About this file

This is a Questions and Answers document for RFQ 36C25726Q0090, addressing contractor inquiries regarding Performance Work Statement (PWS) requirements and evaluation criteria.

The document clarifies key operational and pricing requirements across multiple work areas. For software requirements (PWS 1.1.4), the contractor is responsible for providing software with user charges, with an estimated 8-10 users needed by the government. Work orders must be completed within one working day, with communication and rescheduling required if this timeline cannot be met. Storage requirements (PWS 1.2.1) allow for pricing adjustments to CLIN 0001 if storage needs exceed the 100,000 square feet facility requirement. All warehouse storage must utilize three-level racks with no single-level storage permitted (PWS 1.3.14). Crew sizes for work orders (PWS 1.2.7) are discretionary based on daily workload, with the contractor responsible for determining appropriate staffing levels from a projected 500 jobs. The government will provide background check requirements for Hospital ID badges (PWS 1.2.8) and will supply an estimate of items requiring disposal (PWS 1.2.12), though no exact tonnage is specified. Repair materials (PWS 1.8.1) are typically ordered on an as-needed basis by the designer. For Evaluation Criteria Sub-Factor (b), acceptable proof of warehouse facility control includes a signed lease agreement identifying warehouse address and size, ownership documents such as a deed or title, or a binding letter of commitment from the property owner confirming space availability, all demonstrating exclusive control or guaranteed access for the required duration.

RFQ 36C25726Q0090 Questions

1) Pricing Schedule CLIN 0002 - What was the total number of Jobs (work orders) ordered last year? This has been answered in the previous Questions and Answers document.

2) PWS 1.1.4 – If there is a user charge for the software is the contractor’s responsibility for the cost of that user charge?

. If so, could the government provide the number of users needed by the government?

. The contractor is responsible for providing the software per the contract requirements. It is estimated that 8-10 people will need access.

3) PWS 1.1.4 - Is each work order expected to be completed in 1 working day?

. Yes- if it cannot, it needs to be communicated and scheduled accordingly.

4) PWS 1.2.1 - If the amount of storage requires more than the 100,000 sqft facility required would an adjustment to the pricing of CLIN 0001 be allowed?

. Yes.

5) PWS 1.2.7 – The expected number of the crew size in this section could vary from 6 – 12 crew members for any particular work order. The pricing schedule is to be priced for the total number of work orders that could be ordered in particular year. It would be advantageous to the government to give more specific data as to the amount of work orders that would require a larger crew. Could the government give us a percentage of the work orders that would requires a crew of 6-8 and crew of 9-12 based on the 500 jobs to be priced in CLIN 0002?

. The contractor should be able to gauge the work orders for any day and know how many to send for that day. It is up to the contactor to determine crew sizes based on workload for that day.

6) PWS 1.2.8 Will the government provide the requirements of any background checks needed to obtain Hospital ID badges?

. Yes.

7) PWS 1.2.12 Will the contractor be responsible for cost of the disposal of government items?

. Can the government give an estimate in terms of tons or items that would require to be disposed of?

. Yes. There isn’t an exact estimate. Depends on the quality of the furniture etc.

8) 1.3.14 What percentage of the warehouse will the requirement of 3 level racks be required?

. Is any part of the warehouse expected to be used for single level storage?

. All storage needs to be 3 level rack

9) PWS 1.8.1 - Will the cost of the RM submitted to the COR be for both parts, material and labor?

. Will the cost of the RM be paid for through a modification or separate Task Order form this contract?

. If not how is the cost of the RM to build into the current pricing schedule?

. Repair parts are typically ordered on an as-need basis by the designer.

10) Evaluation Criteria Sub-Factor (b) – Having a signed lease without a contract would seem to be something that the evaluation committee would not expect. What would be the technically acceptable proof of being able to provide a warehouse of the size and location required in the PWS.

Technically acceptable proof of the ability to provide a warehouse of the required size and location, as specified in the PWS, must demonstrate legal control or guaranteed access to the facility. Acceptable documentation includes:

• A signed lease agreement that clearly identifies the warehouse address, size, and lease term.

• Ownership documents such as a deed or title showing you own the property.

• A binding letter of commitment or intent from the property owner confirming that the space will be available for your use under agreed terms.

The documentation should clearly demonstrate exclusive control or guaranteed access for the duration required by the PWS.
