About this file

This document appears to be RFI Responses Part 3, related to a Department of Veterans Affairs construction solicitation for a project to renovate the Dallas Medical Inpatient Unit for patient privacy and pandemic response. The solicitation is a 100% competitive Small Business Set-Aside under NAICS 236220. The project aims to renovate the inpatient unit to improve patient privacy and accommodate pandemic response requirements. This document likely contains responses from vendors to the Request for Information (RFI) issued as part of the acquisition process. The key details, such as the scope of work, response dates, award information, and any set-aside requirements, would be summarized from the vendor responses contained in this document.

1. On Sheet 2-EP-6.5, the Feeder Branch circuit schedule calls out tag numbers R33, R54, R224, R404, and RT1604 but these tags cannot be located in the drawings for either location or distance. Please clarify the locations and distances of these tags.

RE: Attachments Q1 A Pages from 549-20-222- ISSUEFORBID_Drawings_Elec , Q1B 1994 B2 Correct Elec Defic Ph2 2-E22 Riser - Copy , Q1 C 1994 B2 Correct Elec Defic Ph2 2-E17 Room 107A Markup 01222021 :

The feeder schedule indicated represented an existing condition that needed to be verified. It illustrates feeders in an unrelated portion of the one-line and should be considered existing conditions in unrelated portions of the one-line diagram. Additionally there are installation references indicated by ETD, ETR , EG that by line weight indicate inclusion in the project scope of work. These scopes were performed on a previous project and are considered existing conditions.

RE: Photos 20230802_103037, 103047, 103051, 103054, 103056.

2. This question was previously asked but we need further clarification that details sizes, locations, ratings and material specification for the access panels -"On Sheet 2-AI-5.1, under the General Ceiling Plan Notes (Note "E") states to coordinate all Access Panel locations, sizes, and finishes with Architect. The schedule of finishes does not specify the access panels. Please provide information on all access panel sizes, locations, and finishes."

Access panels should be located wherever access is required to reach a concealed HVAC, Mechanical, or Plumbing component installed behind a wall or above a hard ceiling. The panels should be sized as required for servicing such concealed equipment. The panels should have finish dependent on their location: for areas of high moisture(i.e. bathrooms) the panels should have stainless steel finish, in areas not prone to high moisture the panels should be primed steel for painting to match the surrounding area.

3. Please provide the existing floor to deck height in the space or as-built drawings that show this dimension As-built drawings were provided per SH request, these as-builts contain the necessary architectural and/or structural drawings that define the floor to deck height. Contractor shall field verify this height to prevent issue if there is a deviation from the as-builts.

4 4.Please provide all complete as-built drawings for 7th, 8th, and 9th floors as stated as previously asked in the RFI's (1st round) so that we will be able to properly price the project for the VA. Addressed. per SH. All of the As-Builts were provided comprehensively

5. The RFI response did not properly address this RFI request - "Please provide an infill detail for the radiatior locations at the perimeter walls throughout the space." The Bid Document details referenced in the response do not speak to the radiator locations. Please re-review the response.

The exterior detail is attached for where the louvres or similar exterior wall openings such as doors and windows are removed

6. Please identify the area(s)that are being served by the existing AHU 12 which is being replaced with the new Air Handler being installed on the roof and provide Mechanical as-builts showing the air distribution for that space. Please Note the existing AHU designations shown on sheet 2-MD-1.1 (AC-12 & AC-30) are reversed based on equipment labels observed at the site visit.

Addressed per SH, OEI to confirm. RE: Attachment Q4 Response to 8th Floor Inpatient As-Builts and RFI. The area served by AC-12 and AC-30 are described in the Mechanical Sections of the Design Analysis. The location of AC-12 and AC-30 in the mechanical room in the design analysis reflects the equipment labels observed at the site visit. Please see following pages 2-4 in the attachment.

7. This RFI was previously asked in the first round of RFIs - Per detail 3 on Sheet 2-AI-2.7, please confirm that this is not an applicable to this condition to the following statement - Provide an Architectual wall infill detail where louvers are to be removed as reference on Keynote #11 on Sheet 2-MD-1.1

The exterior detail is attached for where the louvres or similar exterior wall openings such as doors and windows are removed. The contractor shall take care to evaluate the existing wall structure, following louvre removal, to ensure the infill matches closely the existing wall components. If a deviation in the existing wall structure is found, the contractor shall photograph the wall opening and its components and provide to the architect for review and feedback.

8. This RFI was previously asked in first round. The following locations are necessary to provide proper pricing to the VA.

Please provide plans and identify locations where new special systems are to be fed from services located outside of the immediate work area for this project. This item is generally referenced in the Key Notes on Sheet 2-ET-1.1C.

OEI to reference three (3) Spec Sections for Telco and Elec. SH to confirm installation scope with Ms. Tanisha Gordon.

RE: Sheet 2-ET-1.1C. The intent of the project scope of work is for this contractor to install raceway systems to from device to Telco rooms on the 8th floor. It is our understanding that low voltage system infrastructure will be installed by others to demarcations in the Communications Room (8C-303) located within the construction footprint. For other low voltage systems included in Contractors scope of work, coordination with existing conditions, other trades, and VA Project Representatives is required.

9. Please provide the electrical as-built drawings as previously stated in the 1st round of RFIs so that we will be able to properly price the project for the VA.

OEI to flag electrical drawings indicating switchboard scope as is available.

LRL explained that it was a field survey effort. There were gaps in the drawing set. Renovate Dallas Medical Inpatient Unit for Patient Recovery & COVID-19 ISSUE FOR BID Design Analysis isolation fan on roof, pumps, steam piping and valves, and other mechanical equipment. Existing AHU-30 currently serves the 8C-200 wing, while AHU- 12 serves the basement 1st, 5th, and 9th floors. Refer to Figure 4.5 for the location of the existing mechanical room.

FIGURE 4.5 – Existing and Proposed Mechanical Spaces

4.6 HVAC Design Aspects

The existing 8th floor is currently occupied as mainly office and support spaces. The renovation of the 8th floor will require a different allocation of spaces to include nurse stations, patient rooms, isolation rooms, and other patient support spaces.

4.6.1 VA Space Planning

As part of the statement of work, the design of the AHU unit for the 8th floor was originally supposed to provide cooling for all four wings, including the 8C-400 wing. This new unit would be located in the space behind the existing elevators, approximately 1150 SF. After discussing with the manufacturer, Temtrol, a maximum capacity of 28,000 CFM could be provided by a unit that fits inside this space. Refer to Figure 4.5 for the locations of the existing and proposed mechanical spaces. Based on this design limitation, two options were provided at the Pre-35% Design Meeting with the VA on 02 October 2020:
