About this file
This document is an Amendment of Solicitation for a Department of Veterans Affairs contract (Solicitation Number 36C25725Q0496) for annual cooling tower chemical cleaning. The amendment provides clarifications and responses to potential contractor questions, including specifics about OSHA certification requirements, cleaning timing, and temperature constraints. The government referenced a similar previous project awarded for $131,753 in August 2020, covering a base year plus four option years.
Key details include OSHA safety training requirements (30-hour certification for a "competent person", 10-hour for other personnel), cleaning restrictions for specific buildings (Building 171 can only be cleaned on weekends/holidays), and a temperature requirement of 55 degrees or lower for tower cleaning. The solicitation covers cooling tower cleaning for multiple buildings, with specific operational constraints and safety protocols. The amendment is dated 06-03-2025 and was issued by the Network Contracting Office 17 in Temple, TX, with the purpose of providing a site visit sign-in sheet and addressing contractor questions.

Continuation Page
1. What is the current contract value?
Government Response: The current contract value will not be disclosed. However, for reference, a similar project (36C25720P1260) for annual cooling tower cleaning was awarded for $131,753 in August 2020 for a base year plus four option years.
2. Do all contractor personnel on site have to be OSHA certified or can just one be certified?
Government Response: Section “G” of the SOW states- “Job Safety Training (i.e. OSHA, safety meetings, etc.) 30 Hour OSHA Construction Safety Course – competent person.
10 Hour OSHA Construction Safety Course – all others”.
3. Can towers at other buildings be cleaned on weekends or is it only Building 171?
Government Response: All towers except building 171 can be done any day of the week as long as a VA Operator is on duty and temperature allows. Building 171 can only be done on weekends or holidays as stated in the SOW.
4. Is there a temperature requirement for cleaning the towers?
Government Response: 55 degrees or lower, with a few possible exceptions.
5. Does the “competent person” need to be onsite through the duration of the cleaning or can they be on stand-by?
Government Response: Whoever is performing the cleaning must be a “competent person” and must be onsite during the job.
