are no preferred contractors.
5. Are any scope changes or option year modifications anticipated?
Government Response: The Government does not anticipate scope or option-year modifications.
6. What security clearance levels are required, and are there facility clearance requirements?
Government Response: All contractor personnel must obtain the contactor badges required to access VA facilities. Requirements for contractor badges are documented solicitation.
7. Outside of what the solicitation states, will the government provide any other Government- Furnished Equipment (GFE) or Government-Furnished Information (GFI)?
Government Response: Beyond space plans, drawings, and move directions, the Government does not provide equipment, tools, or vehicles.
8. What are the key performance indicators the COR will use to evaluate contractor performance?
Government Response: The performance requirements listed in the SOO.
9. Is the Period of Performance a Base Year + 4 Options, and will all options be exercised based on funding availability?
Government Response: Option exercise is subject to standard considerations, including continued need and funding availability.
10. Could you please provide an inventory list of the items to be moved, relocated, assembled, and/or disassembled?
Government Response: The Government cannot provide a single consolidated inventory because inventory fluctuates.
11. Are there any stairs or steps involved at any of the locations, or are elevators available at all sites?
Government Response: Access conditions vary by location. Many sites have elevators and some sites may involve stairs or steps, but site surveys conducted by the contractor will confirm access constraints prior to each movement.
12. Is this solicitation a recompete for a non-VA capability (current contractor) or is the VA currently doing this work itself and looking to contract it?
Government Response: This is not a recompete. VA is contracting for these services; there is no current incumbent.

Government Response: Not applicable; this is a new requirement.
14. (Reference: Statement of Objectives, Section 1 – Objective; Section 2.4 – Receiving & Warehouse Operations; SF 1449, Block 20 – Schedule of Supplies/Services) The SOO references "current inventory as well as anticipated equipment orders yet to arrive."
a. Can the Government provide an estimate of the current volume of stored inventory (cubic feet or pallet positions) that the contractor will inherit at contract start?
Government Response: The SOO requires a minimum of 10,000 square feet to store furnishings, but the exact volume of items at contract may vary. Current inventory levels will be communicated at transition.
b. Is there a transition-in period during which the contractor will take custody of items currently held by an incumbent or government facility?
Government Response: A transition period will occur to transfer custody of existing items from Government storage.
15. (Reference: Statement of Objectives, Section 2.1 – Storage; Section 5 – Geographic Considerations) The SOO requires a minimum of 10,000 square feet of climate-controlled warehouse space within 25 miles of Audie L. Murphy Memorial Hospital.
a. Will the Government accept a warehouse space secured via lease agreement, or does the offeror need to demonstrate ownership of the facility?
Government Response: A leased warehouse is acceptable as long as it meets all the SOO requirements, including climate control and location parameters.
b. Will the Government conduct a pre-award site inspection of the proposed warehouse?
Government Response: Yes.
16. (Reference: Statement of Objectives, Section 2.1 – Storage) The SOO states government property shall not be stored directly on the floor unless specifically approved.
a. Does the Government have a preferred or required racking/shelving configuration, or does the contractor determine the warehouse layout?
Government Response: The contractor determines the warehouse layout as long as items are stored according to SOO requirements, including avoiding direct floor placement without approval. The items are visible to see and not stack on other items that will cause damage.
b. Can the government provide an estimated number of pallet positions?
Government Response: The Government cannot provide an estimate; inventory varies based on project needs.
c. Will the Government provide a list of specific item types or dimensions to inform rack design?
Government Response: Items include standard medical office furnishings and medical equipment. The contractor should design a flexible storage system meeting general storage needs identified in the SOO.
d. Can the government provide an estimated weight of the average and heaviest item being stored on racks?
Government Response: Estimated weight of 500 lbs to 2,000 lbs for weight capacity.
e. Can the government provide the average size of the items being stored on the racks and the dimensions of the largest item that will need to be stored on the racks?
Government Response: The contractor should design a flexible storage system meeting general storage needs.
f. Will there be items that require specialty storage / racking, such as carpet?
Government Response: Yes, specialty storage/ rack system is needed for carpet, role material and floor tile configuration.
g. Will there be storage of IT equipment? If so, are there any specialty security requirements?
Government Response: No.
h. What are the temperature and humidity limits for the climate control requirements?
Government Response: Climate must be maintained between 68–74 degrees year-round.
i. Does the government require the facility to have fire suppression? If so, does the government require a wet fire suppression system?
Government Response: The contractor should comply with applicable fire and safety codes for Federal requirements, State requirements, Cite/County requirement and VA requirements.
17. (Reference: Statement of Objectives, Section 5 – Geographic Considerations)
a. Does the 25-mile radius requirement apply to the physical location of the warehouse facility only, or does it also apply to the contractor's primary place of business?
Government Response: Requirement applies to the physical warehouse location only, not the contractor’s business office.
18. (Reference: Statement of Objectives, Section 2.2 – Moving & Logistics)
a. How many pallets / parts are required during a typical service request?
Government Response: Quantities vary based on workload. Pre-move surveys define the scope for each job.
b. Will the government provide the design / layout for the move or install?
Government Response: The Government provides space plans, drawings, and move directions.
19. (Reference: Statement of Objectives, Section 2.4 – Receiving & Warehouse Operations;
Statement of Objectives – Locations Table, VA San Antonio Warehouse, 5415 Bandera Rd)
a. Does the Government currently utilize the VA San Antonio Warehouse at 5415 Bandera Road as a government-furnished facility, and will that facility remain available to the contractor during performance?
Government Response: VA’s Bandera Road warehouse is a government facility and is not provided as contractor storage.
b. If so, what is the relationship between the government warehouse and the contractor's required off-site storage facility?
Government Response: N/A
20. (Reference: Statement of Objectives – Locations Table, Victoria Outpatient Clinic, 311 Spring Green Blvd, Victoria, TX; Section B.2 – Price/Cost Schedule, CLINs 0002/1002/2002/3002/4002) The SOO lists the Victoria Outpatient Clinic (approximately 130 miles from San Antonio) as a service location.
a. Will moves to and from the Victoria clinic be treated as standard move operations under the Standard Move Operations CLIN, or will the Government establish a separate mechanism for long-distance transport?
Government Response: Standard Move Operations CLIN.
b. How should offerors account for drive time and fuel costs associated with the Victoria location in their pricing?
Government Response: Offerors should factor mileage and drive time into CLIN 0002 pricing as appropriate.
21. (Reference: Statement of Objectives – Locations Table, Kerrville VA Medical Center, 3600 Memorial Blvd, Kerrville, TX; Section B.2 – Price/Cost Schedule, CLINs 0002/1002/2002/3002/4002) The Kerrville VA Medical Center is approximately 70 miles from San Antonio.
a. Should offerors price travel time and mileage to Kerrville within the Standard Move Operations CLIN, or does the Government intend to issue separate task orders for out-of-area locations?
Government Response: Travel time and mileage should be accounted for in Standard Move Operations unless directed otherwise.
22. (Reference: Section B.2 – Price/Cost Schedule, CLINs 0002/1002/2002/3002/4002 – Standard Move Operations, Unit: JB) The Government estimates 1,440 job-based (JB) units for Standard Move Operations in the base year.
a. Can the Government clarify how a "job" is defined for pricing purposes? Specifically, does a single job represent one service request regardless of size, one truckload, one half-day of crew time, or another unit of measure?
Government Response: A job is a complete service request, varying from small internal moves to full installations. It is not defined by crew size, truckload, or hours for out-of-area locations
b. What is the average historical duration of a standard job?
Government Response: Duration varies. See the solicitation for estimated workload.
23. (Reference: Section B.2 – Price/Cost Schedule, CLINs 0003/1003/2003/3003/4003 – Extended Hours, Weekday Overtime; Statement of Objectives, Section 4 – Hours of Operation; FAR 52.222-41 – Service Contract Labor Standards) The Government estimates 120 hours of Extended Hours (Weekday Overtime) for the base year and states the unit price is fully burdened.
a. Does this represent hours beyond the standard 7:30 AM – 4:00 PM workday for the entire crew, or hours per individual worker?
Government Response: A job is a complete service request, varying from small internal moves to full installations. It is not defined by crew size, truckload, or hours.
b. Is overtime calculated at 1.5x the standard labor rate, or does the Government expect a single fully-burdened flat rate inclusive of any overtime premium?
Government Response: The Government expect a single fully burdened rate inclusive of overtime premium.
c. How does the Government intend for SCA overtime requirements to interact with CLIN x003 pricing?
Government Response: Extended hours represent hours beyond standard duty hours.
Pricing should be fully burdened, including any applicable premiums. The Government does not prescribe rate multipliers; the contractor must comply with Service Contract Labor Standards.
24. (Reference: Section B.2 – Price/Cost Schedule, CLINs 0004/1004/2004/3004/4004 – Weekend Full-Service Operations; Section E.3, Addendum to FAR 52.212-1 – Government-Furnished Information) The Government estimates 12 days of Weekend Full-Service Operations for the base year.
a. Does a "full-service day" require the same crew size and equipment complement as a standard weekday operation (six personnel and two 18-foot box trucks as referenced in the GFI), or does the Government anticipate a different crew configuration for weekend operations?
Government Response: Weekend operations require a crew sized appropriately for the assigned task. The reference to six personnel and two trucks reflects typical requirements but is not always mandatory and can be adjusted depending on assigned task.
25. (Reference: Statement of Objectives, Section 3 – Performance Requirements; Statement of Objectives, Section 4 – Hours of Operation)
a. Does the Government anticipate any blackout periods during which no moves will be scheduled (e.g., federal holidays, Joint Commission inspections, end-of-fiscal-year periods)?
Government Response: There is no blackout periods including federal holidays, base closures, end of fiscal year period, and or restrictions due to Joint Commission inspections.
b. What is the minimum advance notice the Government will provide to the contractor for scheduled move operations?
Government Response: Minimum 1 business day notice before each move.
26. (Reference: Statement of Objectives, Section 2.3 – Workforce & Management) The SOO requires the contractor to provide "an on-site supervisor responsible for overall coordination and execution of all services."
a. Does "on-site" mean the supervisor must be physically present at a VA facility during all hours of operation, or is the supervisor required to be present only during active move operations?
Government Response: Yes, on-site supervisor must be present during move operations and available for coordination.
b. Is the supervisor also required to staff the contractor's warehouse facility when no moves are scheduled?
Government Response: The supervisor does not have to be physically present at the warehouse when no moves are scheduled.
27. (Reference: Statement of Objectives, Section 2.3 – Workforce & Management)
a. Does the VA plan to have a permanent VA representative(s) on site at the contractor’s facility?
Government Response: There is VA personnel access for inspections but not a permanent on-site VA staffing.
b. If so, what does the VA want the contractor to provide for this representative(s) (i.e., an office space, computer, desk, wifi, parking space, etc. Please be specific)?
Government Response: No office space or equipment is required, just available parking area.
28. (Reference: Section E.3, Addendum to FAR 52.212-1 – PIV Badging/Security; FAR Clause 52.204-9 – Personal Identity Verification of Contractor Personnel)
a. What is the current estimated processing timeline for VA contractor SAC/PIV badge issuance at STVHCS?
Government Response: Processing times vary on each personnel; typical timelines will be provided during kickoff meeting.
b. Given the contract Period of Performance begins July 15, 2026, will the Government provide a grace period at contract start during which unbadged contractor employees may perform work under escort, and if so, for how long?
Government Response: No PIV badge grace period during performance beginning stages.
29. (Reference: Section E.3, Addendum to FAR 52.212-1 – PIV Badging/Security; FAR Clause 52.204-9; C.5 – FAR 52.240-91 Security Prohibitions and Exclusions)
a. Will contractor employees require access to any VA information systems (e.g., inventory management platforms, work order systems) in connection with contract performance?
Government Response: No contractor access to VA information systems. Inventory and documentation remain contractor managed with VA viewing capabilities.
b. If so, what system access will be required, and does that access trigger background investigation requirements beyond the standard SAC/PIV?
Government Response: N/A
30. (Reference: Statement of Objectives, Section 6 – Contractor Responsibilities; Section E.3, Addendum to FAR 52.212-1 – Government-Furnished Information) The Government's workload estimate references two 18-foot box trucks as the typical equipment complement.
a. Are contractor-owned trucks required, or will the Government accept leased or rented vehicles?
Government Response: Leased or rented vehicles are acceptable.
b. Does the Government have a minimum payload or lift gate requirement for the trucks?
Government Response: No, however an 18-ft box trucks reflects typical needs to handle up to 3,000 pounds.
31. (Reference: Statement of Objectives, Section 2.3 – Workforce & Management; Section 2.1 – Storage; Section 6 – Contractor Responsibilities) The SOO requires at least one certified forklift operator.
a. Does the Government anticipate forklift operations primarily at the contractor's warehouse facility, at VA facility loading docks, or both?
Government Response: Forklift operations will primarily occur at the contractor’s warehouse. VA dock use may occur depending on location.
b. Does the Government have forklifts at each VA facility, or will the contractor need to bring one for each delivery? Does the Government have a list which identifies what VA facilities have forklifts the contractor can use?
Government Response: The VA facilities will not provide forklifts. Contractors should plan to provide equipment.
c. Are there specific VA facility constraints at any STVHCS locations — such as ceiling heights, door widths, or floor load ratings — that would govern forklift type or size selection?
Government Response: Contractors must verify constraints during pre-move surveys.
32. (Reference: Section E.4 – FAR 52.212-2 Evaluation; Section E.5 – Addendum to FAR 52.212-2 Evaluation) Section E.4 identifies Technical, Price, and Past Performance as evaluation factors, and Section E.5 describes a best value comparative analysis, but neither section assigns relative weights or states the order of importance among factors.
a. Can the Government clarify the relative importance of Technical Capability, Price, and Past Performance in the evaluation? Specifically, is Technical Capability more important than Price, or are they considered approximately equal?
Government Response: Please refer to the Basis for Award for how the comparative analysis is conducted.
33. (Reference: Section E.5 – Addendum to FAR 52.212-2, Paragraph b.3 – Past Performance) Section E.5 states that a lack of past performance will not be considered a negative.
a. Will offerors with documented past performance on similar contracts receive an affirmative advantage in the comparative analysis, or will an offeror with no relevant past performance be evaluated at parity with one carrying strong CPARS ratings on comparable work?
Government Response: Favorable past performance will be evaluated positively compared to no past performance, but lack of past performance is not considered negative.

a. Does the Government intend to conduct clarifications or exchanges with offerors prior to award, or does it plan to make award based on initial quotes without discussions?
Government Response: The Government may award based on initial quotes but reserves the right to conduct clarifications or discussions and establish a competitive range.
b. If discussions are anticipated, will the Government establish a competitive range prior to conducting them?
Government Response: N/A
35. Is there an incumbent or previous award number for reference?
Government Response: None; this is a new requirement for VHASTX facility.
36. Page 7, Section 2.1: Do you have an expected usage/occupancy rate for the warehouse (for example, expected usage of all 10,000sqft)? Approximately how many 3rd party deliveries to the warehouse a week or month?
Government Response: The Movement and Storage SOO require a minimum of 10,000 sq ft.
Delivery volume varies with project schedules; weekly and monthly arrival rates fluctuate.

Page 4; ITEM 0002 (and subsequent years) is for ‘Unit: Job’- can we submit a price range to account for number of people or variance in travel time (for example: 2 vs 6 movers; main building vs outstations that are 2-120 miles away from Audie Murphy MH) Government Response: Pricing must reflect a single unit price per job. A range is not permitted;
offerors must average anticipated conditions into their pricing.
38. Page 25: Does the Government anticipate needing personnel and at least one truck 5 days a week year-round (REF 25-30 service requests per week)? Is there a minimum and maximum order for personnel and trucks?
Government Response: The Government does not guarantee a daily requirement for personnel or trucks. Workload varies (typical 25–30 service requests per week noted in the solicitation but not guaranteed).
39. Page 25: Does the Government require a specific personnel composition (REF typical job is six
(6) personnel)? For example, six movers/drivers and one dedicated supervisor?
Government Response: Crew size must be sufficient for the task. Six personnel is a typical reference but not a mandated composition.
40. Page 25: If the Government requests six personnel and two 18-foot box trucks, would that be all on one location or could the personnel be at two different locations and will there have to be a supervisor at each location? (For example, crew of three movers, one truck, and one supervisor each at locations A and B.)
Government Response: Crews may be deployed at different locations as long as staffing is sufficient and supervision is adequate. A supervisor must be available for each active move site.
