About this file
This document is a Consolidation of Request for Information (RFI) for project 674-21-101 NRM Reconfigure Outpatient Rehab Medicine at a VA Medical Center. The project involves renovating an outpatient rehabilitation medicine area with multiple complex requirements, including specialized subcontractor work for pneumatic tube modifications, patient lift installation, and a new Qleen Air Compounding Pharmacy. Key specifications include a Level 4 ICRA classification, 24-hour fire watch during demolition, and mandatory use of specific systems like Johnson Controls Metasys for HVAC and BAS.
The project is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside scheduled for award in Fiscal Year 2025. Contractors must meet various technical requirements, including BICSI-licensed telecommunications contractors, BIM model submissions at Level of Development 350, and compliance with specific system integrations. Specialized work includes electrical, plumbing, and mechanical systems installations, with specific requirements for fire alarm, access control, and security systems. The project involves significant coordination with VA staff and multiple specialized vendors, with work to be performed primarily after hours to minimize disruption to the 24/7 medical facility operations.

5Q. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?
5A. Not Correct, GC is responsible for pneumatic tube modifications, misc. steel support for patient lift, floor reinforcement for Robot removal and reinstall.

11A. Contractor shall provide all new signage.
12Q. Sheet A-001, Attic Stock – is Attic Stock required? The note reads: “THE
GENERAL CONTRACTOR SHALL PROVIDE A LINE ITEM IN THEIR BID FOR THIS
MATERIAL EXCLUDING LABOR TO INSTALL.” There are other places in the plans that indicate that no attic stock is being provided.

20Q. FP-101 to FP-104 – the general note is unusable for bidding purposes. Are 10%, 50%, or 100% of the referenced items required to be demolished and replaced? Are any of the main lines required to be replaced? There is a huge difference between replacing 10% of the fire protection system and replacing 90% of the fire protection system. The only way to make bidding for this work fair and equitable for all Offerors is for the Government to either direct replacement of the entire fire protection system (which is what we recommend) or provide for bidding purposes an assumption of how much of the system needs to be replaced. We strongly recommend replacement of the entire fire protection system.
