About this file
This document contains responses to vendor questions regarding a federal solicitation to correct site deficiencies at a Department of Veterans Affairs medical center building. The solicitation seeks a contractor to install security infrastructure including conduit and cabling for 21 physical access control points and card readers connecting to a building's IT closet and electrical system. Responses clarify that specifications listed in the scope of work are inaccurate and will be updated, and that this is a design-bid-build rather than design-build project. Direction boring is allowed for conduit installation but the government will not pay additional costs over trenching. Drawings will indicate the new pavement surface for trenches. Division specifications will be provided after award.

Request For Information #2
Invitation For Bid 36C25723B0065
Project 549-21-210
1. Q: In the recently posted RFI Answers, the Government stated, “GC is required to include allowance for commissioning of PIV and electricals work”. Can the Government please provide the brand and specifica5ons of this PIV system?
A: There is no actual hardware requirement other than that it is FICAM compliant and compa5ble with Iden5c HIRSCH Velocity.
2. Q: The scope of work is calling out several specifica5on divisions not included in the specs sent to us. These also appear to indicate the project is a design build project. Can we get thee missing spec sec5ons?
A: Spec secons in Scope of Work are not accurate. Spec secons should have been updated to match the spec secons provided by the AE. The SOW will need to be modified to match.
3. Q: Is this a design build project? I ask because in the SOW it states to provide site inves5ga5on and construc5on.
A: This is a design-bid-build project. Any reference to design-build is in error.
4. Q: Several notes on the bidding responses refer to more details to be provided by engineer of record. Some even state provided by contractors engineer of record. Again, this is rather confusing since this doesn’t appear to be a design build project. Can we get confirma5on on whether this is a design build project, so we know if we need to seek services of an A/E firm for required designs?
A: Reference to designer of record only deals with the PEMB manufacturer. PEMB for this project is a delegated design, so the manufacturer will need to provide sealed shop drawings for the AE and VA to review. Those requirements for the PEMB are in the relevant drawings and specs.
5. There are 21 locaons for PIV card readers on ES101 connected by underground conduit. The electrical trade partners are ques5oning the requirements needed for pricing.
a. Note 5 on ES101 states “number and type of conduit determined by PIV card reader manufacturers requirements. Contractor shall coordinate with COR for locaon of PIV card reader computer operang system in Herzog Building.” Since the word COR is inserted here referring to post award work, electrical trade partners are assuming that the PIV card reader equipment, devices, pedestals, moun5ng, and wiring are not to be included in this project and will be provided and installed by the VA/Owner.
i. Can you confirm the VA/Owner will be providing the PIV card reader devices, pedestals, moun5ng, equipment, and wiring? And this contract is only to include installa5on of conduits with pull strings?
The contractor’s scope should include card readers, pedestals, mounng, equipment, and wiring back to the Herzog building. ES101 shows conduit running to the electrical room & IT closet for the building. Comm cables will be run from each PIV staon to the patch panel in the IT closet. The contractor will not be responsible for connecng to the exisng system, as that will be conducted by the VA. The Contractor will be responsible to ensure connuity of signal with the exisng system.
For power, Contractor will connect to exisng panel(s) in the Herzog building for installed motors. Drawings and/or specs providing specific conductor sizes, panel names, etc. will be provided via addendum, likely a9er award.
Required motor informaon has been provided in the design documents, and the bidder should base ancipated conductor size on the electrical requirements provided therein. The contractor should assume that there is sufficient electrical capacity on the panel(s) to be used for the connecons.
ii. Can you provide the VA sole/single source manufacturer’s requirements for size/type of conduit for the PIV reader data cable and the electrical power to gates and back to Herzog building for fair pricing?
Contractor should assume a composite cable will be run for each PIV back to the IT closet inside conduit.
6. Drawing ES101 shows pathway for conduit to the gate locaons and the 21 PIV
Readers. Demo drawing CD101 indicates loca5ons for removal of asphalt and concrete needed for installa5on of new work. The North and East side of project removes asphalt paving in loca5on of where some of the PIV card reader conduit is located. However, the South and West side parking lot does not address removal of asphalt paving for the PIV card reader conduit.
Even though the removal and patching of asphalt for this conduit will be needed, even though not shown, the electrical contractors are reques5ng clarifica5ons.
a. In lieu of removal of asphalt and trenching for this conduit, can direc5onal boring be u5lized as an op5on? Depending on loca5on and coordina5on with COR/exi5ng owner, the electrical contractor could minimize traffic and parking issues from above ground trenching. There is possibility that direc5onal boring could offset costs needed for demo/patching the parking lot.
Direconal boring is allowed as means and methods. Please note that no addional expense will be paid by the Government if the Contractor elects to use direcon bore instead of trenching for any of the locaons.
b. If trenching for these conduits is required, then is the replacement surface made of asphalt or concrete? Please provide details. There isn’t a detail for that on drawings.
Drawings indicate that the paving in that area is to be new asphalt, so trenching should not be applicable. Intent would be for contractor to install required conduit before installing new paving so as to prevent having to disturb new paving installed under this project.
7. Divisional specificaons 26 00 00, 27 00 00, and 28 00 00 were not included in the RFP. The electrical trade partners are reques5ng issue of these spec sec5ons as they have not been included in the RFP specs.
As previously noted, any applicable specs for running the comms and power back to the
Herzog building will be provided via addendum, likely a9er award. The design intent has been described in the documents and in RFI responses.
