1. Is shared warehouse space allowed?

a. Yes. Shared space must be clearly identified as VA North Texas inventory and clearly separated from any non-government owned product.

2. Please confirm the current estimated inventory that must be stored (number of pallets, pieces, and approximate cubic footage), and the anticipated maximum inventory if pending equipment orders arrive as planned.

a. The contract requires at minimum 100,000sqft of storage space for inventory of furniture in VA North Texas Healthcare System. The current estimated inventory is within this requirement, and any anticipated inventory will also fall within this requirement.

3. Are there any large or specialized items (e.g., oversized, fragile, or high-value equipment) that require special handling, racking, or environmental conditions beyond standard warehouse storage?

a. At any given time within the contract period of performance, the warehouse may receive products that require special handling, storage or racking etc. It is required that the contractor receive this product and handle it as instructed.

4. Can the Government provide historical workload data for the past 12 – 24 months (average receipts per month, outbound shipments, peak periods, and any surge events)?

a. On average, it is estimated anywhere between 20-25 days (days = trips) a month to complete work orders/ tasks throughout VA North Texas. Please note that a trip could require multiple trucks, tasks and visits to the warehouse.

b. Shipments are continuous throughout the year with Quarter 2 & Quarter 3 of the government fiscal year being peak shipment periods.

c. Surge events are dependent upon facility emergencies, executive orders and other governmental policies and decision making.

5. Are there anticipated future projects or construction phases at Dalas VAMC that will significantly increase or decrease storage volumes during the base or option years?

a. There are always anticipated projects and construction throughout VA North Texas. The contractor is required to be able to receive and store products as needed for any individual project.

6. For sub-factor (b), how will the Government verify that the contractor’s warehouse is within 45 minutes of Dallas VAMS – by mileage radius, mapping application, or drive-time during specific hours?

a. Mileage radius

7. Are there minimum facility specifications (e.g., square footage, dock doors, ceiling height, climate control, pest control standards) that the warehouse must meet beyond what is stated in the PWS?

a. Please refer to Performance Work Statement.

8. Are specific physical security controls required (e.g., fenced yard, access-control system, CCTV coverage, intrusion alarms, guard services) and will any VA security inspection be conducted before award or at contract start?

a. Standard access control systems, CCTV coverage and intrusion alarms are required. Contractor is responsible for any damaged, stolen or misplaced product being stored in the warehouse.

9. Are there any information-security or system-access requirements (e.g., use of VA-approved inventory systems, data-handling rules for contractor-owned tracking tools references in the PWS?

a. Please refer to Performance Work Statement.

10. Please clarify the expected frequency and scheduling of deliveries/pickups between the warehouse and Dallas VAMC (e.g., number of trips per week, typical delivery windows, after-hours or weekend needs).

a. Deliveries/ Pickups are scheduled Monday-Friday on a fixed facility (all facilities within VA North Texas) schedule. Deviations are made if necessary to meet specific deadlines. Deliveries/Pickups are typically scheduled during business hours (8am-5pm). After-hour/ weekend deliveries are only scheduled under special circumstances.

11. Are there any special access requirements at Dallas VAMC for contractor personnel or vehicles (badging, background checks escort requirements, parking restrictions, or dock/elevator reservations)?

a. Upon award of contract, this information will be discussed with the contractor.

12. Will the contractor be responsible for inside, assembly, and placement of equipment within specific clinical areas, or only dock-to-dock delivery plus assembly in designates staging areas?

a. Yes- contractorswill be responsible for but not limited to turnkey installation of spaces, assembly/disassembly of product, receiving product, moving of items etc.

13. For “temporary storage, transportation, assembly, design/layout, and disassembly”, pleas clarify which layout/design tasks are expected (e.g., CAD Drawings, buildp0ut planning, coordination with facilities/engineering.

a. The contractor will not be responsible for producing CAD (or any other related design software) drawings. At minimum, the contractor will be required to measure on site for accuracy and adjust as needed.

b. Contractor will be required to be certified in commercial/ healthcare furniture installation, privacy curtain installation, commercial/healthcare artwork installation, behavioral health furniture installation etc from specific manufacturers including but not limited to Miller Knoll, Kimball, ICP Medical, DIRTT, Fellowes.

14. Is there a defined set of performance metrics (e.g., on-time delivery %, inventory accuracy %, damage rate, response times to VA requests) that will be used to assess contractor performance?

a. Please refer to Performance Work Statement.

15. Are there any required formants or templates for the Quality control Plan

(sub0Factor ( c )), and how often will the contractor be required to submit QC reports or metrics?

a. Please refer to Performance Work Statement.

16. Will government personnel conduct periodic inspections or audits of the warehouse operations, and if so, at what frequency and under what criteria?

a. Please refer to Performance Work Statement.

17. For the “List of Key Personnel” (Sub-Factor (d)), please specify which positions the Government considers key (e.g., Program Manager, Warehouse Manager, Lead Driver)) and whether any minimum qualifications/certifications are required.

a. TBD

18. Are there any labor category mappings expected to the wage determinations listed in the solicitation or equivalent federal hire rates (e.g., warehouse specialist, driver, installer)?

a. Contracting officer to provide information.

19. Please confirm the required volume structure (e.g., separate technical and price volumes) and any page limits or formatting requirements for the technical proposal not already specified in the 52.212-1 addendum.

a. Please refer to Performance Work Statement.

20. Are offers allowed to submit supporting attachments such as floor plans, process flow diagrams, safety plans, or sample reports as annexes tat do not count toward any page limits?

a. Please refer to required documents in the Performance Work Statement

21. Does the Government require past-performance references or example contracts for similar warehouse/transportation work, and if so, how many and for what performance period?

a. Please refer to Performance Work Statement.

22. For the B.2 Price/Cost Schedule, please confirm all units of measure (e.g., per pallet per month, per square foot, per delivery, per labor hour) and how the VA expect offerors to price transportation versus storage and assembly.

a. Please refer to Performance Work Statement.

23. Are there any anticipated minimum/guaranteed quantities for storage or trips, or should all pricing ping be based solely on the estimated quantities listed in the schedule?

a. Please refer to submittal requirements in the Performance Work Statement

24. Are fuel, tools, and access fees expected to be included in the fixed unit prices, or will there be any adjustment mechanism for significant fuel price changes during the base or option years?

a. The contractor shall provide pricing based on the submittal requirements in the Performance Work Statement. If awarded, the contractor will invoice for actuals only.

25. Please confirm the contract type under 52.216-1 (e.g., firm-fixed price, IDIQ with fixed unit prices) and whether any time-and-materials line items are anticipated.

a. Please refer to Performance Work Statement.

26. What are the expected transition-in and transition-out timelines and activities; whill there be a phase-in period, and will the outgoing contractor (if any) be required to support inventory transfer?

a. Please refer to solicitation for estimations. Actuals will be determined upon contract award.

27. For the four one-year option periods, are there any known changes in scope or volume, or should offerors assume the workload profile for pricing?

a. There will be no major changes to the services requested in the contract.

Volume will fluctuate during the contract period of performance.

28. As this is set aside for small business with VAAR 852.219-75, please confirm any expectations regarding use of subcontractors (e.g., limits on third-party warehouse providers, transportation subcontractors, or temp staffing agencies).

a. Sub-contractors are required to own/ be lease holders of warehouse where product is being stored, own their own transportation vehicles and employee their own staff. Contractor is required to work only subcontractor throughout the contract period of performance. The subcontractor is required to meet all the needs of the services requested in the contract. COR’s and alternate COR’s require direct communication with subcontractors to discuss workflow, inventory, day to day needs etc.

29. If a joint venture or mentor-protégé team bids, what documentation will be required at proposal submission to show compliance with limitations on subcontracting and control requirements?

a. Contracting question.

30. Please confirm whether all invoices must be submitted through Tungsten and whether any special CLIN-level or task-level coding is required to avoid rejection.

a. Please refer to Performance Work Statement.

31. Are there any specific reporting requirements tied to invoicing (e.g., inventory status or delivery logs that must accompany monthly invoices)?

a. Please refer to Performance Work Statement.

32. Warehouse Proof Standard. Please confirm acceptable forms of proof for the

“warehouse within 45 minutes of Dallas VAMC” requirement.

a. For example:

i. Executed lease or deed

ii. Utility bill

iii. Map drive-time screenshot

iv. Signed letter with address

v. Please confirm which documentation is required for technical evaluation.

b. Proof of executed lease and mileage radius.

33. Work Order Management System Approval. Please confirm whether the work order system requires formal VA approval during phase-in. Please also confirm whether you require:

a. Narrative description only

b. Screenshots

c. Demo access or login credentials

The work order system does require VA approval. Will coordinate upon award of contract.

34. Direct Employee Requirement and Surge Staffing. The PWS states all crew must be direct employees of the contractor. Please confirm whether temporary labor converted to W-2 employees of the prime is acceptable for surge events.

a. No, all employees must be direct employees.

35. SCA Wage Determination Mapping. Multiple county wage determinations apply.

Please confirm how wage determinations should be applied when crews perform services across multiple counties in the same week, and whether pricing should assume the highest applicable rates.

a. Contractor will answer.

36. Phase-in CLIN Interpretation. CLINs list “4 JB” for Phase-in/Phase-Out.

a. Please confirm: what “4 JB” represents operationally. Whether a written phase-in plan must be included in the technical volume.

b. “JB” stands for job. Please refer to the PWS for submittal requirements.

37. Government Property Record System. Please confirm the required format for inventory and property control submissions and whether VA provides a standard template.

a. Contractor shall provide the property record system for VA approval.

38. Please clarify which times and days are considered normal and which times and days are considered “after hours for the below questions:

a. On page 10, item 1.2.6 it states, “The contractor shall provide a crew sufficient to perform tasks every Monday through Friday (7:00am – 5:00pm).”

i. These are working hours. The contractor is expected to begin work at 8:00am and finish at 4:00pm. The hour before and after is for travel.

b. On page 15, item 1.14 it states, “Normal operating days and hours for this requirement are Monday through Saturday, from 7:00 am to 7:00pm.”

i. These are normal operating hours. You are required to be reachable during these operating hours. All work that needs to be completed will be communicated and scheduled in advance.

c. On page 15, item 1.14 also states, “The contractor shall be available to perform services as required twenty-four (24) hours per day, seven (7) days per week including weekends, Federal holidays & Holidays observed by Executive Order.”

i. This is on an as-needed basis. Any moves or work that needs to be completed outside of Monday-Friday 8:00am-4:00pm will be coordinated in advance and is contingent upon availability.

d. On page 15, item 1.14 also states, “The Contractor shall include weekend, holiday, and overtime to account for this twenty-four (24) hour requirement.

The Contractor shall be on site Federal Holidays and weekends as required by this PWS.

i. On an as-needed basis. We typically only install on observed federal holidays when we cannot interrupt patient care.

e. On page 15 items 1.14 later goes on to state, “In the event the Contractor’s personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked.”
