Waco Building 8 Access Questions

Access Control Platform & Hardware Requirements

1. Existing Platform

Please confirm the access control platform currently deployed at CTX VAMC (LenelS2, DSX, Hirsch/Identiv, RS2, Kantech, etc.) that Building 8 must integrate with.

Government Response: CCURE 9000

2. Reader Type Requirement

Should the new readers be standard proximity, iClass SE, HID Signo, PIV/CAC-capable, or OSDP-compatible?

Government Response: PIV Class 200 Bit

3. Approved Manufacturers

Is this project restricted to VA-approved hardware (Mercury/Lenel, LifeSafety Power, HID), and if so, could you provide the approved list?

4. Controller Requirements

Are Mercury-based controllers (LP1501/1502/4502, MR52 boards) required, or will equivalent compatible hardware be accepted?

Door Hardware & Installation Details

5. Door Count & Locations

Please confirm the total number of doors requiring access control and whether a door schedule is available.

Government Response: due to spacing we will need to mount the access control panel in a separate closet that requires a card reader. Total doors 8.

6. Existing Door Hardware

Are existing locks/strikes/exits already electrified, or must the contractor furnish new electrified hardware?

Government Response: contractor must supply

7. Door/Frame Modifications

Are any physical modifications anticipated for door frames or storefront systems? If so, please provide drawings or details.

Government Response: cut in electric strikes

Network, IT, and Cybersecurity

8. Network Drops

Will VA IT provide network drops for controllers, or must the contractor furnish and install them?

Government Response: Drop will need to be ran to adjacent OIT closet, VA will provide switch and port info.

9. IP Addressing & VLAN

Will IP addresses, VLAN assignments, and network configuration be provided by VA IT?

Government Response: Yes this will be provided once the hardware MAC address is given to VA to get hardware on approved access list.

10. Cybersecurity Compliance

Are there additional cybersecurity requirements beyond the standard VA 6500 series, Section 889, and FAR 52.204 clauses?

Government Response: No

Power, Enclosures, and Wiring Infrastructure

11. Power Supply Requirements

Is a LifeSafety Power (LSP) FPO enclosure mandatory, or are equivalent UL 294-listed panels acceptable?

Government Response: UL294 is acceptable

12. Battery Backup

Please confirm the required backup runtime (typically 4 hours). Is a longer duration required for Building 8?

Government Response: standard 4 hrs is acceptable

13. Pathway Requirements

Should the contractor furnish new conduit/J-hooks/EMT, or are pathways already installed?

Testing, Commissioning, and Deliverables

Government Response: New hook where there are none available, otherwise cabling can follow existing pathways.

14. Testing Requirements

Should testing follow 100% point-to-point verification, VA commissioning procedures, and full integration testing?

Government Response: Full testing of all doors with Electronics personnel will be completed prior to acceptance of system.

15. Training Requirements

What level of system training is required for VA personnel?

Government Response: N/A

16. O&M Manual Format

Please confirm required formats and quantities for submittals, as-builts, O&M manuals, and programming documentation.

Government Response: digital or print is fine.

Site Access, Work Hours, and Coordination

17. Work Hours

Will this work require after-hours scheduling or can it be performed during normal business hours?

Government Response: from 8am to 330pm Mon-Friday. If there are circumstances where after hours work must be completed it can be arranged.

18. Badging / Escort Requirements

Will contractor staff require PIV credentials, escort-only access, or fingerprint/background checks?

Government Response: an escort/access will be available/ provided

19. Access Restrictions

Are any areas within Building 8 clinical or administrative spaces that require special scheduling or infection control procedures?

Government Response: No

20. Drawings & Plans

Will the VA be providing floor plans, door schedules, riser diagrams, or existing system maps?

Government Response: Yes

21. Warranty Requirements

Please confirm the required warranty period for equipment and workmanship.

Government Response: 1 Year after acceptance

22. Wage Determination

Will Davis-Bacon wage requirements apply to this contract?

Government Response: The Davis-Bacon Act does not apply because the Service Contract Labor Standards cover this contract.

23. Site Visit

Will a formal site visit be scheduled? If so, please provide date and registration information.

Government Response: Yes, site visit was on November 24, 2025.

24. The Scope of Work calls for 6 doors to be worked on however the Cost Schedule calls for 7 doors (CLIN 0002). Which is the correct number?

Government Response: total of 8 doors due to unforeseen circumstances

25. The Scope of Work on Page 4 states this is for 6 doors, however the Price/Cost Schedule line item 0002 states install service for 7ea access control doors. Can you please clarify and revise either the Scope of Work or the Price/Cost Schedule accordingly?

Government Response: after walking around the area there is a requirement for 8 doors.

26. Is this to be a standalone system or is it required to be integrated into another access control system?

Government Response: integrated in preexisting CCURE 9000 system

27. What type of ceiling construction are the rooms where the work is being performed and where cabling is run above ceilings (drywall, ceiling tiles, exposed)?

a. If drywall, are we required to install access panels in rooms to provide access above the ceiling to run cabling? Or are access panels already present?

Government Response: mixture of drywall and open area. Contractor will install in area with drywall and above ceiling panels.

28. Can you please clarify the period of performance? On Page 4, Scope of Work, under Requirements it states 4 weeks, however on Page 7, third bullet point from the bottom states 60 days.
