This document contains responses to vendor questions regarding Solicitation Number 36C25723B0062 from the Department of Veterans Affairs for a project to install new signage at the Big Spring VAMC. The scope of work includes replacing existing interior and exterior signs with new signs per the designs provided. It also involves repainting roadway crosswalks to match existing configurations and patching walls around areas where interior signs are removed. The contractor must coordinate scheduling with the VA to avoid conflicts with ongoing projects and will be provided a laydown area on site. All sign materials and paint for crosswalks must be supplied by the contractor.

Request For Information #2
Invitation For Bid 36C25723B0062
Project 519-17-300
1. Q: Sheet AS804 Detail 1 calls out "Intaglio graphics" for the VA logo. Please advise the graphic process required to produce these types of signs. Or is this a proprietary product? If so, please provide information on where to purchase these items.
A: Use the Intaglio graphic process (rather than the engraving process). Verify with a signage manufacturer.
2. Q: Are all signs going to be final in design, unless noted? Do some signs need to have the ability to be manipulated or changed for future facility updates or changes?
A: All signs are final in design as shown, as the signage has been approved by the VA for installation as part of the design process.
3. Q: Wall mounting system, REF AS800 #1 Top Down View, is this currently in use? How are interior signs currently mounted?
A: The signage throughout the installation was installed at different times with different methods, so the mounting systems vary.
4. Q: Is roadway paint to be used? If so, what type of paint is required ( manufacturer or spec) A: Contractor shall use standard Roadway Paint matching the color and dimensions of existing crosswalk. Contractor may reference TxDOT DMS 8200 for Traffic Paint technical info.
5. Q: With ongoing projects that may affect this schedule, how will phasing be impacted for the sign replacement?
A: Contractor shall coordinate with the COR regarding schedule. Contractor shall provide an initial schedule at kickoff to allow the VA to provide feedback and coordination. The VA will provide information regarding ongoing projects to allow the signage schedule to be set to avoid conflicts.
6. Q: In the drawings, the old VA design is shown. Will the new VA logo be used for this project?
A: Contractor shall use the current VA logo.
7. Q: Will the newest version of the TIL be used for this project?
A: The design is based on the TIL requirements at the time of design and will be used for this project.
8. Q: Please confirm if the Big Spring VAMC desires to adhere to the requirements as established by VA Sign Design Manual (dated May 16, 2023) on the TIL in cases of discrepancies between the included basis of design Sign Family Design Schematic and the VA Sign Design Manual?
A: The design is based on the TIL requirements at the time of design and will be used for this project.
9. Q: Is crosswalk painting as noted in the drawings part of the scope of work required?
A: Yes. It is a part of the required scope of work.
10. Q: Please confirm if the VA will provide the paint to the contractor for crosswalk painting if required.
A: All materials required for crosswalks shall be provided by the Contractor as part of the bid.
11. Q: Will Patch and Paint of areas around demolished interior signs be required?
A: Yes. The Contractor is responsible for repairing the wall due to the removal of the existing sign.
12. Q: Please confirm if the VA will provide the paint to the interior signage installation contractor for wall patching and repair.
A: Touch up paint colors shall be coordinated during construction with VA’s interior design rep.
13. Q: Regarding Sign Type E, there are 9 on the sign schedule but there is no corresponding sign drawing/detail.
o The descriptor is:
Is it supposed to be this sign. (This is a second one called “G2”) on page AS802.
A: Yes, the title of the detail 5 should be DETAIL – DIRECTIONAL SIGN (E)
14. Q: Where is the contractor laydown storage area.
A: The laydown area will be located behind VA storage buildings on site and will be reviewed during pre-construction meeting.
15. Q: Detail 3/AS804 shows exterior signs to require brick. Please specify the manufacturer, size, and color that the hospital requires.
A: See attached existing brick spec provided from VA.
16. Q: Please provide details for repainting of pedestrian crossing on pavement described on plan sheet GI103.
A: Contractor shall match roadway striping configurations on campus. Contractor shall provide paint submittals during construction for approval by COR.
17. Q: Please provide details on construction of triangular shaped M type sign depicted on plan sheet AS803. How is aluminum sign supported? How is sign installed? Is there to be a structure on top that prevents rain accumulation?
A: The brick foundation for the signage is as detailed in the drawings. The attachment/installation requirements will vary per manufacturer. Sign to be installed per manufacturer’s recommendations.
18. Q: Sign types M01, M02, M04, M05, and M07 are single signs supported by post, but foundation details on AS803 for an M sign do not seem appropriate. What is the correct foundation for a single sided M sign?
A: Refer the detail 1/AS803 (DETAIL – BUILDING SIGN – POST TYPE (K)) for the M series sign type.
19. Q: Detail 2/AS710 refers to signage design guide. What design guide is this referring to? There is no design guide proved with solicitation. This is not a design build project. Please confirm signs as shown are designed.
A: Ignore the notes. Signage on AS170 are all exterior directional signs.
20. Q: Detail 1/AS707 refers to detail 2/AS701 for details. This does not appear to be the correct reference. What is the correct reference for ceiling mounted signs?
A: It should be 2/AS707, not 3/AS802
21. Q: Detail 1/AS707, please provide detail on sign attachment to ceiling.
A: Attachments to ceiling will vary depending on the sign manufacturer. Contractor to install per manufacturer’s recommendations.
