RFI RESPONSES
1. Are we to dispose/abate of any asbestos, lead, mold, or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.
Response: Yes, refer to hazardous material report.
1. What will the ICRA level be for this project?
Response: Category D, High Risk Level, Patient Risk Category IV
1. Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?
Response: No
1. Will all work associated with this project able to be performed during regular working hours?
Response: Work would be performed during regular hours (part of engineering team is in the office from 0600 – 1630 hrs.) Depending on time frame of demo, shutdowns of systems for connection to temporary bypasses and reconnecting to upgraded systems etc. may need to be a timeframe that would limit the disruptions to the long-term care residence. Possible work may be required after hours. Advance notice of two weeks will be required for coordination will VA police, engineering, and VA medical staff.
1. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?
Response: All design services are covered by the AE. The solicitation is an IFB Invitation for bids not an RFP.
1. Drawing Number 11-M-102 Diagram 1 Point Matrix shows a High Hot Water Differential Pressure Alarm and a Low Hot Water Differential Pressure Alarm. This would require a Hot Water Pressure Transmitters to monitor pressure of the system in each branch. There is no reference to these pressure transmitters anywhere else in the scope. Furthermore, the Hot Water System uses two Hot Water Pumps, both constant volumes to independently serve two branches of Hot Water Supply to the building.
5. Is this pressure transmitter required?
5. If this pressure transmitter is required, assuming for each branch, where should the pressure transmitters be installed?
Response: a. & b. Delete/disregard high/low differential pressure sensors and alarms.
1. The standard 535 requires a minimum 60F delta between incoming and outgoing water. So, we need to confirm if what they put on the specification sheet are the correct temps. If those are correct temperatures we would need to use the digital version. This incorporates a Emech valve.
(Which requires electricity) to controls the temperature of the water going to building. Second link. For either version we also need to know if this is a recirculating system or not.
Response: The Steam to Water HX EWT condition should read 60 F. Provide the proper controls for a typical system. This is a (re)circulating system per detail 4/11-P-101.
1. In the specifications its is asking for 1/3rd 2/3rd control valves for the steam. This set up indicates.
using a temp transmitter that measures the outgoing water which would tell the control valves.
what to do to maintain temperature. With the 535 all that is required is a maximum of 15 psi steam which can be accomplished with just a pressure reducing valve. So, need to understand.
what they are asking for.

Response: Provide the specified controls valves for bidding. Use of PRV may be discussed during submittal phase.
1. The duration of 130 days doesn’t seem to match the market nor the process. Submittals and approval are never less that 45 days. The delivery is Approximately 120 at least after approval. Can the duration be changed?
Response: Period of Performance should be Notice to Proceed plus 310 days.
1. The project is scheduled to bid on September 10th. That is a Sunday and appears to be incorrect or a Typo. Please issue a new bid date.
Response: Bid Date extended, see Amendment 0001.
1. If any PCB’s are to be disposed of, please indicate locations, quantities and requirements for disposal by amendment.
