About this file

This document provides responses to requests for information (RFIs) related to a solicitation for renovating a basement mechanical room at a Department of Veterans Affairs medical center. The solicitation seeks firms to perform plumbing, HVAC, electrical, and other construction work. Responses clarify specifications for plumbing pipe and fixtures, control devices, and confirm that new equipment must meet DDC control requirements. Bidders are advised that no change orders will be approved for omitting specified items and that equipment must fit within existing openings. Dimensions will be verified by submittals. Insulation and pipe replacement is limited to the project scope. Plans provided after award may further detail requirements indicated but not quantifiable in responses. The contracting agency is the Department of Veterans Affairs Regional Procurement Office West Network Contracting Office.

RFI RESPONSES

1. Plumbing contractor had a question about plumbing pipe. Can a specification section be provided for plumbing pipe?

Response: Provided attached.

1. Asbestos report provided with Amendment #2 does not seem to address question 42 of the amendment. Signs located at crawlspace access holes indicate presence of asbestos in the crawlspace. As cool air is blowing from the crawlspaces into the mechanical rooms, please confirm the mechanical room spaces and air are not contaminated with asbestos.

a. Response: Crawl space is out of scope. The dirt in crawl space containing asbestos is covered with plastic and the air is tested periodically. A test can be conducted when they are ready to start.

2. Please clarify Amendment #2, Q&A#17 response: “Floors to only require path and repair as needed. Finish to match adjacent existing.” What does this mean? If epoxy floor system or epoxy painting of the existing floors is required, please specify locations and type of material required to be used. The schedule of finishes does not include any requirement for epoxy floor systems or painting of the existing floors and we assume none is required unless clarified otherwise by amendment.

a. Response: Patch floors with grout per specification 03 30 53.

3. Reference Q&A 46,52 and others. Contractors cannot modify the bid form on an IFB procurement. Please revise plans to show additional work by amendment If any is required.

a. Response: Per VA. As Bid plans may be provided after bidding.

4. Reference Q&A 47 & 48. Since there is no existing concrete ceiling shown in the blue square below, this space will not be closed off to the outside after the curb is installed. If required to be closed off, please provide a revised detail.

a. Response: Seal with addition of support bracing. Provide a galvanized steel frame (angle or tube, 2”x2” min. cross.) with flanges on ends for fastening into concrete shaft walls, to serve as fourth side.

5. Reference Am#2, Q&A 47 thru 51. The space where the exhaust fan is shown to be installed is bounded by masonry walls on two sides and the basis of design exhaust fan will not fit in this tight space. Please provide revised basis of design exhaust fan which fits into the space or revise details by amendment.

a. Response: The curb and duct connection from masonry to exhaust fan shall be a custom fabricated component based on field verified measurements. Contractor to provide shop drawing submittal during product submittal phase for review. Additionally reference previous responses as follows. Prior responses: “12” to 18” tall. Curb may serve as transition fitting between shaft opening and fan intake.” “Seal with addition of support bracing. Provide a galvanized steel frame (angle or tube, 2”x2” min. cross.) with flanges on ends for fastening into concrete shaft walls, to serve as fourth side.”

6. Please review/clarify response to Am#2 Q&A 56. Details 2 and 7 on 11-AE500 are for existing trench and existing slab. If details 2 and 7 require any new concrete, please clarify by revising plan details to indicate what is new versus existing. We assume the structural plan details show all the requirements for new trench / slab connections and locations and that where there are conflicts between structural and architectural, the structural trench/slab drawings are correct. Please confirm.

a. Response: Refer to structural plans for correct design. Additionally refer to final approved product submittals for final dimensions.

7. Is Am#2 Q&A#66-a adding new grating to the project or is the Left side (or plan West side) of room 099F to retain existing grating as shown on drawings? If new grating is required, please provide plan details showing requirements including sizing for new grating by amendment (not provided in architectural or structural drawings).

a. Response: This portion of grating is to remain as existing, not replaced.

8. Am#2 Q&A 66 d indicates a cabinet sink station with two deep sinks, removable spray hose and counter space is required. Will this be added as a modification to contract post bid? If not, please provide a design so that this work can be included in contractor’s proposals.

a. Response: Refer to plumbing fixture specifications 22 4000.

9. Response to Q&A#66-f. Please confirm spraying insulation on the deck above is the intent.

a. Response: Correct.

10. Reference Amendment #2, Question 66-h. If converting pneumatic to ddc controls is required in this contract, please identify requirements by amendment.

a. Response: Provide new equipment with DDC controls. Demolish pneumatic systems with demolished equipment. Refer to plans and specifications.

11. Amendment #2, Question 66-j. We understand the replacement of pipe insulation/coverings are limited to the new pipes replacing demolished pipes. If this is incorrect, please identify additional pipe coverings requiring replacement on a floor plan by amendment.

a. Response: Replace only pipe and insulation for noted scope.

12. Responses to Amendment #2 Q&A 66-k thru 66-m are not quantifiable for bid purposes. If anything is required to be included in contractor proposals which are not shown on the designed plans, please issue revised plans to show these work requirements.

a. Response: Per VA. As Bid plans may be provided after bidding.

13. Amendment #2 revised the entire set of plans but did not identify changes. Please identify the revisions to the plans.

a. Response: Per VA. Reference the signed documents, amendments, and RFI responses. As Bid plans may be provided after bidding.

14. The equipment suppliers won’t provide pricing for the equipment that is specified because it would not work in the application shown in the drawings.

1. AE would not be able to provide exact model numbers in time for bid.

The intent of the plans and specifications, is that they are generic enough for every major manufacturer, and every major manufacturer has a comparable product that meets the VA specifications.

15. The new lift is too large to be placed into the basement. Our team would need to cut a hole in the wall or expand a door to get it in place. Unless an answer to the questions about the functionality of the main piece of equipment, we won’t be able to provide a proposal for this project. As it stands, any proposals that are received will have significant ground for a change order/modification for these issues.

a. This project is specified the same as any other project.

Contractors are to provide products that meet the requirements and provide product data sheets for review during submittal phase.

No change orders will be approved for omitting items.

The specified lift should fit within the door, and/or be disassembled enough to fit. AE can discuss with lift manufacturer at a later date.

16. On the steam to water heat exchanger schedule the Armstrong rep is stating that the specified model will not perform as specified. They have questions in order to properly size and quote the systems. Is there someone that can engage with the rep to set up a call to help ID what is truly needed to meet the demands of the system?

a. They may select any heat exchanger that meets the application criteria.

17. On the plumbing fixture schedule there is no specific spec for the Floor Sink, Utility Sink, and Emergency Eye Wash. Without some guidance we are shooting in the dark until we get to the submittal phase which is unfair to you to offer pricing on a moving target. Please provide.

a. Plumbing fixtures are specified in the specifications 22 40 00.

18. There is no specific specification on required components for several things such as steam control valves, temperature sensors, calibrated balancing valves, etc. We can begin to throw some ideas at it for submittal review, but again it is a moving target cost wise without a little more guidance. Please provide.

a. Control devices are specified in the specifications 23 09 00.
