About this file

This document contains responses to vendor questions regarding solicitation number 36C25723B0062 for a signage installation project at the Veterans Affairs Medical Center in Big Spring, Texas. The scope of work involves installing new signs throughout various buildings on campus to update signage. Key details include confirmation that the site superintendent can also serve as the SSHO and CQC roles given the small project scale. Testing will be the contractor's responsibility. An asbestos survey is provided. No new electrical work is required. Paint colors will be coordinated during construction. Sign types and wall attachments must follow the current TIL design guide used for the project. The VA does not anticipate interference from other campus projects and limited wall repairs may be needed for sign installation. ICRA planning is not required for interior sign work.

Request For Information #1

Invitation For Bid 36C25723B0062

Project 519-17-300

1. Q: Will the VA clarify if the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC, or will a separate individual be required for either of those two roles?

A: The VA has no objections given the scale of the project.

2. Q: Specification Section 01 00 00, Part 1.2-D states that the Testing Laboratory will be retained by the VA. Specification Section 01 45 00, Part3.6-A states that the Contractor shall retain the Testing Laboratory. Will the VA clarify whether the Contractor or the VA will retain the Testing Laboratory?

A: Contractor shall be responsible for testing lab.

3. Q: Specification Section 01 35 26 – Safety Requirements is listed in the Specifications Table of Contents but was not included in the Specification Manual. Will the VA clarify if this Section will be included in an amendment to follow?

A: Spec section was not included in manual by error. Please see attached.

4. Q: Will the VA provide a current Hazardous Material Survey for the areas and assemblies to be disturbed during the course of this project?

A: The VA is providing an asbestos survey with RFI responses. See attachments.

5. Q: Will the VA confirm that none of the signage in this project will require new electrical lighting or circuits? If new electrical lighting or circuits will be required, will the VA provide the requisite electrical drawings and specifications for any electrical work required?

A: No new electrical work is intended for this scope.

6. Q: Would the VA please specify the color of paint for touch-up?

A: Touch up paint colors shall be coordinated during construction with VA’s interior design rep.

7. Q: Plans for this project show the old VA logo. Are we to submit the new logo for all new signs affected?

A: Contractor shall use the current VA logo in compliance with the TIL.

8. Q: Would the VA please specify the brand and color of paint wanted for all crosswalks marked to be painted?

A: Contractor shall match roadway striping configurations on campus. Contractor shall provide paint submittals during construction for approval by COR.

9. Q: Will the VA provide the Basis of Design for this project in order for sign manufacturers to better evaluate the intent?

A: Comment requires clarification. Design intent is described within the contract documents.

10. Q: Will the VA please inform us what are the expected impacts on this signage job from other ongoing jobs on campus?

A: The VA does not anticipate any interference from other projects.

11. Q: Will the VA clarify the Sign types for mental health areas? 4th floor Bldg. 1 has out-patient, and Bldg. 18 has in-patient care. Our understanding is that in-patient areas get a tamper-proof signs.

A: AE has reviewed TIL and doesn’t see any requirements for anti-ligature or tamper-proof requirements for signage.

12. Q: Framework/wall attachment for restroom signs has changed in the TIL from what is shown on the drawings. Will the VA require the latest design guide, or for us to use the project drawings for our design?

A: The design is based on the TIL requirements at the time of design and will be used for this project.

13. Q: What are we to bid for wall repairs on the 4th Floor Building 1 in wallpaper areas? New signs may not exactly match the shape or size of existing signs and removal/elimination of existing signs may leave a blank space/holes/wall with no wallpaper.

A: Bidders should evaluate potential wall repair requirements during pre-bid site visit and price accordingly.

14. Q: Will the VA clarify that no ICRA is required to install the new signs in corridors of building interiors?

A: ICRA Type A indicates three minimum construction/renovation to require ICRA plan. 1.

Removal of Ceiling tile for visual inspection-limited to 1 tile per 50 square feet with limited exposure time. 2. Limited building system maintenance (e.g. pneumatic tube station, HVAC system, fire suppression system, electrical and carpentry work to include painting without sanding) that does not create dust or debris. 3. Clean plumbing activity limited in nature. No requirement will be applicable with this signage project. Contractor to confirm work plan with COR during construction.
